See our <a href=\"https:\/\/www.texastribune.org\/about\/ethics\/#ai-policy\" rel=\"nofollow noopener\" target=\"_blank\">AI policy<\/a>, and give us <a href=\"https:\/\/airtable.com\/appFeleeKVUN0Iytx\/pagPG40gbkU0EfjIr\/form\" rel=\"nofollow noopener\" target=\"_blank\">feedback<\/a>.<\/p>\n<p>Just after Fort Worth ISD trustees lost their legal fight to stop\u00a0<a href=\"https:\/\/fortworthreport.org\/2025\/10\/27\/heres-what-parents-need-to-know-about-the-state-takeover-of-fort-worth-isd\/\" rel=\"nofollow noopener\" target=\"_blank\">the state takeover of the district<\/a>, school board member Wallace Bridges announced his resignation on Friday.<\/p>\n<p>A state administrative court ruled in favor of the Texas Education Agency, concluding no factual disputes would justify overturning Commissioner Mike Morath\u2019s decision to intervene in the 70,000-student district because of failing academics. This clears the way for Morath to install new leadership over the city\u2019s largest school system.\u00a0<\/p>\n<p>With the takeover now certain, Bridges said Friday the effectiveness of elected trustees is diminished, prompting his own decision to step down now.\u00a0<\/p>\n<p>The administrative law judges\u2019 order was issued Thursday and can\u2019t be appealed. The final decision explaining the order is expected within 30 days.<\/p>\n<p>District leaders pushed back on the ruling, calling the loss \u201cdeeply disappointing.\u201d<\/p>\n<p>Important decisions are made in our community every day. Your support ensures the Fort Worth Report can cover and share those stories \u2014 freely and independently.<\/p>\n<p>Board president Roxanne Martinez argued the judges disregarded the meaningful progress taking place throughout FWISD and the voices of families and voters who believe in local leadership.\u00a0<\/p>\n<p>Still, trustees said they remain focused on the safety, well-being and success of every student and will continue working with educators and community partners to support the district during the transition.<\/p>\n<p>\u201cOur students deserve steady leadership, strong schools and a community that stands behind them,\u201d she said. \u201cThat remains our unwavering focus.\u201d<\/p>\n<p>The court\u2019s ruling affirms the agency\u2019s position regarding required intervention in Fort Worth ISD, TEA spokesperson Jake Kobersky said.<\/p>\n<p>Daily classroom instruction is not expected to change immediately, but the ruling removes the final barrier to the intervention.<\/p>\n<p>\u201cThis action does not change our focus,\u201d Superintendent Karen Molinar said in a statement, noting that FWISD educators remain dedicated to \u201ckeeping student success at the center of every decision.\u201d<\/p>\n<p>Bridges resigns<\/p>\n<p>Bridges said he could no longer remain on a school board without any authority.<\/p>\n<p>\u201cYou really don\u2019t have a voice,\u201d Bridges said.<\/p>\n<p>In the past year, Fort Worth ISD made strides in improving student achievement \u2014 especially among Black students \u2014 but it wasn\u2019t enough to quell his worries about the state intervention, Bridges said.\u00a0<\/p>\n<p>He credited trustees\u2019 hiring of longtime Fort Worth educator Karen Molinar as superintendent for course correcting the district and said he\u2019s proud of the district\u2019s new and recent focus on its highest-need students.\u00a0<\/p>\n<p>\u201cWe were really focusing on putting resources there,\u201d Bridges said. \u201cFor the first time, I felt that we were moving in the right direction.\u201d<\/p>\n<p>Morath ordered the state intervention this fall after the now-closed Leadership Academy at Forest Oak Sixth Grade\u00a0<a href=\"https:\/\/fortworthreport.org\/2025\/05\/05\/texas-tells-fort-worth-isd-compulsory-intervention-required-after-string-of-failures-at-shuttered-school\/\" rel=\"nofollow noopener\" target=\"_blank\">received five consecutive failing academic ratings<\/a>.<\/p>\n<p><a href=\"https:\/\/statutes.capitol.texas.gov\/?tab=1&amp;code=ED&amp;chapter=ED.39A&amp;artSec=\" rel=\"nofollow noopener\" target=\"_blank\">Texas law<\/a>\u00a0requires the commissioner to either close a persistently failing campus or appoint a board of managers to govern the district \u2014 authority that replaces locally elected trustees. FWISD trustees\u00a0<a href=\"https:\/\/fortworthreport.org\/2024\/03\/31\/fort-worth-isd-board-approves-contract-to-start-closure-of-forest-oak-sixth-grade\/\" rel=\"nofollow noopener\" target=\"_blank\">closed that Forest Oak campus<\/a>\u00a0in May 2024.<\/p>\n<p>The decision to close Forest Oak came under the tenure of former Fort Worth Superintendent Ang\u00e9lica Ramsey.<\/p>\n<p>Bridges pointed to the board\u2019s\u00a0<a href=\"https:\/\/fortworthreport.org\/2022\/09\/20\/fort-worth-isd-trustees-hire-new-superintendent-set-annual-salary-at-335000\/\" rel=\"nofollow noopener\" target=\"_blank\">unanimous decision to hire<\/a>\u00a0Ramsey as his biggest regret during his time as a trustee. Ramsey, a former Midland schools superintendent,\u00a0<a href=\"https:\/\/fortworthreport.org\/2024\/09\/24\/fort-worth-isd-school-board-accepts-voluntary-resignation-of-superintendent-angelica-ramsey\/\" rel=\"nofollow noopener\" target=\"_blank\">resigned in 2024<\/a>\u00a0after months of a fractured relationship between her and the board \u2014 and the community.<\/p>\n<p>Ramsey was a big fish in a small pond in rural Midland but leading a major urban district in a city of more than 1 million required a different expertise, Bridges said.<\/p>\n<p>\u201cShe said all the right things, but when it came down to some of the challenges we were dealing with in this city, the ocean was too big,\u201d he said.\u00a0<\/p>\n<p>Ramsey declined to comment Friday.\u00a0\u00a0<\/p>\n<p>In her resignation letter, Ramsey said her leadership had\u00a0<a href=\"https:\/\/fortworthreport.org\/2024\/10\/01\/former-fwisd-superintendents-tenure-was-complicated-here-are-her-key-wins-losses\/\" rel=\"nofollow noopener\" target=\"_blank\">some positive outcomes<\/a>\u00a0and that\u00a0<a href=\"https:\/\/fortworthreport.org\/2024\/09\/25\/trustees-mayor-hope-for-brighter-future-for-fort-worth-isd-after-superintendents-resignation\/\" rel=\"nofollow noopener\" target=\"_blank\">students were the heart of the district<\/a>.\u00a0<\/p>\n<p>Bridges was elected in 2022 to fill an unexpired term following the death of his predecessor. He secured a full four-year term in 2025 after running unopposed.\u00a0<\/p>\n<p>Martinez thanked Bridges for his service, describing him as a thoughtful advocate and public education supporter who led with integrity, kindness and love for students and families.<\/p>\n<p>\u201cHe showed up to campuses, listened to parents and teachers, and never lost sight of why this work matters,\u201d the board president wrote in a statement. \u201cI am grateful for his partnership and his commitment to doing what he believed was best for Fort Worth ISD students.\u201d<\/p>\n<p>Bridges plans to remain active in neighborhood associations and other community organizations.<\/p>\n<p>Takeover next steps<\/p>\n<p>Fort Worth trustees sought the expedited administrative review as a way to secure a deeper review of the facts surrounding the state\u2019s decision, emphasizing trustees wanted to work with state leaders while prioritizing students,\u00a0<a href=\"https:\/\/fortworthreport.org\/2025\/11\/18\/trustees-fighting-fwisd-takeover-cite-need-for-deeper-review\/\" rel=\"nofollow noopener\" target=\"_blank\">Martinez previously said<\/a>.<\/p>\n<p>Fort Worth ISD argued the state should have paused sanctions for the struggling Forest Oak campus under provisions in Texas law and maintained the district was already making progress toward improving student outcomes.<\/p>\n<p>State officials countered that intervention was required by law after the campus posted five consecutive failing grades.<\/p>\n<p>The three-judge panel removed four affidavits submitted by the state after siding with Fort Worth ISD that the statements included unsupported claims and hearsay.\u00a0<\/p>\n<p>However, that did not change the outcome of the case.<\/p>\n<p>La Joya ISD is the only district known to have previously mounted a similar challenge through the state administrative process, Kobersky said. Judges ultimately sided with the agency, and a board of managers and\u00a0<a href=\"https:\/\/tea.texas.gov\/about-tea\/news-and-multimedia\/news-releases\/news-2024\/texas-education-agency-appoints-la-joya-isd-board-of-managers-and-new-superintendent\" rel=\"nofollow noopener\" target=\"_blank\">superintendent<\/a>\u00a0was appointed in February 2024.\u00a0<\/p>\n<p>The decision arrives as the state prepares to install new leadership over Fort Worth schools, including the managers and appointing a superintendent, in the coming weeks. Morath has said Molinar is among candidates for the top administrator post.<\/p>\n<p>Morath appointed a conservator, Christopher Ruszkowski,\u00a0<a href=\"https:\/\/fortworthreport.org\/2025\/11\/06\/texas-appoints-fwisd-conservator-to-oversee-transition-to-state-control\/\" rel=\"nofollow noopener\" target=\"_blank\">in November to oversee the transition<\/a>.<\/p>\n<p>State-appointed managers will assume the powers and duties of elected trustees until Morath determines the district has made sufficient academic progress to return to local control \u2014 a process that typically lasts at least two years.<\/p>\n<p>The takeover \u2014\u00a0<a href=\"https:\/\/fortworthreport.org\/2026\/01\/27\/houston-takeover-offers-lessons-and-warnings-for-fort-worth-isd\/\" rel=\"nofollow noopener\" target=\"_blank\">the second-largest in Texas<\/a>\u00a0\u2014 stems from longstanding academic struggles across the district and\u00a0<a href=\"https:\/\/fortworthreport.org\/2025\/11\/06\/parents-community-press-state-on-what-fort-worth-isd-takeover-means-for-children\/\" rel=\"nofollow noopener\" target=\"_blank\">has prompted debate among parents, educators and civic leaders<\/a>\u00a0about how best to improve student outcomes while preserving local voices.<\/p>\n<p>With the administrative review decided, attention now shifts to who will ultimately lead Fort Worth ISD \u2014 and how quickly the state will begin reshaping the district\u2019s direction.<\/p>\n<p>Matthew Sgroi is an education reporter for the Fort Worth Report.
