But the reasons why the closure was announced in the first place are still not quite clear, nor is whether this was a fluke or the prelude to a national security crisis.<\/p>\n<p>What happened in El Paso?<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">On Tuesday night, the Federal Aviation Authority <a href=\"https:\/\/www.nytimes.com\/live\/2026\/02\/11\/us\/faa-el-paso-flights-airport#faa-el-paso-flight-restrictions\" rel=\"nofollow noopener\" target=\"_blank\">announced the closure<\/a> of the airspace over El Paso, Texas, and a pause to all operations at the city\u2019s airport starting at 11:30 pm.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">According to the initial announcement, which took local and state authorities by surprise, the closure was to have lasted until February 20. But in a tweet on Wednesday morning, the FAA announced that the \u201ctemporary closure\u201d had been lifted and that there was \u201cno threat to commercial aviation.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Early reports on what went wrong seemed to agree that drones were a part of the explanation, but exactly what role they played was a matter of confusion.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\"><a href=\"https:\/\/x.com\/SecDuffy\/status\/2021594420806639787\" rel=\"nofollow\">Transportation Secretary Sean Duffy<\/a> tweeted on Wednesday that \u201cthe FAA and DOW [Department of War] acted swiftly to address a cartel drone incursion.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">However, Rep. Veronica Escobar, a Democrat who represents the El Paso area in Congress, told reporters on Wednesday morning that an incursion by Mexican drones was \u201cnot the information that we in Congress have been told\u201d and that the current explanations were still muddled.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">\u201cThere\u2019s no threat. There was not a threat, which is why the F.A.A. lifted this restriction so quickly,\u201d she said, according to the <a href=\"https:\/\/www.nytimes.com\/live\/2026\/02\/11\/us\/faa-el-paso-flights-airport\/cddc48dc-e179-5a0a-90ad-c9e63058cf73?smid=url-share\" rel=\"nofollow noopener\" target=\"_blank\">New York Times<\/a>. \u201cThe information coming from the administration does not add up.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">But another <a href=\"https:\/\/www.nytimes.com\/live\/2026\/02\/11\/us\/faa-el-paso-flights-airport#faa-el-paso-flight-restrictions\" rel=\"nofollow noopener\" target=\"_blank\">source also told<\/a> the New York Times that it was \u201ca test of new counter-drone technology by the military at Fort Bliss, a nearby Army base.\u201d Ft. Bliss is home to a <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2015\/01\/08\/army-to-build-dedicated-drone-runway-at-fort-bliss\/\" rel=\"nofollow noopener\" target=\"_blank\">major drone base<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The Texas Tribune suggested a different angle: The military botched its communication with other agencies, triggering the shutdown. Citing an industry source, it reported that <a href=\"https:\/\/www.texastribune.org\/2026\/02\/11\/el-paso-air-space-closed-faa\/\" rel=\"nofollow noopener\" target=\"_blank\">the Department of Defense had<\/a> \u201cbeen operating unmanned aircrafts, or drones, against drug cartel operations from a base near El Paso\u2019s airport without sharing information with the FAA.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">A report from CNN synthesizes these explanations to a degree. According to their sources, the Pentagon had been testing a new high-energy, counter-drone laser in remote areas and had been planning to test it around El Paso. But for unclear reasons, perhaps due to a cartel drone incursion, it sought to deploy the system in the area sooner without coordinating with the FAA, prompting the agency to shut down airspace. February 21, the day the shutdown was supposed to end, is one day after a planned meeting between the two agencies. The White House and Pentagon were reportedly unaware of ahead of time of what would have been the longest security interruption to a major city\u2019s air service <a href=\"https:\/\/www.npr.org\/2021\/09\/10\/1035131619\/911-travel-timeline-tsa#:~:text=After%20the%20planes%20hit%20the,attacks%2C%20airport%20security%20immediately%20intensified.\" rel=\"nofollow noopener\" target=\"_blank\">since 9\/11<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">CBS <a href=\"https:\/\/www.cbsnews.com\/news\/airspace-closure-followed-spat-over-drone-related-tests-and-party-balloon-shoot-down-sources-say\/\" rel=\"nofollow noopener\" target=\"_blank\">adds the bizarre detail<\/a> that the technology was used earlier this week to take down what appeared to be foreign balloons at the border but turned out to be party balloons.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Congressional Democrats are calling for a <a href=\"https:\/\/x.com\/davidshepardson\/status\/2021614818424160621\" rel=\"nofollow\">more credible explanation<\/a> from the administration that addresses this reported tension between civil and military operations. Even Sen. Ted Cruz (R-TX) suggested more cautiously on X that more details would be \u201c<a href=\"https:\/\/x.com\/SenTedCruz\/status\/2021619646776905915\" rel=\"nofollow\">shared in the coming days on interagency coordination<\/a>,\u201d which would seem to suggest he believes there were issues with that coordination.<\/p>\n<p>The backdrop for the incident: Trump\u2019s threats against Mexican cartels<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">A drone incursion from Mexico is not something that would normally prompt such a drastic response. US Northern Command <a href=\"https:\/\/www.csis.org\/analysis\/united-states-needs-southwest-drone-wall\" rel=\"nofollow noopener\" target=\"_blank\">has reported around<\/a> 1,000 drones crossing the US-Mexico border per month.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Henry Ziemer, an associate fellow with the Americas Program at the Center for Strategic and International Studies, told Vox that cartels use drones both for surveillance of US security personnel on the border and \u2014 in more limited instances \u2014 to actually smuggle drugs into the US. There has been extensive reporting on cartels using <a href=\"https:\/\/insightcrime.org\/news\/drones-narcotrafficking-surveillance\/\" rel=\"nofollow noopener\" target=\"_blank\">weaponized drones loaded with explosives<\/a> against law enforcement and rivals, but that\u2019s within Mexico itself, not at the border.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">\u201cI would say the level of the magnitude of the response is disproportionate, even if the drones were on sort of a concerning trajectory,\u201d said Ziemer, commenting on the initial airspace closure. Ziemer added that, given the push by the defense department to deploy new counter-drone technology, it\u2019s likely that this airspace closure was \u201cnot a one-off,\u201d even if one would hope future ones are handled with a little less confusion.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The mysterious incident comes at a time of heightened speculation that the US will take direct military action against Mexican drug cartels. It\u2019s an idea that President Trump <a href=\"https:\/\/www.cnbc.com\/2026\/01\/09\/trump-us-military-cartels-mexico-land.html\" rel=\"nofollow noopener\" target=\"_blank\">has repeatedly suggested<\/a> since his first term, but that he threatened again in the wake of January\u2019s Venezuela raid. Mexican President Claudia Sheinbaum has repeatedly said that while Mexico will continue to work with the US to combat the cartels, US military operations within Mexico are \u201c<a href=\"https:\/\/www.euronews.com\/2026\/01\/12\/us-troop-deployment-in-mexico-not-on-the-table-president-claudia-sheinbaum-tells-trump\" rel=\"nofollow noopener\" target=\"_blank\">not on the table<\/a>.\u201c<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Last summer, Trump signed an order directing the US military to take <a href=\"https:\/\/www.nytimes.com\/2025\/08\/08\/us\/trump-military-drug-cartels.html\" rel=\"nofollow noopener\" target=\"_blank\">action against several drug cartels<\/a>. The US military regularly conducts surveillance flights along the US-Mexico border without entering Mexican airspace. The CIA has <a href=\"https:\/\/www.nytimes.com\/2025\/02\/18\/us\/politics\/cia-drone-flights-mexico.html\" rel=\"nofollow noopener\" target=\"_blank\">reportedly stepped up<\/a> secret drone flights over Mexico itself.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">There was <a href=\"https:\/\/www.pbs.org\/newshour\/world\/sheinbaum-reassures-mexico-after-u-s-military-movements-near-country-spark-concern\" rel=\"nofollow noopener\" target=\"_blank\">previously speculation<\/a> that some sort of action was about to begin in mid-January, when the FAA warned aircraft flying over the eastern Pacific to \u201cexercise caution\u201d due to US military facilities.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The El Paso operation, whatever it turns out to have been, exactly, is likely to \u201ccontinue fanning anxiety in Mexican government and political circles, and speculation amongst those in Mexico who think that US military unilateral action is the recipe to confront transnational criminal organizations operating on either side of the border,\u201d Arturo Sarukhan, former Mexican ambassador to the United States, told Vox.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">If this is not, in fact, the prelude to a new military operation, but simply the result of miscommunication between the Pentagon and the FAA, it will call to mind the January 29 crash in Washington, DC, between an Army Black Hawk helicopter on a training mission and an American Airlines jet that killed 67 people.
