Martinez\/Austin American-Statesman<\/p>\n<p>The University of Texas\u2019s College of Liberal Arts will consolidate its long-standing ethnic and gender studies programs into one new department.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn-channels-pixel.ex.co\/events\/0012000001fxZm9AAE?integrationType=DEFAULT&amp;template=design%2Farticle%2Fplatypus_two_column.tpl\" alt=\"\" class=\"x1px y1px vh abs\" aria-hidden=\"true\" width=\"1\" height=\"1\"\/><\/p>\n<p>The university will immediately begin the process of creating the new\u00a0Department for Social and Cultural Analysis Studies after months of pressure from conservative politicians to eliminate \u201cliberal\u201d education and \u201cgender ideology\u201d from the state\u2019s flagship. There is no target date for the change to go fully into effect.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>UT\u2019s decision follows Texas A&amp;M University move to\u00a0<a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/education\/article\/a-m-cancels-gender-studies-21324655.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">close its Women and Gender Studies Department<\/a> earlier this year.\u00a0In a 9 a.m. meeting with department chairs Thursday, Interim Dean David Sosa said curriculum and degree programs in the departments are being reviewed.<\/p>\n<p>The\u00a0future of the centers and programs within the existing departments is not yet clear, two faculty in the meeting confirmed.\u00a0It is also unclear if layoffs will eventually accompany the consolidations, but\u00a0Sosa did not announce any immediate firings, two faculty said.<\/p>\n<p>The college launched a <a href=\"https:\/\/www.statesman.com\/news\/education\/article\/ut-ethnic-studies-austin-consolidation-21126972.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">committee last fall to explore the consolidation<\/a> of overly \u201cfractured\u201d departments, prompting student protests to protect the programs.\u00a0<\/p>\n<p>Affected departments include those that focus on African and African Diaspora Studies, Mexican American and Latino Studies, Women and Gender Studies and American Studies, which have a combined 307 undergraduate majors, according to UT data.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>The Asian Studies department, which was not included in Thursday\u2019s meeting, has 185 majors. Middle Eastern Studies, also not included in the call, has 80. Department chairs from Germanic Studies, Slavic and Eurasian Studies, French and Italian will be combined into a new department of European and Eurasian Studies. The departments teach foreign languages\u00a0\u2014 a course requirement for COLA graduates.<\/p>\n<p>Having an official designation as a UT department matters\u00a0\u2014 it allows programs to receive funding for events, faculty and a greater voice in tenure and promotion decisions.\u00a0 Consolidating the programs effectively eliminates any institutional support for the politically unpopular programs, and further curtails faculty input in university decisions.<\/p>\n<p>\u201cThere can be no reason for this decision other than an authoritarian takeover of Texas\u2019 flagship university,\u201d Lauren Gutterman, associate professor of American Studies and Women\u2019s, Gender, and Sexuality Studies, said. \u201cIf this was about too much fragmentation or small majors, then why are departments like Religious Studies, Middle Eastern Studies, and Classics unaffected?\u201d<\/p>\n<p>UT Spokesperson Mike Rosen declined to comment by press time. Two hours after the meeting, UT\u00a0President Jim Davis <a href=\"https:\/\/president.utexas.edu\/message\/changes-to-departmental-structure-in-the-college-of-liberal-arts\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">announced the changes in an email<\/a> to campus. He confirmed that as the university reviews what majors, minors and certificates the new departments will offer, all students currently in the programs will be allowed to continue.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Davis said he asked the College of Liberal Arts to analyze what fields make sense to stand alone or come together based on student-to-faculty ratio, program size, student demand and resources. The consolidation doesn\u2019t mean the subjects aren\u2019t \u201cworthy\u201d of research and teaching, but allows them to be \u201cresearched and taught in the broader context of other fields, classes, disciplines, and departments,\u201d he wrote.<\/p>\n<p>\u201cThese two new departments reflect our ongoing commitment to academic excellence and our responsibility to ensure that every student at UT Austin has access to a balanced and challenging educational experience,\u201d Davis said.<\/p>\n<p><img alt=\"Sydney Jael Wilson, a women and gender studies graduate student, speaks at a protest at the University of Texas at Austin on Monday, October. 13, 2025. Martinez\/Austin American-Statesman<\/p>\n<p>Women and Gender Studies officially became a department at UT in 2023, but gender and ethnic studies classes have been taught at the university for decades. The centers that house the faculty and classes\u00a0started in the 1970s and 1980s after students pushed for courses that better reflected their personal backgrounds.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Faculty say the decision is misguided and will gut departments that have brought UT prestige for decades. U.S. News and World Reports listed UT as the <a href=\"https:\/\/gradschool.utexas.edu\/about\/why-ut\/rankings\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">top program<\/a> in the country for graduate studies in Latin American History. College Factual, an online data-driven college ranking site, listed<a href=\"https:\/\/www.collegefactual.com\/majors\/ethnic-cultural-gender-studies\/ethnic-studies\/rankings\/top-ranked\/bachelors-degrees\/southwest\/texas\/#top-ranked_womens-studies\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\"> UT as the top school in Texas<\/a> to get an undergraduate degree in ethnic studies.\u00a0<\/p>\n<p>\u201cWe no longer seem to be a place where we value knowledge for the sake of knowledge,\u201d Alison Kafer, director of LGBTQ studies in the women\u2019s and gender studies department, said in an interview earlier this month. \u201cIf we close this department, we are closing it for political reasons, because our numbers are great.\u201d<\/p>\n<p>What does consolidation mean?<\/p>\n<p>The university will begin preparing for the new departments immediately, though they will not officially consolidate until September, faculty said. Curriculum and degree programs are still being reviewed.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>A new <a href=\"https:\/\/secure4.compliancebridge.com\/utexas\/public\/getdoc.php?file=2-2230\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">UT policy<\/a> revised this September requires the school\u2019s president to direct an \u201cefficient in-depth and judicious review process\u201d before deciding to abandon or reduce academic programs and positions. The president is not bound by the recommendation of the provost or a committee, according to the policy. The policy strongly recommends the preservation of existing degree programs until all current students can complete them.<\/p>\n<p>A <a href=\"http:\/\/web.archive.org\/web\/20250520061813\/https:\/\/secure4.compliancebridge.com\/utexas\/public\/getdoc.php?file=2-2230\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">previous policy<\/a> required UT\u2019s president to <a href=\"https:\/\/www.statesman.com\/news\/education\/article\/university-texas-faculty-senate-abolish-21019686.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">consult with Faculty Council leadership<\/a> before eliminating any academic program or position. UT System ended <a href=\"https:\/\/www.statesman.com\/news\/education\/article\/university-texas-system-faculty-senate-abolish-20822502.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">faculty senates and councils<\/a> to comply with Senate Bill 37 this September.<\/p>\n<p>Why is this happening?<\/p>\n<p>While no law restricts what can be taught at public universities, conservative politicians have put pressure on universities to eliminate programs deemed too liberal.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Political pressure intensified last fall when Gov. Greg Abbott demanded that Texas A&amp;M University <a href=\"https:\/\/www.statesman.com\/news\/education\/article\/texas-a-m-fires-professor-abbott-21039973.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">fire a children\u2019s literature professor<\/a> who taught about gender identity in one of her courses. Since then, university systems across the state have scrutinized programs deemed overly political.<\/p>\n<p>In January, Texas A&amp;M University closed its Women and Gender Studies department. Regents also approved a new policy that bans courses that \u201cadvocate\u201d for race or gender ideology without prior approval. Texas Tech University System also banned such courses and issued a directive to only teach that there are two genders.<\/p>\n<p>Both policies have been <a href=\"https:\/\/www.statesman.com\/news\/education\/article\/texas-am-lgbt-race-gender-course-content-21284538.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">criticized by civil rights groups <\/a>who equate the measures to censorship, stifling academic freedom. Others insist <a href=\"https:\/\/www.statesman.com\/news\/education\/article\/ut-texas-austin-academic-freedom-university-21135467.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">academic freedom has limits<\/a>, and the fields have gone too far.<\/p>\n<p>The UT System confirmed last fall that it would <a href=\"https:\/\/www.statesman.com\/news\/education\/article\/ut-system-audits-gender-courses-gop-targets-21075365.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">audit classes<\/a> for mentions of gender identity. Officials have since remained quiet on how the system will handle increasing pressure to police instruction related to gender and sexuality. UT Regents will meet next week at a planned quarterly meeting.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>At the flagship, Provost William Inboden has openly critiqued education related to race and gender as fields of study \u201coften accompanied by partisan activism.\u201d He has said the fields \u201cmust be studied,\u201d but suggested the studying leaves students with an \u201cimbalanced view of the United States.\u201d<\/p>\n<p>UT President Jim Davis, who is not an academic, said in a university address last year that UT would look to broaden overly \u201cfractured\u201d fields and bring \u201cbalance\u201d to curriculum.<\/p>\n<p>But all the cut programs are known for being interdisciplinary and skills-based, attracting students across the university from engineering to pre-medicine, faculty said. Faculty in the departments each have different specialties, allowing for innovative and collaborative research.<\/p>\n<p>UT\u2019s African and African Diaspora Studies became a department in 2010. It offers a major, minor, certificate, graduate and\u00a0PhD programs. American Studies, which became a department in 1998, focuses on cultural, intellectual and social life in the United States. Mexican American and Latina\/o Studies became a department in 2014.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cGender and ethnic studies have transformed the study of the humanities and social sciences, and now they are what they are,\u201d said Lisa Moore, UT\u2019s Chair of Women and Gender Studies, in an interview before the consolidation announcement. \u201cWe can\u2019t unknow what we know\u2026\u00a0It\u2019s just not the case that we can believe that only a small slice of human beings are responsible for everything that\u2019s good about the world.\u201d<\/p>\n<p>The cuts come as UT expands its academic offerings in other humanities fields.<\/p>\n<p>UT offers more than 170 fields of undergraduate study and 230 graduate programs.\u00a0The university\u00a0has added about a dozen more in the past five years. The School of Civic Leadership just announced a new donor-funded program in <a href=\"https:\/\/www.statesman.com\/news\/education\/article\/ut-civics-school-jewish-western-civilization-21329046.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Western Civilization and Jewish Studies<\/a>. The school plans to open two more majors focused on increasing civic education.<\/p>\n<p>Meanwhile, UT is also\u00a0<a href=\"https:\/\/www.statesman.com\/news\/education\/article\/ut-information-school-natural-science-consolidated-21231195.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">exploring consolidation<\/a> in the School of Information and College of Natural Sciences. UT System regents will vote next week on UT&#8217;s plans to establish a new School of Computing within the College of Natural Sciences. The organizational change would turn the School of Information into\u00a0a Department of\u00a0Information. The new school\u00a0would also hold the Department of Computer Science and Department of Statistics\u00a0and Data Sciences, and offer the same degrees, according to the agenda released Thursday afternoon.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Faculty insist the\u00a0consolidated fields at UT are being targeted and defunded for political reasons, not because of waning student interest, funding restrictions or the value of the scholarship.
