A Lubbock County grand jury indicted two people arrested in January after a monthlong multi-agency investigation into a prostitution enterprise that used two or more prostitutes at multiple massage parlors in the city.<\/p>\n
Fu Gao, 66, and Biwu Liu, 32, each are each charged with counts of aggravated promotion of prostitution, a first-degree felony that carries a punishment of five years to life in prison.<\/p>\n
Their charges stem from a Lubbock police investigation that began in January and involved undercover police offices who went to more than a half-dozen massage parlors where they were offered sexual acts in exchange for money, according to an arrest affidavit.<\/p>\n
The massage parlors involved in the undercover operation included: Lemon Tree Massage Spa at 5137 69th St.; Mindful Lotus Spa at 3206 34th St.; B&W Relaxation House at 5004 Frankford Ave.; Bright Massage at 6302 Frankford Ave.; Royal Foot Therapy at 3502 Slide Road; Serenity Massage at 3833 50th St. and Cherish Massage Spa at 1301 50th St.<\/p>\n
The investigation revealed Gao managed the operational and financial aspects of the prostitution operation while Liu owned the properties and businesses and controlled financial operations.<\/p>\n
Investigators also believe Liu created advertising for the massage parlors which were posted on websites used by people seeking prostitution services, the warrant states.<\/p>\n

Investigators followed Gao, who was driven by Liu, and saw her going to B&W Relaxation House where she coordinated with other employees.<\/p>\n
Gao’s Wells Fargo account received regular deposits from Lui through Zelle payments.<\/p>\n
“The coordination between the two demonstrates a unified enterprise rather than separate operations,” the affidavit states.<\/p>\n

The investigation culminated in Gao and Liu’s Jan. 23 arrests at Hot & Juicy Seafood.<\/p>\n
The two were booked into the Lubbock County Detention Center where they were released the next day on bond set at $200,000 each.<\/p>\n
The operation also resulted in rescuing 10 people identified as human trafficking victims, who were referred to Voice of Hope, which provides resources for human trafficking survivors, according to a Lubbock police news release.<\/p>\n
