In contrast, Virginia has 8 GW of data centers and\u00a04 GW under construction.<\/p>\n<p>Today, 64% of data centers under construction in the United States are located in markets outside of the young industry\u2019s historical hot spots, with a new wave of growth centering in West Texas, Tennessee, Wisconsin and Ohio, the report said.\u00a0<\/p>\n<p>Texas is a lure for data center developers due to its \u201cabundant energy resources, ample land availability and a business-friendly operating environment,\u201d according to the report.<\/p>\n<p>Currently, the Dallas-Fort Worth area is the largest data center zone in Texas, with roughly 2.4 GW of capacity. Austin is second with 1.7 GW of capacity but is set to double in size in the next two years, JLL said.\u00a0<\/p>\n<p>Current data centers under construction or planned in Texas include the\u00a0<a href=\"https:\/\/www.pacificoenergy.com\/gw-ranch\" target=\"_blank\" rel=\"nofollow noopener\">GW Ranch<\/a>, an 8,000-acre campus in Pecos County; the <a href=\"https:\/\/openai.com\/index\/five-new-stargate-sites\/\" target=\"_blank\" rel=\"nofollow noopener\">OpenAI\/Oracle\/SoftBank Stargate project<\/a> near Abilene; the 2,600-acre\u00a0<a href=\"https:\/\/www.datacenterdynamics.com\/en\/news\/sailfish-plans-multi-gigawatt-data-center-park-outside-dfw-texas\/\" target=\"_blank\" rel=\"nofollow noopener\">Comanche Circle park<\/a> outside Dallas-Fort Worth; and\u00a0<a href=\"https:\/\/www.bisnow.com\/houston\/news\/data-center\/exclusive-40m-c-pace-loan-funds-data-center-development-at-former-compaq-campus-125940\" target=\"_blank\" rel=\"nofollow noopener\">VivaVerse Solutions\u2019 774K SF center<\/a> at the former Compaq Computer campus in Northwest Houston.<\/p>\n<p>In addition,\u00a0<a href=\"https:\/\/www.bisnow.com\/national\/news\/data-center-development\/microsoft-project-continues-san-antonio-rise-major-data-center-hub-132675\" target=\"_blank\" rel=\"nofollow noopener\">Microsoft filed plans<\/a> to build a nearly 200K SF data center in Castroville.<\/p>\n<p>For now, Virginia still holds the crown as the state with the most data center capacity. The commonwealth is home to 663 operational centers, with 595 more under construction or planned, <a href=\"https:\/\/www.axios.com\/local\/richmond\/2026\/01\/08\/virginia-no1-data-centers-richmond-growth-ai\" target=\"_blank\" rel=\"nofollow noopener\">according to Axios<\/a>. Many of these centers are located in Loudoun County\u2019s \u201c<a href=\"https:\/\/www.digitalrealty.com\/resources\/blog\/northern-virginia-ashburn-data-centers\" target=\"_blank\" rel=\"nofollow noopener\">Data Center Alley<\/a>\u201d in the northern part of the state.<\/p>\n<p>But over the past year, some Virginia residents and government officials increasingly have pushed back against the state\u2019s data center boom. Data centers were a hot-button topic in last year\u2019s statewide elections, one that likely led to\u00a0<a href=\"https:\/\/www.bisnow.com\/national\/news\/data-center-community-relations\/data-centers-were-on-the-virginia-ballot-that-might-be-new-normal-fastest-growing-asset-class-131742\" target=\"_blank\" rel=\"nofollow noopener\">an unprecedented blue sweep<\/a> across state offices. Gov. Abigail Spanberger, a Democrat who took office on Jan. 17,\u00a0<a href=\"https:\/\/technical.ly\/civics\/spanberger-data-center-regulation-virginia\/\" target=\"_blank\" rel=\"nofollow noopener\">campaigned on<\/a> regulating data center growth and reducing energy costs for consumers.<\/p>\n<p>Some data center projects have faced pushback in Texas as well.<\/p>\n<p>Unlike Virginia, Texas is <a href=\"https:\/\/www.houstonchronicle.com\/politics\/texas\/article\/texas-water-crisis-explained-21124427.php\" target=\"_blank\" rel=\"nofollow noopener\">facing a water crisis<\/a>, and data center opponents argue that the region lacks a sufficient supply to support so many facilities. Last week, the Public Utility Commission of Texas announced it is working with the Texas Water Development Board to ask that <a href=\"https:\/\/www.kxan.com\/news\/texas\/texas-regulators-will-ask-data-centers-to-begin-reporting-their-water-usage\/\" target=\"_blank\" rel=\"nofollow noopener\">data centers report their water usage<\/a>.<\/p>\n<p>On Monday, Hays County<a href=\"https:\/\/www.yahoo.com\/news\/articles\/hays-county-judge-proposes-moratorium-203011415.html\" target=\"_blank\" rel=\"nofollow noopener\"> Judge Ruben Becerra announced<\/a>\u00a0he would formally request that county officials impose a moratorium on permits for new industrial developments with high water demands in the Central Texas county. This was in response to\u00a0<a href=\"https:\/\/www.kxan.com\/news\/local\/san-marcos\/san-marcos-200-acre-data-center-plan-sparks-neighbor-concerns\/\" target=\"_blank\" rel=\"nofollow noopener\">a proposed 200-acre center<\/a> near San Marcos.
