{"id":171895,"date":"2026-02-19T20:58:09","date_gmt":"2026-02-19T20:58:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/171895\/"},"modified":"2026-02-19T20:58:09","modified_gmt":"2026-02-19T20:58:09","slug":"3-republicans-2-democrats-running-to-represent-northeast-tarrant-in-texas-house","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/171895\/","title":{"rendered":"3 Republicans, 2 Democrats running to represent northeast Tarrant in Texas House"},"content":{"rendered":"<p class=\"&quot;byline&quot;\">by Drew Shaw, Fort Worth Report <br \/>February 19, 2026<\/p>\n<p>The race to represent northeast Tarrant County in the Texas House sees three Republicans and two Democrats vying for their party\u2019s nomination in the March 3 primaries.<\/p>\n<p>The Republican ballot includes Keller Mayor Armin Mizani; Fred Tate, a financial services business owner; and Zee Wilcox, a health and beauty business owner.\u00a0<\/p>\n<p>On the Democratic side, Cate Brennan, a retired business executive, faces Aaron Hendley, who works at a fast food restaurant.<\/p>\n<p>Texas House District 98 covers Keller, Colleyville and parts of Southlake, Grapevine, Euless and Westlake. Since 2013, the seat has been held by Republican Rep. Giovanni Capriglione, who is not seeking reelection.<\/p>\n<p>Voters can find out who represents them and who will be on their ballots at <a href=\"http:\/\/vote411.org\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">vote411.org<\/a>. Check your registration status on the <a href=\"https:\/\/teamrv-mvp.sos.texas.gov\/MVP\/mvp.do\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Texas Secretary of State\u2019s website<\/a>.\u00a0<\/p>\n<p>What are the March 3 primaries?<\/p>\n<p>Voters can cast ballots in either the Democratic primary or the Republican primary.<\/p>\n<p>Candidates campaign against those within their own political camps to be their party\u2019s nominee for the Nov. 3 general election.<\/p>\n<p>Whoever wins over 50% of the vote in their party\u2019s primary gets the nomination. If no candidate receives over half the votes, a runoff election will be triggered between the top two vote-getters. A runoff, if needed, will be May 26.<\/p>\n<p>On the Republican side<\/p>\n<p>Mizani and Tate are focusing most of their campaigns against each other. Meanwhile, Wilcox had to go to court <a href=\"https:\/\/fortworthreport.org\/2026\/02\/04\/southlake-republican-keeps-place-on-primary-ballot-after-legal-battle-with-gop-chair\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">against the chair of the Tarrant County Republican Party<\/a> to stay on the ballot.<\/p>\n<p>The three candidates\u2019 priorities range from public education reform to public safety. All three emphasize lowering or abolishing property taxes as central to their campaigns. However, they differ on how to best make housing more affordable.<\/p>\n<p>Mizani and Tate have each raised more than half a million dollars mostly funded by political action committees, or PACs, pushing for and against <a href=\"https:\/\/www.texastribune.org\/2026\/01\/23\/texas-legislature-2026-republican-primaries-house-tort-reform\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">tort reform in Texas.<\/a>\u00a0<\/p>\n<p>Tort reform broadly refers to efforts that would make it harder to file lawsuits against corporate entities and would limit compensation for injured parties. In 2025, state <a href=\"https:\/\/www.texastribune.org\/2025\/06\/01\/texas-legislature-personal-injury-tort-reform\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">lawmakers failed to pass<\/a> such reforms.<\/p>\n<p><a href=\"https:\/\/arminfortexas.com\/?fbclid=IwY2xjawP4ib9leHRuA2FlbQIxMABzcnRjBmFwcF9pZBAyMjIwMzkxNzg4MjAwODkyAAEehn1HUc6wmsdlL2t0pTGSxJnnKHYy4fSm5hwk_Kp-Ueav41M7MjNSbtgqyLs_aem_8-fFszA-2gAQzwnXMYFFcA\" rel=\"nofollow noopener\" target=\"_blank\">Armin Mizani<\/a><\/p>\n<p>The 38-year-old Keller attorney touts his track record of conservative policies over nearly 10 years on the Keller City Council, six of which he\u2019s served as mayor.<\/p>\n<p>In a survey response to the Report, Mizani noted that he led infrastructure improvements, tax-rate cuts and public safety improvements.<\/p>\n<p>\u201cAs Keller\u2019s mayor, I\u2019ve shown what\u2019s possible when you put conservative principles into action, and I\u2019m ready to take that same commitment to the Texas House,\u201d Mizani wrote in the survey.\u00a0<\/p>\n<p>One of Mizani\u2019s top legislative priorities is \u201ccombating illegal immigration,\u201d he said. He wants to support current federal deportation operations and secure the border to \u201cbe prepared for a post-Donald Trump presidency,\u201d he wrote.\u00a0<\/p>\n<p>About a month after Mizani announced he would seek election to the state House, Keller City Council voted unanimously for police to partner with <a href=\"https:\/\/fortworthreport.org\/2025\/08\/06\/keller-city-council-approves-partnership-with-ice-despite-public-protest\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Immigration and Customs Enforcement, or ICE<\/a>.\u00a0<\/p>\n<p>Another top priority is lowering property taxes by increasing the homestead expansion, compressing local rates and encouraging home ownership, he said.<\/p>\n<p>Mizani proposed increasing public school funding by using Texas\u2019 $29 billion surplus to help fund districts. Lawmakers approved about <a href=\"https:\/\/www.lbb.texas.gov\/Documents\/Appropriations_Bills\/89\/Final\/9306_2026-27_Biennium_Funding_by_Article_All_Funds.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$100.3 billion in spending <\/a>for public education over 2026 and 2027. He said this would work to lower local property tax rates.\u00a0<\/p>\n<p>He also wants to abolish the state\u2019s <a href=\"https:\/\/fortworthreport.org\/2022\/08\/24\/this-is-new-to-us-fort-worth-isd-expects-to-send-2-million-to-state-under-robin-hood-law\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u201cRobin Hood\u201d system for schools<\/a>. Essentially, the complex recapture system takes property tax revenue from districts considered property wealthy \u2014 such as <a href=\"https:\/\/www.gcisd.net\/page\/recapture\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Grapevine-Colleyville<\/a> and <a href=\"https:\/\/www.southlakecarroll.edu\/news-details\/~board\/district-news\/post\/cisd-looks-to-balance-20252026-budget-and-lower-tax-rate\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Southlake<\/a> \u2014 and disperses the funds elsewhere.\u00a0<\/p>\n<p>Read Mizani\u2019s full survey responses <a href=\"https:\/\/fortworthreport.org\/2026\/02\/16\/armin-mizani-republican-candidate-for-texas-house-district-98\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">here<\/a>.<\/p>\n<p>Mizani raised $930,779 for his campaign and took out an additional $200,000 loan, according to campaign finance reports covering July 1 through Jan. 22.\u00a0<\/p>\n<p>He received $312,500 from <a href=\"https:\/\/www.texansfortruthliberty.com\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Texans for Truth and Liberty<\/a>, an anti-tort reform PAC. That PAC is <a href=\"https:\/\/www.transparencyusa.org\/tx\/committee\/texans-for-truth-and-liberty-pac-00089694-gpac\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">entirely funded<\/a> by <a href=\"https:\/\/www.arnolditkin.com\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Arnold &amp; Itkin LLP<\/a>, a Dallas-based personal injury law firm that has given to the George Soros-backed <a href=\"https:\/\/first-tuesday.org\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">First Tuesday PAC<\/a>, a Democratic-aligned committee.<\/p>\n<p>He received funds from many health care-related businesses, CEOs and PACs. He saw an average donation check of $3,830. Contributions from PACs or political campaigns made up about 54% of his funds raised.<\/p>\n<p><a href=\"https:\/\/tate4texas.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Fred Tate<\/a><\/p>\n<p>The 49-year-old Colleyville resident and founder of CFO Shield, which provides payroll and bookkeeping services for businesses and nonprofits, said in an email that he\u2019s the \u201conly candidate with a consistent conservative record, real public service experience, and a clear focus on results.\u201d\u00a0<\/p>\n<p>\u201cTarrant County families, regardless of party, want lower costs, property tax cuts, improved public safety, and a government that is accountable to taxpayers,\u201d Tate said.\u00a0<\/p>\n<p>Emphasizing his endorsement from Gov. Greg Abbott, Tate said he wants to keep government small, encourage economic growth and protect family values. He highlighted his time on the State Commission on Judicial Conduct, the State Commission on Judicial Compensation and the Trinity River Authority.<\/p>\n<p>Tate said he wants to push for \u201cpermanent property tax relief\u201d by restraining how local governments spend tax dollars, eliminating a large portion of school property taxes on homes, and capping appraisals.<\/p>\n<p>He considers affordability as District 98\u2019s greatest challenge. Tate said he wants to tackle that by limiting state spending growth and cutting red tape that he says drives up housing and energy prices as well as by opposing corporate welfare.<\/p>\n<p>He also wants to make Abbott\u2019s <a href=\"https:\/\/www.texastribune.org\/2024\/04\/22\/texas-border-migrant-apprehensions-abbott-operation-lone-star\/#:~:text=Since%20then%2C%20the%20state%20has,cost%20more%20than%20$400%20million.\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">multibillion dollar border-security initiative<\/a>, Operation Lone Star, permanent, crack down on lobbying and push for greater government transparency.<\/p>\n<p>Read Tate\u2019s full survey responses <a href=\"https:\/\/fortworthreport.org\/2026\/02\/16\/fred-tate-republican-candidate-for-texas-house-district-98\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">here<\/a>.<\/p>\n<p>Tate has raised $639,327 for his campaign, about $336,203 of which came in the form of nonmonetary contributions such as for events and campaign ads, according to campaign finance reports from Aug. 13 to Jan. 22. He also took out a $30,100 loan to fund his campaign.<\/p>\n<p>Tate\u2019s biggest donor listed was the <a href=\"https:\/\/tlrpac.org\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Texans for Lawsuit Reform PAC<\/a>, a committee pushing for tort reform that advertises itself as being devoted to cutting wasteful spending in the legal system and politics. It donated a reported $378,000 to Tate, about $153,000 of which was in the form of nonmonetary contributions.<\/p>\n<p>The committee is largely bankrolled by billionaires, including real estate tycoon <a href=\"https:\/\/www.tortreform.com\/board-of-directors\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Dick Weekley<\/a> and Hillwood founder <a href=\"https:\/\/www.hillwoodurban.com\/leadership\/ross-perot-jr\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Ross Perot Jr<\/a>.\u00a0<\/p>\n<p>Tate also received about $152,959 from Matthew Brennan, a Dallas-based consultant.<\/p>\n<p><a href=\"https:\/\/zeeforhd98.com\/?fbclid=IwY2xjawP4iZlleHRuA2FlbQIxMABzcnRjBmFwcF9pZBAyMjIwMzkxNzg4MjAwODkyAAEecS-zKeNXaHFFkKPQF5TSig2124eATnK0h-DYLC9p_q69ksESfpIz1UqHWkw_aem_JPpajKOoInpjP28NKsOn9A\" rel=\"nofollow noopener\" target=\"_blank\">Zdenka \u201cZee\u201d Wilcox<\/a><\/p>\n<p>Wilcox, a 48-year-old health and wellness business owner, has run a campaign criticizing the GOP establishment \u2014 and her opponents \u2014 as being corrupt and bought by special interest PACs.<\/p>\n<p>Her top priority is increasing transparency in the judicial system by allowing cameras in all court proceedings and putting new requirements on judges to ensure they are accountable for their decisions, she said.<\/p>\n<p>\u201cYou\u2019re gonna have to change the law. You\u2019re gonna have to join the swamp to make, hopefully, a difference,\u201d Wilcox said. \u201cOtherwise, no one pays attention.\u201d<\/p>\n<p>Her passion for judicial reform is driven by her own experiences in Tarrant County family courts, during which she said she ran into corrupt judges who were bought by attorneys, she told the Report.<\/p>\n<p>Another priority is revamping school performance ratings and raising academic standards to better help students who are falling behind, she said.<\/p>\n<p>Wilcox also wants property tax reform.\u00a0<\/p>\n<p>Specifically, she wants to see school districts significantly reduce tax rates by eliminating the portion of taxes that fund schools\u2019 maintenance and operations. Her top donor is Southlake resident Jessica Patterson, who is retired and donated about $1,000.\u00a0<\/p>\n<p>Wilcox spent about $1,237, according to campaign finance reports from Dec. 8, when she filed, to Jan. 22.<\/p>\n<p>On the Democratic side<\/p>\n<p>The Democratic primary has a less crowded candidate pool. Both Brennan and Hendley each reported contributions of a couple thousand dollars.<\/p>\n<p>The candidates listed affordability, health care and public education as their top priorities.\u00a0<\/p>\n<p>They both hope that Taylor Rehmet\u2019s Texas Senate win on Jan. 31 is a boon for Democratic success in November, even in ruby red areas like northeast Tarrant County. Rehmet securing the District 9 seat long held by the GOP made national headlines for the wide swing.<\/p>\n<p><a href=\"https:\/\/brennanforhd98.com\/?fbclid=IwY2xjawP4hXhleHRuA2FlbQIxMABzcnRjBmFwcF9pZBAyMjIwMzkxNzg4MjAwODkyAAEeUC58yTHJHbni5gPcHRmEke3cz6A8yTX0x3aQCyvCTLS_u-4pan86_xhnuhk_aem_Ki0J2GOTQ4baGEo5SeyKRg\" rel=\"nofollow noopener\" target=\"_blank\">Cate Brennan<\/a><\/p>\n<p>At 67, Grapevine resident Brennan said her life of advocating for Democratic policies at the federal level has prepared her for the Texas House, she told the Report.<\/p>\n<p>\u201cI\u2019m a bit of a policy wonk,\u201d she said, referencing her career advocating for the Affordable Care Act and other health care-related policies. <a href=\"https:\/\/www.linkedin.com\/in\/cate-brennan-mba-cae-189b944\/details\/experience\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">She was<\/a> an executive for the National Athletic Trainers\u2019 Association, National Association of Pediatric Nurse Practitioners and Association for Vascular Access.<\/p>\n<p>\u201cPeoples\u2019 pocketbooks, their schools and kids \u2014 that\u2019s what matters,\u201d she said. \u201cI really think people are just fed up. They\u2019ve just had enough,\u201d she said, referencing the current GOP\u2019s control of state and federal government.<\/p>\n<p>Brennan listed her first priority as funding and improving public schools. Access to high-quality education sets the foundation for a successful life, she said. Pushing to repeal a private school voucher law would be one of her first to-dos if elected, she said, arguing the program will siphon money from public schools.<\/p>\n<p>She said she wants to address the state\u2019s affordability concerns primarily by raising the Texas minimum wage from $7.25 to $20 per hour.\u00a0<\/p>\n<p>Making health care more affordable is another priority, Brennan said, specifically through expanding Medicaid and fighting to lower drug costs.<\/p>\n<p>Read Brennan\u2019s full survey responses <a href=\"https:\/\/fortworthreport.org\/2026\/02\/16\/cate-brennan-democratic-candidate-for-texas-house-district-98\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">here<\/a>.<\/p>\n<p>Brennan has so far raised $5,418, according to campaign finance reports from Oct. 30 to Feb. 2. Her biggest donation was from Andrew Sternke, executive director of the <a href=\"https:\/\/tpedf.org\/andrew-sternke\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Texas Public Education Defense Fund<\/a>. She also received $375 from the <a href=\"https:\/\/texasmajoritypac.com\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Texas Majority PAC<\/a>, a committee dedicated to getting Democrats elected.<\/p>\n<p><a href=\"https:\/\/www.aaronfortx.com\/about\" rel=\"nofollow noopener\" target=\"_blank\">Aaron Hendley<\/a><\/p>\n<p>The 24-year-old Keller resident said he is in tune with the wants of his district as he knows what it\u2019s like to suffer and financially struggle. He said he was inspired to run for office after the 2024 election when he witnessed the Texas GOP hold onto power \u201cdespite continuously selling out to corporations and betraying their constituents.\u201d<\/p>\n<p>\u201cI couldn\u2019t handle standing on the sidelines anymore while my neighbors and millions of other Texans continued to suffer despite doing everything right,\u201d Hendley said.<\/p>\n<p>Hendley lists \u201chealth care for all\u201d as a top priority. His own experience with depression, autism and ADHD inspires him to push for a statewide health care coverage system that is paid for by automatic, small deductions from Texans\u2019 paychecks, according to his website.<\/p>\n<p>Regarding housing, Hendley will push to increase homestead exemptions and to increase regulation on both landlords and the home insurance industry so that price hikes and rent increases are justified, he said.\u00a0<\/p>\n<p>His website also mentions fully funding public schools as a priority.\u00a0<\/p>\n<p>Read Hendley\u2019s full survey responses <a href=\"https:\/\/fortworthreport.org\/2026\/02\/16\/aaron-hendley-democratic-candidate-for-texas-house-district-98\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">here<\/a>.<\/p>\n<p>Hendley did not report receiving any donations in his campaign finance reports. He reported spending $1,058 of his own money on his bid for the nomination.<\/p>\n<p>What is the makeup of the Texas House?<\/p>\n<p>The 150-member Texas House has 88 Republican seats and 62 Democratic seats.\u00a0<\/p>\n<p>In November, all seats are on the ballot.<\/p>\n<p>Republicans have held control of the House since 2002.
