{"id":180946,"date":"2026-02-26T08:41:11","date_gmt":"2026-02-26T08:41:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/180946\/"},"modified":"2026-02-26T08:41:11","modified_gmt":"2026-02-26T08:41:11","slug":"the-weeks-biggest-news-in-brief-feb-19-25-the-austin-chronicle","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/180946\/","title":{"rendered":"The Week\u2019s Biggest News in Brief \u2013\u00a0Feb. 19-25 \u2022 The Austin Chronicle"},"content":{"rendered":"<p>UT System to Silence Certain Topics: Last Thursday, Feb. 19, the UT System Board of Regents unanimously voted to approve a <a href=\"https:\/\/www.texastribune.org\/wp-content\/uploads\/2026\/02\/U.T.-System-Discussion-and-appropriate-action-related-to-The-University-of-Texas-System-Expectations-of-Academic-Integrity-and-Standards-for-Teaching-Controversial-Topics.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">rule<\/a> that limits its students from studying \u201cunnecessary controversial subjects.\u201d It also directs educators to disclose what matters they are hoping to cover, stating that controversial topics must have a \u201cbroad and balanced approach,\u201d yet does not define what subjects could be considered \u201ccontroversial\u201d or what a \u201cbroad and balanced approach\u201d would exactly look like. \u201cWe are in difficult times,\u201d <a href=\"https:\/\/www.texastribune.org\/2026\/02\/19\/texas-university-ut-regents-unnecessarily-controversial-subjects\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said Kevin Eltife<\/a>, UT System Board of Regents chair. \u201cVagueness can be our friend.\u201d This change, which advocates have called \u201cideological and political\u201d comes just after UT-Austin <a href=\"https:\/\/www.austinchronicle.com\/news\/the-right-wingification-of-the-university-of-texas-continues\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">announced the consolidation<\/a> of the university\u2019s gender and ethnic studies programs into a sole department.<\/p>\n<p>City Removes Rainbow Crosswalks: Last Wednesday, Feb. 18, Austin worked to <a href=\"https:\/\/www.statesman.com\/news\/local\/article\/austin-removes-rainbow-crosswalks-federal-order-21362779.php?utm_content=img&amp;sid=687704359281ee69475b2d48&amp;ss=P&amp;st_rid=747167ab-877c-4bbd-87c4-138ae71e69ef&amp;utm_source=newsletter&amp;utm_medium=email&amp;utm_term=roundup&amp;utm_campaign=stsm%20%7C%20breaking%20news%20and%20top%20stories\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">remove three painted crosswalks<\/a> around the city, citing <a href=\"https:\/\/services.austintexas.gov\/edims\/document.cfm?id=467796\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">requirements<\/a> from the U.S. Department of Transportation Federal Highway Administration leading to the decision. The intersections of Morrow and Watson streets and Manor Road and Leona Street previously had rainbow-patterned crosswalks. The third, at Pedernales Street and Webberville Road, was painted to look like a brick pathway. Last October, Gov. Greg Abbott <a href=\"https:\/\/www.expressnews.com\/politics\/texas\/article\/greg-abbott-rainbow-crosswalks-21091021.php\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">ordered cities<\/a> to remove \u201cpolitical ideologies\u201d from streets after U.S. Transportation Secretary Sean Duffy <a href=\"https:\/\/x.com\/SecDuffy\/status\/1940149175108440264\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">urged governors<\/a> across the nation to get rid of rainbow crosswalks. The city has requested that TxDOT grant an exemption for Austin to maintain <a href=\"https:\/\/www.kut.org\/transportation\/2025-10-28\/austin-tx-rainbow-crosswalks-paint-art-txdot-greg-abbott\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">15 painted street markings<\/a>, which included the three that have been removed. It has yet to receive a response from TxDOT.<\/p>\n<p>Wrongly Incarcerated Yogurt Shop Suspects Exonerated: Over 34 years after the infamous <a href=\"https:\/\/www.austinchronicle.com\/news\/somebody-has-to-die-11709474\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">1991 yogurt shop murders<\/a>, four men \u2013 Maurice Pierce, Mike Scott, Robert Springsteen, and Forrest Welborn \u2013 who had been accused of the crimes in 1999 were officially <a href=\"https:\/\/www.kut.org\/crime-justice\/2026-02-19\/austin-tx-yogurt-shop-murders-court-innocent-texas\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">exonerated<\/a> on Thursday, Feb. 19. Through the use of forensic and DNA evidence, law enforcement identified a man named Robert Eugene Brashers, who died in 1999, as the individual who killed four teenage girls at an I Can\u2019t Believe It\u2019s Yogurt location. Scott and Springsteen were the only two of the four who were convicted \u2013 Scott sentenced to life in prison while Springsteen was put on death row \u2013 before both cases were thrown out in 2006 by the Texas Supreme Court. Pierce had spent over three years in jail before his case was dismissed in 2003. During a 2010 traffic stop, Pierce stabbed an APD officer, who shot and killed him. Wellborn had his charges dropped in 2000. The exonerations come after Travis County D.A. Jos\u00e9 Garza filed a motion to revisit the case last year. \u201cFor decades, I have carried the burden of wrongful conviction,\u201d Scott said in court. \u201cEvery day, I have carried the weight of a crime that I did not commit. And this isn\u2019t unique to Travis County; across the state, early voting in the Democratic primary has <a href=\"https:\/\/www.kut.org\/politics\/2026-02-23\/democratic-primary-early-voting-surges-in-texas-far-outpacing-previous-elections\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">outpaced prior elections<\/a>. Early voting remains open through Friday, Feb. 27, and election day is Tuesday, March 3.<\/p>\n<p>Immigration Arrests Double Under Trump: <a href=\"https:\/\/www.statesman.com\/projects\/2026\/texas-ice-arrests-tracker\/?noapp=true&amp;utm_content=cta&amp;sid=687704359281ee69475b2d48&amp;ss=P&amp;st_rid=747167ab-877c-4bbd-87c4-138ae71e69ef&amp;utm_source=newsletter&amp;utm_medium=email&amp;utm_term=roundup&amp;utm_campaign=stsm%20%7C%20morning%20briefing\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">According to Statesman reporting<\/a>, ICE has arrested close to 12,000 individuals in South Central Texas in the first nine months since Trump took office. Within the San Antonio field office\u2019s jurisdiction, ICE arrested over 11,600 people, in comparison to the 4,750 made during the same amount of time under the Biden administration in 2024, though detainees with criminal convictions declined from 51% to 39%. Both tuberculosis and COVID cases have been <a href=\"https:\/\/www.texastribune.org\/2026\/02\/07\/ice-facility-el-paso-tuberculosis\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">confirmed<\/a> at the detention center. Lawyers, politicans, and advocates say the deaths have been a result of the lack of proper care and medical necessities, and overall poor living conditions for the inmates, which has also led to several deaths that the agency has deemed suicides. Despite Congress\u2019 rules that require the agency to publicly post \u201crelevant details\u201d within two business days of the reported death and holds the agency\u2019s office of professional responsibility accountable of investigating each death, ultimately making reports that must become public within 90 days, experts say these reports have often been delayed under the Trump administration. During 2025, 32 individuals died within ICE custody, surpassing the previous high of 20 that was set in 2005.<\/p>\n<p>Dan Patrick Against Camp Mystic Reopening: Lt. Gov. Dan Patrick is <a href=\"https:\/\/x.com\/LtGovTX\/status\/2026051867164418489\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">urging the Texas Department of State Health Services<\/a> to not issue a 2026 license for Camp Mystic to operate this summer after the <a href=\"https:\/\/www.austinchronicle.com\/news\/neighbors-step-up-as-texas-reels-from-catastrophic-floods-13343762\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">July 4 floods<\/a> resulted in the deaths of 25 campers, two counselors, and the camp\u2019s executive director. <a href=\"https:\/\/www.texastribune.org\/2026\/02\/23\/camp-mystic-parents-lawsuit-evacuation-plans-no-spaces-short\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">According to the Tribune<\/a>, a DSHS spokesperson said that the camp has until March 31 to apply for a renewed license with no penalty. In the lieutenant governor\u2019s letter to the DSHS, he said that special legislative committees are set to meet in the spring to review more information on the incident. Families of the victims have filed a lawsuit against six DSHS officials, several individuals who oversaw the program, and the agency\u2019s inspector of the site, alleging that Camp Mystic did not have a proper evacuation plan for such emergencies.<\/p>\n<p>Paxton Continues to Push Against Abortion Care: Attorney General Ken Paxton <a href=\"https:\/\/www.texasattorneygeneral.gov\/sites\/default\/files\/images\/press\/Petition_16.pdf?utm_content=&amp;utm_medium=email&amp;utm_name=&amp;utm_source=govdelivery&amp;utm_term=\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">filed a lawsuit<\/a> on Tuesday, Feb. 24, against three medical providers, including Aid Access, an Austria-based nonprofit that provides abortion medication to those who lack access to the resources, like Texans. The lawsuit alleges that the providers shipped abortion medication into the state. <a href=\"https:\/\/www.kut.org\/health\/2026-02-25\/ag-ken-paxton-sues-more-out-of-state-providers-for-allegedly-shipping-abortion-pills-to-texas\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">According to KUT<\/a>, in August of last year, the A.G. sent cease-and-desist letters to three organizations, including a California-based physician, for providing the care to Texans. He said that these services can result in \u201cdevastating consequences for Texas families.\u201d<\/p>\n<p>Playbook to Address City Challenges: On Wednesday, Feb. 25, the city of Austin <a href=\"https:\/\/www.austintexas.gov\/news\/city-austin-releases-resilient-austin-playbook\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">released a strategic plan<\/a> to address climate risks, affordability, and infrastructure challenges, called the <a href=\"https:\/\/www.austintexas.gov\/sites\/default\/files\/files\/Sustainability\/Resilience\/Resilient-Austin-Playbook.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Resilient Austin Playbook<\/a>. With the city\u2019s rapid growth, the city is hopeful that the plan will build on prior efforts to combat Austin-area issues. The plan was crafted in partnership with <a href=\"https:\/\/www.rcc.city\/our-approach\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Resilient Cities Catalyst<\/a>, a New York-based organization that partners with metros to overcome city-specific obstacles. \u201cThe Resilient Austin Playbook focuses on taking a proactive and collaborative approach to protecting our community and strengthening opportunities for all,\u201d said Zach Baumer, director of Austin Climate Action and Resilience, who will lead the implementation of the plan.<\/p>\n<p>City\u2019s New Homeless Plan: During the Austin City Council work session on Tuesday, Feb. 24, Austin Homeless Strategies and Operations <a href=\"https:\/\/www.austintexas.gov\/news\/austin-unveils-new-strategic-plan-address-homelessness-0\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">revealed<\/a> its <a href=\"https:\/\/services.austintexas.gov\/edims\/document.cfm?id=467772\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">inaugural strategic plan<\/a> to alleviate homelessness issues in the city. With the vision being to grant stable housing and support to all Austinites, the city\u2019s Homeless Strategies and Operations Department plans to execute this through transparent system leadership, impactful community investments, crisis response system management, strong communication, and investing in residents. \u201c[The plan] is the product of deep collaboration with our dedicated staff and community partners who brought their lived experience, expertise, and heart to this work,\u201d said David Gray, director of the department.<\/p>\n<p>Burn Ban Extended: On Tuesday, Feb. 24, The Travis County Fire Marshal\u2019s Office announced that the county is <a href=\"https:\/\/www.traviscountytx.gov\/fire-marshal\/burn-ban\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">extending its burn ban<\/a> through March 24, unless the county judge or fire marshal lifts the ban earlier. The announcement states that the algae typically looks like \u201cdark blobs\u201d that float among the surface of bodies of water, which could increase in waterways as spring grows nearer. The city advises residents to avoid coming into contact with water containing algae, urging residents to report potential human or animal illnesses related to algae through the city\u2019s online <a href=\"https:\/\/austinpublichealth.formstack.com\/forms\/human_or_animal_illness_habs_report\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reporting form<\/a>.<\/p>\n<p>No More Bus Fareboxes: CapMetro has <a href=\"https:\/\/www.capmetro.org\/fare\/farebox\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">announced<\/a> that, in mid-2026, it will begin replacing fareboxes on all fixed-route buses. The transition is a part of a larger effort to modernize the company\u2019s fare system and enhance experiences for customers, according to CapMetro\u2019s press release. Due to the changes, the public transportation agency will no longer accept paper magnetic and day passes. Users can still pay for single rides with cash, but physical day passes will not be sold or printed on CapMetro buses. The shift is necessary, CapMetro said, because of farebox incompatibility with modern payment systems. Those still wanting to take advantage of daily and monthly fare capping \u2013 which ensures riders do not pay more than the cost of a daily or monthly pass \u2013 can do so through the Umo app or a reloadable fare card.\u00a0<\/p>\n<p>Free Pet Spay\/Neuter: In partnership with Greater Good Charities, Austin Animal Services is hosting <a href=\"https:\/\/www.austintexas.gov\/news\/austin-animal-services-hosts-free-spayneuter-clinic-strengthen-community-pet-health\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">free spay\/neuter clinics<\/a> for cats and dogs from today, Feb. 26, to Tuesday, March 2, at 11580 Stonehollow Dr., Ste. 160. Throughout the five days, AAS will also provide flea and tick prevention vaccinations and microchips to pets undergoing spay or neuter surgeries. The university <a href=\"https:\/\/news.txst.edu\/research-and-innovation\/2024\/txst-partners-with-xbow-systems-for-solid-rocket-motor-advancement.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">announced a partnership<\/a> with X-Bow Systems \u2013 a producer of advanced solid rocket motors and defense technologies \u2013 in 2024 with the goal being to advance technology in the field. However, community members have begun raising concerns about the facility\u2019s location, considering the ranch sits atop the Edwards Aquifer Recharge Zone, which helps provide adequate water to Central Texas. Advocates against the development say that the chemicals used in the work create long-term risks if they were to invade the water source. The San Marcos River Foundation has launched a <a href=\"https:\/\/www.change.org\/p\/move-solid-rocket-motor-testing-off-the-edwards-aquifer?recruited_by_id=d1e59350-119c-11f1-a7cf-83bac67169b5&amp;utm_source=share_petition&amp;utm_campaign=share_petition&amp;utm_term=petition_dashboard&amp;utm_medium=copylink&amp;share_id=hhSskW7bHc\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">petition<\/a> that aims to move the facility elsewhere. The university has defended the project and partnership, stating \u201cProtecting the Edwards Aquifer is critical to TXST and to our region. Though she did not give a specific reason for stepping down from the position, the first Hispanic president of the private Catholic institution said that the decision comes after \u201cdeep reflection, prayer, and heartfelt gratitude.\u201d St. Edward\u2019s Board President Linus Akanoh said that the university will hire a third-party firm to find an interim president who will serve for no more than two years while the board searches for a permanent replacement.<\/p>\n<p>What to Make of the State of the Union: At the <a href=\"https:\/\/www.bbc.com\/news\/articles\/cvg34exn93jo\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">State of the Union<\/a> address on Tuesday, Feb. 24, President Donald Trump took the opportunity to boast about issues \u2013 which he pinned on the Biden administration and other Democrats \u2013 that he claims he has resolved: international wars, health care, education, the economy, and more. Simultaneously, yet unsurprisingly, he seized the chance to mock Democrats, calling them \u201ccrazy\u201d and saying they \u201cshould be ashamed\u201d for not standing and supporting him as he spewed platitudes. Seats were left open in the Capitol\u2019s House Chamber as Democrats from around the country refused to attend and instead <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/feb\/24\/democrats-boycott-trump-state-of-the-union-peoples-sotu\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">held counter-events<\/a>. Within just minutes of the inception of the event, Texas Democratic U.S. Rep. Al Green was removed for the <a href=\"https:\/\/www.npr.org\/2025\/03\/04\/nx-s1-5318102\/trump-joint-session-al-green-protest\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">second consecutive time<\/a> at a presidential address for holding a sign that read \u201cBlack people aren\u2019t apes!,\u201d referring to a video that the <a href=\"https:\/\/www.bbc.com\/news\/articles\/ce8r8y78g10o\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">White House posted on X<\/a> that depicted Barack and Michelle Obama as cartoon apes.
