{"id":189763,"date":"2026-03-04T08:28:07","date_gmt":"2026-03-04T08:28:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/189763\/"},"modified":"2026-03-04T08:28:07","modified_gmt":"2026-03-04T08:28:07","slug":"republicans-turn-to-jorge-borrego-for-texas-house-118-primary","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/189763\/","title":{"rendered":"Republicans turn to Jorge Borrego for Texas House 118 primary"},"content":{"rendered":"<p>Republicans will lean on school voucher architect <a href=\"https:\/\/sanantonioreport.org\/profile\/jorge-borrego-2026-candidate-for-texas-house-district-118\/\" rel=\"nofollow noopener\" target=\"_blank\">Jorge Borrego<\/a> as their nominee for the most competitive district on Texas\u2019 state legislative map.<\/p>\n<p>Borrego took 52.51% to trial attorney <a href=\"https:\/\/sanantonioreport.org\/profile\/desi-martinez-2026-candidate-for-texas-house-district-118\/\" rel=\"nofollow noopener\" target=\"_blank\">Desi Martinez<\/a>\u2019 26.98% in the GOP primary for <a href=\"https:\/\/directory.texastribune.org\/districts\/tx-house\/118\/\" rel=\"nofollow noopener\" target=\"_blank\">Texas House District 118<\/a>. A third Republican candidate, coffee company owner, <a href=\"https:\/\/sanantonioreport.org\/profile\/joseph-shellhart-2026-candidate-for-texas-house-district-118\/\" rel=\"nofollow noopener\" target=\"_blank\">Joseph Shellhart<\/a>, took 20.51%.<\/p>\n<p>Borrego, 30, is a former legislative staffer who most recently worked on education policy for the Austin-based think tank Texas Public Policy Foundation (TPPF).\u00a0<\/p>\n<p>The group helped craft Gov. Greg Abbott\u2019s landmark <a href=\"https:\/\/sanantonioreport.org\/school-vouchers-texas-need-to-know-about-tefa-esa\/\" rel=\"nofollow noopener\" target=\"_blank\">Education Savings Account program<\/a> in the last legislative session, and Borrego\u2019s work there helped him build relationships that <a href=\"https:\/\/sanantonioreport.org\/fundraising-roundup-texas-house-district-118-jorge-borrego-desi-martinez\/\" rel=\"nofollow noopener\" target=\"_blank\">came in big for his GOP primary.<\/a><\/p>\n<p>Speaking at a Jan. 26 gathering of the Alamo Pachyderm Club, Borrego said he cut his teeth notching conservative victories like universal school choice, a parents\u2019 bill of rights, and property tax reform, while working at TPPF.<\/p>\n<p>\u201cBecause of the work I\u2019ve done, I\u2019m proudly endorsed not just by the governor of Texas, but by 18 other members of the State Legislature, the Texas Homeschool Coalition, [and] the Texas Charter School Association,\u201d he said. \u201cThey know that I\u2019m here to advocate for your interests, and that I\u2019m the conservative in this race.\u201d<\/p>\n<p>But his Democratic opponent, <a href=\"https:\/\/sanantonioreport.org\/profile\/kristian-carranza-2026-candidate-for-texas-house-district-118\/\" rel=\"nofollow noopener\" target=\"_blank\">Kristian Carranza<\/a>, was already attacking him for that record on election night.<\/p>\n<p>\u201cThis race is going to come down to who comes from and listens to this community,\u201d Carranza said. \u201cJorge Borrego is a private school lobbyist who has been elbow-deep in the push to defund public schools that are the lifeblood of our community.\u201d<\/p>\n<p>In a text message on election night, Borrego said he was \u201cgrateful to the Republican primary voters of Bexar County for their trust and support.\u201d\u00a0<\/p>\n<p>The rare swing district<\/p>\n<p>The <a href=\"https:\/\/directory.texastribune.org\/districts\/tx-house\/118\/\" rel=\"nofollow noopener\" target=\"_blank\">Southside state House district<\/a> was a blue stronghold before retired firefighter John Lujan flipped it for Republicans in 2022 \u2014 something <a href=\"https:\/\/sanantonioreport.org\/john-lujan-frank-ramirez-texas-house-district-118\/\" rel=\"nofollow noopener\" target=\"_blank\">many in the party believed no one else<\/a> could pull off.<\/p>\n<p>But when <a href=\"https:\/\/sanantonioreport.org\/state-rep-john-lujan-will-run-in-new-tx35-congressional-district\/\" rel=\"nofollow noopener\" target=\"_blank\">Lujan left to run for an overlapping congressional seat<\/a> this year, Texas GOP leaders grew bullish about their inroads in a tough district.<\/p>\n<p>Lujan recruited Martinez to run for his seat \u2014 a former Democrat who he thought would give the party its best chances of holding it. He introduced him to leaders in the Texas House, and even opened a shared campaign office for their tough November campaigns.<\/p>\n<p>But one of the biggest spenders on the legislative map, Texans for Lawsuit Reform (TLR), took a hard stance against trial lawyer candidates this year, and endorsed Borrego instead. The pro-business PAC has spent big fighting for tort reform in Texas, but failed to pass some of its priority bills last session <a href=\"https:\/\/sanantonioreport.org\/marc-lahood-waged-an-unexpected-fight-with-gop-power-brokers\/\" rel=\"nofollow noopener\" target=\"_blank\">because of dissension from Republicans<\/a>.\u00a0<\/p>\n<p>Martinez, a trial lawyer, said the outside spending from Texans for Lawsuit Reform and Abbott definitely hurt his campaign.<\/p>\n<p>Lujan, who shares an office space with Martinez said his colleague was treated unfairly.\u00a0<\/p>\n<p>\u201cI guess that\u2019s politics. But I\u2019m thankful that he fought the good fight. Desi could have come back very negative \u2014 could have come back ugly, and he didn\u2019t want to do that,\u201d Lujan said on election night.\u00a0<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/03\/BexarCountyRepublicanWomensLuncheon_CandidatesHouseDistrict118_16_02.13.2026_AmberEsparza.jpg\" alt=\"\" class=\"wp-image-5431067\"  \/>Texas House District 118 candidate Desi Martinez speaks to guests during a luncheon hosted by Bexar County Republican Women on Feb. 13, 2026. Credit: Amber Esparza \/ San Antonio Report<\/p>\n<p>Texans for Lawsuit Reform and national school choice group AFC Victory Fund <a href=\"https:\/\/sanantonioreport.org\/fundraising-roundup-texas-house-district-118-jorge-borrego-desi-martinez\/\" rel=\"nofollow noopener\" target=\"_blank\">hammered<\/a> Martinez with ads accusing him of being a Democrat in disguise.\u00a0<\/p>\n<p>Meanwhile Borrego was getting help from the governor, who campaigned on his behalf at Texas Pride BBQ in Adkins last week.<\/p>\n<p>\u201cWe don\u2019t even know what [Borrego\u2019s] positions are,\u201d Martinez told the San Antonio Report. \u201cThis is a billionaire special interest group trying to take over Texas District 118 using a candidate we know nothing about, and also moved here four months ago.\u201d<\/p>\n<p>Records show that Borrego owns a home in College Station, which was listed as his address as recently as last October. But the candidate says he hasn\u2019t lived there for many years, and commuted from San Antonio to Austin while working at the Texas Public Policy Foundation.<\/p>\n<p>\u201cThis campaign has seen its share of attacks and lies from my opponents,\u201d Borrego said in a text message. \u201cBut voters looked past the noise and focused on what really matters: our Texas values, strong families, safe communities, and a better future for our children.\u201d<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/03\/DemocraticTownHall_District116_WoodlawnPointeCommunityCenter_08_02.12.2026_AmberEsparza.jpg\" alt=\"\" class=\"wp-image-5431155\"  \/>Bexar County Sheriff Javier Salazar, D19 Senator Roland Gutierrez, D120 State Rep. Credit: Amber Esparza \/ San Antonio Report<\/p>\n<p>Now the first-time candidate will go up against Carranza, a seasoned political hand who ran against Lujan in 2024 and <a href=\"https:\/\/sanantonioreport.org\/texas-house-district-118-john-lujan-kristian-carranza-2026\/\" rel=\"nofollow noopener\" target=\"_blank\">raised more money<\/a> than any first-time state House candidate in Texas history.\u00a0<\/p>\n<p>In gerrymandered Texas, HD118 is one of just a handful that remain competitive enough to swing between the two parties\u2019 control. <\/p>\n<p>Given the <a href=\"https:\/\/sanantonioreport.org\/voter-turnout-2026-texas-primary-election-campaign-strategy\/\" rel=\"nofollow noopener\" target=\"_blank\">energy Democrats have already seen<\/a> from their voters in this midterm election, party leaders consider it one of the most winnable seats on their map.<\/p>\n<p>\u201cWhen we talk about, \u2018What are we going to do with all this energy?\u2019 We\u2019re going to vote for Kristian Carranza,\u201d state Rep.
