Its <a href=\"https:\/\/www.dallasnews.com\/business\/2025\/10\/10\/cracks-emerge-in-texas-economy-as-job-growth-slows\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/business\/2025\/10\/10\/cracks-emerge-in-texas-economy-as-job-growth-slows\/\">economy has expanded<\/a> more quickly, and its employers have added jobs at a pace that other states struggle to match.<\/p>\n<p class=\"body-text-paragraph\">Pia Orrenius, a vice president and senior economist at the Federal Reserve Bank of Dallas, said that performance is no accident. She laid out four main reasons Texas has consistently outpaced the nation: Geography, industry mix, population gains and policy choices have produced Texas\u2019 long running growth.<\/p>\n<p class=\"body-text-paragraph\">Texas\u2019 $2.7 trillion economy ranks as the eighth-largest in the world, surpassing countries such as Russia, Canada and Italy, according to the <a href=\"https:\/\/businessintexas.com\/blog\/texas-vs-california-economy-which-state-is-best-for-business\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/businessintexas.com\/blog\/texas-vs-california-economy-which-state-is-best-for-business\/\">Texas Economic Development Corporation<\/a>. That scale matters for leaders who want the state to keep growing, as <a href=\"https:\/\/www.dallasnews.com\/future-of-north-texas\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/future-of-north-texas\/\">millions of people<\/a> are projected to move to North Texas by 2050 for new jobs. Yet parts of the region still struggle with persistent <a href=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/09\/18\/how-is-ascend-dallas-addressing-cycles-of-poverty-in-southern-dallas\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/09\/18\/how-is-ascend-dallas-addressing-cycles-of-poverty-in-southern-dallas\/\">poverty<\/a>, which can <a href=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/09\/26\/what-to-know-about-dallas-workforce-crisis\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/09\/26\/what-to-know-about-dallas-workforce-crisis\/\">limit local residents<\/a>\u2019 ability to gain skills and move into better paying work, advocates say.<\/p>\n<p class=\"body-text-paragraph\">Orrenius compared Texas employment growth with job growth in the rest of the nation, with Texas stripped out. The gap, she said, has been clear since at least the 1970s. The gap there has been even more striking in recent decades. Texas\u2019 location in the middle of the country, its large landmass and its mix of urban and rural areas provide built-in advantages. It has sea and land ports, including <a href=\"https:\/\/porthouston.com\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/porthouston.com\/\">Port Houston<\/a> and <a href=\"https:\/\/portlaredo.com\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/portlaredo.com\/\">Port Laredo<\/a>, which rank among the biggest nationwide. Its border with Mexico has become a major source of growth, especially since the North American Free Trade Agreement took effect in the mid-1990s. (The <a href=\"https:\/\/www.dallasnews.com\/business\/economy\/2020\/07\/01\/five-ways-texas-benefits-from-the-new-usmca-trade-deal-taking-effect-today\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/business\/economy\/2020\/07\/01\/five-ways-texas-benefits-from-the-new-usmca-trade-deal-taking-effect-today\/\">United States-Mexico-Canada Agreement<\/a> replaced NAFTA in 2020.)<\/p>\n<p class=\"body-text-paragraph\">She also highlighted the role of big metropolitan areas and what economists call cluster economies. Large cities, she said, are bastions of job creation, high wages and skilled job creation.<\/p>\n<p class=\"body-text-paragraph\">\u201cIn cities where their industries cluster, and they share resources and they share a workforce, that enables them to grow faster and to pay higher wages and increase the standards of living in cities faster than rural areas,\u201d she said.<\/p>\n<p class=\"body-text-paragraph\">Texas has several major metro regions that have benefited from that clustering effect, including Dallas-Fort Worth, Houston, San Antonio and Austin. Texas started the 1970s dominated by what Orrenius called \u201cthe traditional cotton, cattle and oil economy.\u201d Since then, it has added new sectors while updating old ones. <\/p>\n<p class=\"body-text-paragraph\">The implementation of NAFTA in 1994 accelerated manufacturing and cross-border trade. Over time, the state also built a huge transportation and logistics sector, driven by its highways, railroads and airports for both cargo and passengers. Construction has grown with the state\u2019s population and business investment.<\/p>\n<p class=\"body-text-paragraph\">Energy has remained important, but differs greatly from the old stereotype. Texas still dominates nationwide in <a href=\"https:\/\/www.eia.gov\/states\/TX\/analysis\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.eia.gov\/states\/TX\/analysis\">oil and natural gas production<\/a>, but Orrenius said Texas is also No. 1 for <a href=\"https:\/\/www.dallasnews.com\/topic\/renewable-energy\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/topic\/renewable-energy\/\">wind-powered electricity generation and solar energy<\/a>.<\/p>\n<p class=\"body-text-paragraph\">That mix has allowed Texas to build its power grid and export energy products while adapting to changing technologies and markets, she said.<\/p>\n<p>Population<\/p>\n<p class=\"body-text-paragraph\">The third factor is <a href=\"https:\/\/www.dallasnews.com\/future-of-north-texas\/population\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/future-of-north-texas\/population\/\">population<\/a>. Orrenius said Texas\u2019 rapid job growth would not have been possible without a steady flow of new workers. Texas has drawn people from other countries, and it often ranks first or second among states for people moving between states.<\/p>\n<p class=\"body-text-paragraph\">Looking back to 2001, Orrenius said 2022 through 2024 had \u201crecord high rates of migration, mostly immigration to Texas\u201d and across the country overall. She highlighted Texas\u2019 \u201copen and flexible markets.\u201d The state leans on \u201crelatively low taxes and less regulation\u201d to attract companies and capital, and she said it comes in below the national average and high tax states such as California and New York on per capita state and local tax burden.<\/p>\n<p class=\"body-text-paragraph\">She coupled that with <a href=\"https:\/\/www.dallasnews.com\/business\/2025\/11\/20\/how-much-do-you-need-to-be-comfortable-in-dallas-more-than-100k-a-year-one-study-says\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/business\/2025\/11\/20\/how-much-do-you-need-to-be-comfortable-in-dallas-more-than-100k-a-year-one-study-says\/\">cost of living<\/a>, which has stayed comparatively low even after housing prices rose. Texas\u2019 cost of living is below the national average, though Orrenius joked residents might disagree when they open their <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/08\/09\/will-dallas-see-property-tax-relief-next-year-its-complicated\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/08\/09\/will-dallas-see-property-tax-relief-next-year-its-complicated\/\">property tax bills<\/a>. She also highlighted investment in <a href=\"https:\/\/www.dallasnews.com\/future-of-north-texas\/workforce-economic-mobility\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/future-of-north-texas\/workforce-economic-mobility\/\">education and workforce training<\/a> as another pillar of the state\u2019s model. <\/p>\n<p class=\"body-text-paragraph\">All of these elements have helped create a favorable business climate that draws companies and entrepreneurs.
