Noe Diaz are expected to address recent immigration-related concerns during a press conference scheduled for 2 p.m. Wednesday.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Reporter Re\u2019Chelle Turner reached out to the mayor\u2019s office for more information about the press conference, but officials have not yet clarified exactly what prompted the announcement.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, several Houston City Council members have recently raised concerns about reports that Houston police officers have contacted U.S. Immigration and Customs Enforcement (ICE) during routine traffic stops or encounters.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In recent days, multiple council members have shared statements publicly on social media expressing concern about the reports.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.instagram.com\/edwardpollard.esq\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.instagram.com\/edwardpollard.esq\/\">District J Council Member Edward Pollard posted on Instagram<\/a> and said the reports raise concerns about public trust between residents and law enforcement.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cRecent reports that Houston Police officers have been contacting ICE during routine traffic stops where no criminal warrant exists should concern everyone who cares about trust between law enforcement and the communities they serve,\u201d Pollard wrote in a public statement.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Pollard also called for more transparency from city leadership and asked that the Houston Police Chief address the issue publicly before City Council.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWhen policies may have been violated and people\u2019s lives could be impacted, Houstonians deserve more than a statement of disappointment. HPD must remain focused on local public safety.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">He also emphasized that residents should feel comfortable reporting crimes regardless of immigration status.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cEvery Houstonian should feel safe reporting crime, seeking help, and engaging with local government \u2014 regardless of immigration status.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.instagram.com\/salinasforhtx\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.instagram.com\/salinasforhtx\/\">At-Large Council Member Alejandra Salinas<\/a> echoed similar concerns, saying families should not fear immigration consequences during routine interactions with police.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThese reports demand action to ensure Houston is not requiring cooperation with ICE beyond state law,\u201d Salinas said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cFamilies should not live in fear that a broken taillight or call for help could lead to a loved one being taken away by ICE. Our officers should be focused on serious crime \u2014 not serving as an accessory to federal immigration enforcement.\u201d<\/p>\n<p>What is HPD\u2019s current policy?<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Under the Houston Police Department\u2019s current general order, officers must contact ICE when a warrant appears during a background check.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">When officers run a person\u2019s name through the National Crime Information Center (NCIC) or the Texas Crime Information Center (TCIC) databases, they are required to contact the agency associated with any warrant that appears.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">That includes immigration authorities.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The policy states officers \u201cshall contact U.S. Immigration and Customs Enforcement (ICE)\u201d if a database search returns a possible immigration warrant or hold.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In practice, that means officers notify ICE in the same way they would notify any other agency if a warrant appears.<\/p>\n<p>What this means for Houstonians<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">City leaders say the issue is not about routine immigration enforcement by Houston police, but rather how officers respond when a federal warrant appears in a database search.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Supporters of the current policy say officers must notify the agency that issued a warrant \u2014 whether it\u2019s a county, state, or federal agency.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Critics worry the policy could create fear in immigrant communities, especially if residents believe routine traffic stops or calls for help could lead to immigration enforcement.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Those concerns have become part of a broader debate about how local law enforcement should interact with federal immigration authorities.<\/p>\n<p>Proposed policy change<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.click2houston.com\/news\/local\/2025\/11\/21\/houston-council-member-proposes-change-to-hpd-policy-on-ice-warrants-police-union-calls-it-impossible\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.click2houston.com\/news\/local\/2025\/11\/21\/houston-council-member-proposes-change-to-hpd-policy-on-ice-warrants-police-union-calls-it-impossible\/\">Houston City Council Member Letitia Plummer is pushing to revise HPD\u2019s policy to give officers more discretion.<\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Her proposal would change the language from \u201cshall contact ICE\u201d to \u201cmay contact ICE.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Plummer says the change would allow officers to decide whether contacting immigration authorities is necessary in cases involving minor violations.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe officer would have the discretion to say we don\u2019t need to report this to ICE because it\u2019s a low violation,\u201d Plummer said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">She says the goal is to protect community trust while remaining compliant with state law.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe\u2019re not preventing HPD from doing their job. We want to keep Houston safe in every way possible.\u201d<\/p>\n<p>Police union strongly opposes the change<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The Houston Police Officers\u2019 Union argues the proposed change would be illegal and unnecessary.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Union President Doug Griffith says officers are required to notify any agency that has issued a warrant.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIf you have an open warrant, you have to contact the agency\u2026 no matter if it\u2019s Harris County, Fort Bend County, Austin County or ICE,\u201d Griffith said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">He also says the number of immigration-related detentions tied to HPD encounters is extremely small.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">According to Griffith, only eight people this year were taken into custody by ICE after HPD contacted the agency about a warrant.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Most cases, he says, result in the agency declining custody and officers documenting the encounter.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cEverybody else has been document and release. That\u2019s what we\u2019ve done.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Meanwhile, city leaders are expected to address the issue during the mayor\u2019s 2 p.m. press conference.<\/p>\n<p>Houstonians\u2019 views on immigration are shifting<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A recent <a href=\"https:\/\/rice.app.box.com\/s\/lvy3o3vq9lm47g227t9pvrkti7t6aqu1\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/rice.app.box.com\/s\/lvy3o3vq9lm47g227t9pvrkti7t6aqu1\">study by the Kinder Institute for Urban Research<\/a> shows 1 in 7 people in the Houston area know someone who was detained and possibly deported. In some local neighborhoods, the number is 1 in 4. That number also holds for Hispanics in Houston when you break out the data by race. The study was done last October and November, with responses from more than 9,000 residents.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Other key takeaways:<\/p>\n<p>More than 1 in 5 Houston residents born outside the U.S. knew someone detained and potentially deported in 2025, compared to 1 in 8 U.S.-born residents.<\/p>\n<p>About 1 in 4 Houstonians earning less than $35,000 per year know someone who was detained and potentially deported in 2025, compared to 1 in 10 residents earning $100,000 or more.<\/p>\n<p>In 10 of 53 neighborhood areas, more than 1in 5 residents know someone detained and potentially deported in the past 6 months.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Researchers also compared local attitudes in that survey to another early in the year &#8212; January and February of 2025.
