Attorney General Ken Paxton\u00a0has secured a temporary restraining order (\u201cTRO\u201d)\u00a0that stops\u00a0Double R Municipal Utility District No. 2A of Hunt and Collin Counties (\u201cDouble R MUD\u201d) from\u00a0taking any\u00a0substantive\u00a0action at\u00a0its scheduled\u00a0meeting tomorrow, Friday, March 20.\u00a0Among other actions\u00a0stopped, the\u00a0TRO\u00a0prevents\u00a0Double R MUD\u2019s board of directors from directing the activities\u00a0and\u00a0operations of the MUD, including\u00a0accepting\u00a0or appointing\u00a0new directors. The MUD and its\u00a0purported directors\u00a0are also restrained from taking up or otherwise considering or acting upon any agenda item\u00a0that was put forth\u00a0for tomorrow\u2019s\u00a0scheduled\u00a0meeting\u2014unless it falls under extremely limited circumstances related to ongoing litigation.\u00a0\u00a0<\/p>\n

The TRO\u00a0follows\u00a0a\u00a0lawsuit<\/a>\u00a0by Attorney General Paxton against Double R MUD\u00a0and its\u00a0purported officers\u00a0for\u00a0taking\u00a0over an existing MUD and simultaneously expanding that MUD\u00a0to support the East Plano Islamic Center (\u201cEPIC\u201d) development known as\u00a0\u201cEPIC City.\u201d\u00a0\u00a0<\/p>\n

MUDs\u00a0have the power to impose taxes on Texas citizens and\u00a0are subject to legal requirements,\u00a0but\u00a0Double R MUD engaged in highly unusual activity in September 2025.\u00a0In\u00a0an apparent\u00a0effort to allow EPIC City developers to avoid state oversight,\u00a0it appears the developers\u00a0engineered the takeover\u00a0of\u00a0an\u00a0inactive,\u00a0existing MUD\u2014rather than engaging in the process\u00a0to create\u00a0an entirely new one.\u00a0\u00a0<\/p>\n

The meeting scheduled for tomorrow\u00a0could\u00a0further the scheme\u00a0that was\u00a0orchestrated at the\u00a0September 2025 meeting, which is why Attorney General Paxton\u00a0sought\u00a0and successfully obtained a TRO.\u00a0The TRO temporarily freezes Double R MUD\u00a0from any\u00a0concrete\u00a0action\u00a0until a scheduled Temporary Injunction hearing\u00a0later this month.\u00a0<\/p>\n

\u201cThis TRO is a win for the rule of law.
