At its beginning, Zion Rest served the community of\u00a0Kincheonville, a freedmen settlement founded\u00a0in the years after the Civil War\u00a0by the formerly enslaved Thomas and Mary Kincheon. Kincheonville was a farming community of about 300 acres and home to Black, Hispanic, and Anglo residents.\u00a0In addition to the church, Zion Rest was home to a school serving the Kincheonville community, and it has served generations of Austinites. The church&#8217;s two buildings have been on the site for more than 45 and 60 years.<\/p>\n<p>The City is considering renaming the portion of Paisano Trail that begins east of Brodie Lane through the bend in the road before it turns east once again. The red lines indicated the portion being proposed to be renamed.] The goal is to honor and recognize the history of the church, its staff, and its parishioners, as well as acknowledging Zion Rest&#8217;s importance to the African American community of South Austin.<\/p>\n<p>Street name changes must follow a formal process, as defined by\u00a0<a target=\"_blank\" href=\"https:\/\/library.municode.com\/tx\/austin\/codes\/code_of_ordinances?nodeId=TIT14USSTPUPR_CH14-5STNACH\" rel=\"nofollow noopener\">Chapter 14\u20115 of the City Code<\/a>. A request can move forward when more than half of the abutting property owners support it. City staff then would review the proposal to ensure it meets safety, navigational, and operational standards.\u00a0If all affected property owners agree, the City Council may approve the change without a hearing.\u00a0If any owner objects, a public hearing is required before the City Council makes a final decision.<\/p>\n<p>We are gathering community feedback to help inform this process for the potential renaming of Plantation Road.
