That\u2019s three cents more than this time last week, and 85 cents more than last year.<\/p>\n<p class=\"text | article-text\">Lubbock drivers are paying $3.28 a gallon on average, down three cents from a week ago, but still 65 cents over this time last year. That is the second lowest average in the stay, only beaten in Amarillo by one cent, $3.27. Midland sits at the highest in the state at $3.89 a gallon. The national average is at $3.98, ten cents more than this time last week, and 83 cents more than last year.
