{"id":223600,"date":"2026-03-27T20:42:13","date_gmt":"2026-03-27T20:42:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/223600\/"},"modified":"2026-03-27T20:42:13","modified_gmt":"2026-03-27T20:42:13","slug":"austin-moves-to-limit-new-parking-built-near-transit-lines","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/223600\/","title":{"rendered":"Austin moves to limit new parking built near transit lines"},"content":{"rendered":"<p>\t\t\t\t\t\t\tCity Council is seeking to limit the amount of new parking that&#8217;s build around future <a href=\"https:\/\/www.atptx.org\/light-rail\/\" rel=\"nofollow noopener\" target=\"_blank\">light rail<\/a> lines.<\/p>\n<p>What&#8217;s happening<\/p>\n<p>Code amendments to cap the amount of parking built along transit corridors are now in the works after a March 26 council vote.<\/p>\n<p>A <a href=\"https:\/\/services.austintexas.gov\/edims\/document.cfm?id=469442\" rel=\"nofollow noopener\" target=\"_blank\">resolution<\/a> from council member Krista Laine calls to explore limiting off-street parking in new development near Austin\u2019s <a href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/government\/2024\/02\/06\/new-regulations-around-austin-transit-routes-fast-tracked-in-support-of-project-connect-plans\/\" rel=\"nofollow noopener\" target=\"_blank\">equitable transit-oriented development<\/a>, or ETOD, districts. Those zones are being <a href=\"https:\/\/www.speakupaustin.org\/etodoverlayphase2\" rel=\"nofollow noopener\" target=\"_blank\">implemented<\/a> near planned <a href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/transportation\/2026\/02\/19\/60m-design-build-contract-approved-for-first-phase-of-austin-light-rail-construction\/\" rel=\"nofollow noopener\" target=\"_blank\">Austin Light Rail<\/a> lines through Central, East and South Austin.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"Austin's equitable transit-oriented development, or ETOD, planning is aimed at supporting denser, walkable communities near future light rail lines. (Courtesy city of Austin)The proposed ETOD parking caps would follow the city\u2019s recent <a href=\"https:\/\/communityimpact.com\/austin\/north-central-austin\/development\/2023\/11\/02\/austin-eliminates-parking-requirements-for-new-developments\/\" rel=\"nofollow noopener\" target=\"_blank\">elimination<\/a> of minimum parking space requirements for new construction, a policy some officials have framed as a barrier to development and affordability.<\/p>\n<p>Laine said a \u201csoft cap\u201d on parking is meant to encourage more intentional planning near transit, and support a more walkable and affordable city.<\/p>\n<p>\u201cMy colleagues and I are not pretending we live in an Austin where most people don&#8217;t need a car. We know that&#8217;s not where we are. But we also know that there is a real tendency to overbuild parking, driven by financing mechanisms that are completely outside the City&#8217;s control. That over-parking has a cost of fewer and more expensive homes, as those costs get passed on to every single resident, whether they own a car or not,\u201d she said in a statement. \u201cThis resolution meets Austin where it is while pointing toward where we want to go.\u201d<\/p>\n<p>Caps on new parking near transit were previously proposed in a city-sponsored <a href=\"https:\/\/ulidigitalmarketing.blob.core.windows.net\/ulidcnc\/sites\/6\/2023\/07\/Downtown-Austin-Parking-TAP-FINAL.pdf\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a> from the <a href=\"https:\/\/austin.uli.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Urban Land Institute<\/a>, which advised establishing parking maximums in places like downtown and eventually expanding such regulations to other parts of town.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"Parking maximums near transit lines were suggested in a 2024 ULI report. (Courtesy Urban Land Institute)While Laine&#8217;s resolution advanced with majority support from city officials, council member Marc Duchen said he believes the policy may prove to be more of a burden for some residents and is unrealistic for Austin to implement.<\/p>\n<p>\u201cWe are not Chicago, we\u2019re not Portland, we\u2019re not the Netherlands, we\u2019re not Boston. We don\u2019t live in a temperate area. We live in a place that we profoundly enjoy\u2014and I mean profoundly, 105 degree summer weather, that\u2019s going to last six months of every year, and it\u2019s only getting worse,&#8221; he said. &#8220;The idea that many of my constituents are going to embrace biking and scootering alternatives because we decide to make it more challenging to park and drive just seems unrealistic to me.\u201d<\/p>\n<p>One more thing<\/p>\n<p>Separately, council also approved a plan to begin splitting parking fees from residential rents in Austin. Another <a href=\"https:\/\/services.austintexas.gov\/edims\/document.cfm?id=469455\" rel=\"nofollow noopener\" target=\"_blank\">resolution<\/a> from council member Zo Qadri noted the costs of building parking spaces are eventually passed on to tenants, and that lower-income residents or those who don&#8217;t drive essentially subsidize the service for their neighbors.<\/p>\n<p>His measure was billed as promoting consumer choice by allowing tenants to pay only for the parking they need, building on recent attempts to cut down on unexpected expenses for renters in Austin. Council voted in 2024 to <a href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/government\/2024\/10\/23\/austin-could-ban-hidden-rental-fees-in-affordability-transparency-push\/\" rel=\"nofollow noopener\" target=\"_blank\">eliminate<\/a> hidden or &#8220;junk&#8221; fees from the rental process, and <a href=\"https:\/\/www.speakupaustin.org\/RentalFees\" rel=\"nofollow noopener\" target=\"_blank\">final rules<\/a> for that concept will be set later this spring.<\/p>\n<p>\u201cMost of my time in Austin, I\u2019ve been a renter and there have been many instances where I\u2019ve lived in apartments where the parking wasn\u2019t decoupled,&#8221; Qadri said March 26. &#8220;I know one of the speakers talked about an average cost being about $214 a month; it carries a lot of weight. It carries a lot of weight with young folks, with renters, with folks just getting by.\u201d<\/p>\n<p>Council advanced both resolutions after Qadri and other officials formally recognized this March as Parking Reform Month.<\/p>\n<p dir=\"ltr\" lang=\"en\">Honored to recognize Parking Reform Month in Austin.<\/p>\n<p>From eliminating parking mandates to building a more affordable, people-centered city, this progress reflects years of coalition building and community advocacy.
