Maureen Galindo went from a housing activist to a TX35 runoff"},"content":{"rendered":"<p>When a new owner started making improvements to <a href=\"https:\/\/sanantonioreport.org\/profile\/maureen-galindo-2026-candidate-for-texas-35th-congressional-district\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Maureen Galindo<\/a>\u2018s downtown apartment complex in 2017, she saw an opportunity to put her community psychology training to work.\u00a0<\/p>\n<p>Then a 31-year-old single mom, she\u2019d just finished the courses for a master\u2019s program in Portland focused on improving the health of underserved communities, and moved her three small children to San Antonio where they could live more affordably.<\/p>\n<p>Months after moving into their $830 per month apartment, however, a massive <a href=\"https:\/\/sanantonioreport.org\/tag\/san-pedro-creek\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">public redevelopment project<\/a> on San Pedro Creek had already started to spur change in the neighborhood, putting Galindo at the forefront of <a href=\"https:\/\/saheron.com\/is-san-antonio-doing-enough-to-address-displacement\/\" type=\"link\" id=\"https:\/\/saheron.com\/is-san-antonio-doing-enough-to-address-displacement\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">an affordable housing fight<\/a> that would later become the topic of her master\u2019s thesis \u2014 and shape her trajectory for the next decade to come.<\/p>\n<p>Last month Galindo shocked political watchers by <a href=\"https:\/\/sanantonioreport.org\/texas-35-congressional-district-primary-election-results\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/texas-35-congressional-district-primary-election-results\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">finishing first in Democrats\u2019 primary<\/a> for a brand-new congressional district in Southwest San Antonio \u2014 outperforming the national party\u2019s favored candidate <a href=\"https:\/\/sanantonioreport.org\/profile\/johnny-garcia-2026-candidate-for-texas-35th-congressional-district\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/profile\/johnny-garcia-2026-candidate-for-texas-35th-congressional-district\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Johnny Garcia<\/a>, who she\u2019ll now face in a <a href=\"https:\/\/sanantonioreport.org\/the-san-antonio-reports-2026-democratic-primary-runoff-voter-guide\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/the-san-antonio-reports-2026-democratic-primary-runoff-voter-guide\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">May 26 primary runoff<\/a>.<\/p>\n<p>\u201cThe reason I got the most votes with the least amount of money in this race is from eight years of grassroots organizing, working with people, empowering people,\u201d Galindo said of the March 3 election results. \u201c[They know that] I\u2019m going to fight for the people and get the millionaires and billionaires who have taken over our political system out of there.\u201d<\/p>\n<p>The 35th Congressional District is ground zero in the Trump administration\u2019s efforts to <a href=\"https:\/\/www.texastribune.org\/2025\/08\/18\/texas-redistricting-maps-charts-analysis\/\" type=\"link\" id=\"https:\/\/www.texastribune.org\/2025\/08\/18\/texas-redistricting-maps-charts-analysis\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">squeeze more Republican seats out of Texas<\/a>, and both parties now consider it a top target in the battle for control of the U.S. House.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"775\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/03\/1774966574_896_tx-35th-congressional-district.png\" alt=\"\" class=\"wp-image-5426916\"  \/><\/p>\n<p>But Democratic Party leaders have long believed their chances at holding the redrawn district \u2014 which now stretches east to include three counties President Donald Trump won \u2014 hinged on finding the right candidate to win back moderates and Hispanic voters that appear to be <a href=\"https:\/\/www.texastribune.org\/2026\/02\/06\/texas-senate-district-9-taylor-rehmet-latino-voters-swing-democrats\/\" type=\"link\" id=\"https:\/\/www.texastribune.org\/2026\/02\/06\/texas-senate-district-9-taylor-rehmet-latino-voters-swing-democrats\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">trending away from the GOP<\/a>.<\/p>\n<p>After failing to land a higher-profile recruit, party leaders have hung their hopes on Garcia, a longtime sheriff\u2019s deputy whose connections to the centrist Blue Dog Coalition and <a href=\"https:\/\/www.politico.com\/news\/2026\/02\/19\/pro-israel-dmfi-endorsements-democrats-house-primaries-00787254?fbclid=IwZXh0bgNhZW0CMTEAc3J0YwZhcHBfaWQKNjYyODU2ODM3OQABHhC9TH9K2CiVD3xrKe31QjM1rsFbdltPPy_88gphK9OdK2vPPlW1SnoGpBZ__aem_akJb7eJf8X5qgrEFdQSebw\" type=\"link\" id=\"https:\/\/www.politico.com\/news\/2026\/02\/19\/pro-israel-dmfi-endorsements-democrats-house-primaries-00787254?fbclid=IwZXh0bgNhZW0CMTEAc3J0YwZhcHBfaWQKNjYyODU2ODM3OQABHhC9TH9K2CiVD3xrKe31QjM1rsFbdltPPy_88gphK9OdK2vPPlW1SnoGpBZ__aem_akJb7eJf8X5qgrEFdQSebw\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a pro-Israel PAC<\/a> have made him the best-funded candidate in the race, but also given some local progressives pause.<\/p>\n<p>\u201cTrump [carried] this seat by 10.5% and so to win it, there needs to be a candidate who has appeal to a broad, big coalition of voters beyond just the Democratic base,\u201d said Phil Gardner, a senior adviser at Blue Dog Action PAC, which <a href=\"https:\/\/sanantonioreport.org\/pac-money-tv-ads-san-antonio-area-congressional-primaries\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/pac-money-tv-ads-san-antonio-area-congressional-primaries\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">spent $300,000 on TV ads<\/a> for Garcia in the first round. \u201cJohnny \u2014 his life story and his career in law enforcement \u2014 is the right match.\u201d<\/p>\n<p><a href=\"https:\/\/sanantonioreport.org\/old-school-democrat-bexar-county-sheriffs-deputy-johnny-garcia-wages-congressional-bid\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/old-school-democrat-bexar-county-sheriffs-deputy-johnny-garcia-wages-congressional-bid\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Read more: runoff, and have already signaled plans to spend more money to help him get there.<\/p>\n<p>As it stands, however, there are different opinions about what caused <a href=\"https:\/\/sanantonioreport.org\/texas-35-congressional-district-primary-election-results\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/texas-35-congressional-district-primary-election-results\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Galindo\u2019s surge in the first place<\/a>.<\/p>\n<p>New maps <a href=\"https:\/\/sanantonioreport.org\/43-percent-bexar-county-residents-new-congressional-district\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/43-percent-bexar-county-residents-new-congressional-district\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">moved 43% of Bexar County residents<\/a> to a new congressional district this year, and <a href=\"https:\/\/sanantonioreport.org\/bexar-county-2026-primary-election-takeaways\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/bexar-county-2026-primary-election-takeaways\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">non-traditional primary voters<\/a> showed up in droves for the U.S. Senate race, creating <a href=\"https:\/\/sanantonioreport.org\/six-san-antonio-area-judges-fall-in-democratic-primary-upsets\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/six-san-antonio-area-judges-fall-in-democratic-primary-upsets\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a number<\/a> <a href=\"https:\/\/sanantonioreport.org\/texas-house-district-125-primary-election-results\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/texas-house-district-125-primary-election-results\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">of unexpected<\/a> <a href=\"https:\/\/www.statesman.com\/news\/politics\/elections\/state\/article\/texas-democrat-won-race-thought-dropped-of-now-21957793.php\" type=\"link\" id=\"https:\/\/www.statesman.com\/news\/politics\/elections\/state\/article\/texas-democrat-won-race-thought-dropped-of-now-21957793.php\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">outcomes<\/a> down-ballot.<\/p>\n<p>\u201cNone of the candidates got over 30% [of the vote in Democrats\u2019 TX35 primary], so I think it\u2019s just a case where most voters didn\u2019t really know any of these folks,\u201d Gardner told the Report.<\/p>\n<p>But some local strategists credit an unabashedly progressive profile that met Democratic primary voters where they\u2019re at \u2014 despite bringing in <a href=\"https:\/\/sanantonioreport.org\/district-1-results-san-antonio-city-council-sukh-kaur\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/district-1-results-san-antonio-city-council-sukh-kaur\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">less than 3% of the vote<\/a> in a <a href=\"https:\/\/sanantonioreport.org\/vicious-city-council-district-1-d1-race-sukh-kaur-2025\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/vicious-city-council-district-1-d1-race-sukh-kaur-2025\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">San Antonio City Council race<\/a> just 10 months ago.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"780\" height=\"520\" Credit: Bonnie Arbittier \/ San Antonio Report<\/p>\n<p>Galindo grew up in Philadelphia, lived in Texas for several years while pursing an undergraduate degree and following a military husband, and later retuned to San Antonio where she started practicing family therapy. <\/p>\n<p>Now 38, her progressive bonafides include working with city leaders <a href=\"https:\/\/sanantonioreport.org\/city-council-approves-1-million-fund-to-help-displaced-vulnerable-residents\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/city-council-approves-1-million-fund-to-help-displaced-vulnerable-residents\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">to craft a rental assistance<\/a> program that  big federal dollars during the Covid-19 pandemic, while her shoestring congressional campaign <a href=\"https:\/\/www.instagram.com\/reel\/DNZCbi_ycMM\/?igsh=MTNxdHl0aDl0b3B3Zw%3D%3D\" type=\"link\" id=\"https:\/\/www.instagram.com\/reel\/DNZCbi_ycMM\/?igsh=MTNxdHl0aDl0b3B3Zw%3D%3D\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">has drawn attention on social media<\/a> criticizing development incentives through two high-profile sports venue projects.<\/p>\n<p>\u201cI remember when we were in school, and the teacher was like,\u2019 Does anybody think they\u2019re going to do something that\u2019s actually participatory?&#8217;\u201d Galindo reflected <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/03\/Risk-Mitigation-Report.pdf\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/03\/Risk-Mitigation-Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">on the city program<\/a>. \u201cEverybody was like, \u2018Yeah, right. It\u2019s so hard to do.\u2019 \u2026 I actually did it.\u201d<\/p>\n<p>But her years of organizing have also earned her a reputation for being compromise-adverse \u2014 at times running off potential allies who say she wasn\u2019t willing to accept the realities of the housing landscape. <\/p>\n<p>And her progressive stances on social media \u2014 from <a href=\"https:\/\/www.instagram.com\/reels\/DS72offkRR7\/\" type=\"link\" id=\"https:\/\/www.instagram.com\/reels\/DS72offkRR7\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">calling Israeli Prime Minister Benjamin Netanyahu a \u201cwar criminal\u201d<\/a> to <a href=\"https:\/\/www.threads.com\/@maureenforcongress\/post\/DR7pLLJgrJG?xmt=AQF0maVZRNreF-EAZlC1n9WKM-359YgHr_Dn_k7T9yDNP3fZ91aXRPTRUd3w90XbNOdQwirE&amp;slof=1\" type=\"link\" id=\"https:\/\/www.threads.com\/@maureenforcongress\/post\/DR7pLLJgrJG?xmt=AQF0maVZRNreF-EAZlC1n9WKM-359YgHr_Dn_k7T9yDNP3fZ91aXRPTRUd3w90XbNOdQwirE&amp;slof=1\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">deriding the Opportunity Home CEO<\/a> \u2014 give some Democratic strategists heartburn as they think about the tough November race ahead. <\/p>\n<p>Nevertheless, Galindo\u2019s brand of politics now seems to be resonating with some Democrats who are angry with a party they say has repeatedly failed to inspire voters. <\/p>\n<p>\u201cPeople are not demanding moderation, they\u2019re demanding immediate change, and Maureen offers that to the electorate,\u201d said <a href=\"https:\/\/sanantonioreport.org\/profile\/john-lira-2026-candidate-for-texas-35th-congressional-district\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">John Lira<\/a>, who finished third in the Democratic primary, and is now backing her campaign. \u201cShe brings the fierce voice, the passion that we\u2019re going to need to win this race.\u201d<\/p>\n<p>Battle over new territory<\/p>\n<p>Meet the runoff candidates for a redrawn TX35.<\/p>\n<p>Appearing beside her at a press conference the day after the primary, Lira and the other Democrat in the race, <a href=\"https:\/\/sanantonioreport.org\/profile\/whitney-masterson-moyes-2026-candidate-for-texas-35th-congressional-district\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/profile\/whitney-masterson-moyes-2026-candidate-for-texas-35th-congressional-district\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Whitney Masterson-Moyes<\/a>, vowed to help Galindo scale up for the race, and some of Lira\u2019s old campaign staff has already been helping her with communications.<\/p>\n<p>\u201cIf we can all get together and help Maureen through this, it\u2019d be the biggest political upset ever,\u201d Masterson-Moyes said.<\/p>\n<p>Republicans face their own primary runoff in this race, after <a href=\"https:\/\/sanantonioreport.org\/state-rep-john-lujan-will-run-in-new-tx35-congressional-district\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/state-rep-john-lujan-will-run-in-new-tx35-congressional-district\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">state GOP leaders drew the district<\/a> for state Rep.\u00a0<a href=\"https:\/\/sanantonioreport.org\/profile\/john-lujan-2026-candidate-for-texas-35th-congressional-district\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">John Lujan<\/a>\u00a0(R-San Antonio), but <a href=\"https:\/\/sanantonioreport.org\/carlos-de-la-cruz-qa-tx-35-runoff\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/carlos-de-la-cruz-qa-tx-35-runoff\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">national party leaders broke off for<\/a> retired Air Force veteran <a href=\"https:\/\/sanantonioreport.org\/profile\/carlos-de-la-cruz-2026-candidate-for-texas-35th-congressional-district\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Carlos De La Cruz<\/a>. <\/p>\n<p>The San Antonio Report caught up with Galindo shortly after the primary to talk about her surprising first-place finish, her pivot to federal politics, and her plans for a tough runoff. The conversation has been lightly edited for clarity and length. <\/p>\n<p>You have a very grassroots background of organizing at the city level and at the neighborhood level. How would you apply that experience to politics at the federal level?<\/p>\n<p>I understand how the systems function and how to navigate politics, when to work with people in a collaborative manner and when to take a step back and allow other people to do their thing.<\/p>\n<p>I think at the federal level, that grassroots [work] looks to me just like being in the community \u2014 building a bunch of participatory moments where people can understand what\u2019s going on [and] how the federal level affects it.<\/p>\n<p>[That\u2019s important] for one, so that I know what we need at the federal level, but also so that we\u2019re teaching people how to navigate at the state, county, and city level, because that\u2019s the only way we\u2019re going to be able to create a real, beautiful future of San Antonio, is if everybody is involved at every single level.\u00a0<\/p>\n<p>So that\u2019s my goal, to create that structure or environment, where everybody can network and communicate with each other, to be able to overtake the special interests that have taken over our political system, so that the people have the power to decide what happens with our resources.<\/p>\n<p>Is there anyone currently in Congress who you\u2019d be similar to, or whose vision you think is similar?<\/p>\n<p>I keep myself so autonomous and independent of any kind of political spectrum. I know what I stand for. I know how to navigate these systems and to not be overcome or persuaded just because that seems to be what the popular thing is. I\u2019m going to be doing what the constituents, the people of TX35, want me to do.\u00a0<\/p>\n<p>U.S. Rep. Credit: Brenda Baz\u00e1n \/ San Antonio Report<\/p>\n<p>You\u2019ve tried running on this message at the local level, in the District 1 council race, and weren\u2019t successful. What made you decide to go for this bigger opportunity?<\/p>\n<p>It\u2019s worth it. Same with my City Council campaign \u2026 to me at the end, even though I didn\u2019t even get close, it was worth it to be part of those conversations and help shift narratives. <\/p>\n<p>Through every one of our forums, we get to learn from each other, and we get to grow in our understanding and awareness of the way that we make policy. I love the democratic process. Even [though] I didn\u2019t win, I think it\u2019s a really beautiful thing to be a part of.<\/p>\n<p>Is affordable housing still a major goal as you pivot to federal politics?<\/p>\n<p>Yes, definitely, but the way that we set up affordable housing right now, I\u2019m not actually for. It\u2019s all just subsidies for developers to not pay taxes for a long time, where they have to only make like 10% of their units affordable. <\/p>\n<p>And then when you build infill development of multiple units onto one property, it skyrockets that land value, which then creates higher property value and property taxes for us all. A lot of these affordable housing developments are actually making everything more expensive and unaffordable. <\/p>\n<p>So yeah, through [the Department of Housing and Urban Development in D.C.] I will definitely be [watching] public housing authorities. You can find lots of information on the internet about all the work I\u2019ve done to oversee Opportunity Home San Antonio and \u2014 I can\u2019t express enough \u2014 the horrid treatment of their tenants. Talk about a politically silenced class. I can\u2019t even get them to recognize the traumas that they put their tenants through in public housing, so I\u2019ll be doing a lot of that [in Congress].<\/p>\n<p>Would you talk a little bit about what your campaign operation looks like right now? Do you have any paid staffers? Do you think you can raise the money to assemble a serious congressional campaign?<\/p>\n<p>I feel good about the fact that I was able to get the most votes with literally under $1,500 that I\u2019ve spent, besides like the $3,000 to get onto the ballot. <\/p>\n<p>I spent [that] to get here, and it was mostly on my own, because I\u2019m a single mom of three. I work full-time as a therapist at a nonprofit. It\u2019s pretty intense work. <\/p>\n<p>I\u2019ve already started to get donations, which to me is just wild, because I\u2019ve been a single mom for so long.
