{"id":230594,"date":"2026-04-01T19:01:32","date_gmt":"2026-04-01T19:01:32","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/230594\/"},"modified":"2026-04-01T19:01:32","modified_gmt":"2026-04-01T19:01:32","slug":"cesar-chavez-signs-removed-before-fort-worth-council-vote-prompting-questions-about-process","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/230594\/","title":{"rendered":"C\u00e9sar Ch\u00e1vez signs removed before Fort Worth council vote, prompting questions about process"},"content":{"rendered":"<p class=\"&quot;byline&quot;\">by Cecilia Lenzen, Fort Worth Report <br \/>March 31, 2026<\/p>\n<p>A decision made by city leaders to remove street sign toppers honoring civil rights activist C\u00e9sar Ch\u00e1vez may have violated the standard process for such actions, two Fort Worth City Council members said Tuesday.\u00a0<\/p>\n<p>Council members Chris Nettles and Elizabeth Beck said they agree with the decision to <a href=\"https:\/\/fortworthreport.org\/2026\/03\/19\/cesar-chavezs-name-removed-across-fort-worth-following-sex-abuse-allegations\/\" rel=\"nofollow noopener\" target=\"_blank\">remove Ch\u00e1vez\u2019s honorary designation<\/a> in response to a New York Times investigation detailing allegations that Ch\u00e1vez groomed and sexually abused girls and women, including Dolores Huerta, with whom he co-founded the United Farm Workers.<\/p>\n<p>However, the two questioned how the action was authorized as the issue didn\u2019t go to the City Council for approval until March 31 \u2014 almost two weeks after the street toppers were removed. The decision was approved unanimously on Tuesday.<\/p>\n<p>Removing the street toppers before a formal vote sets a precedent for when and how city officials respond to controversial allegations, Beck and Nettles argued.\u00a0<\/p>\n<p>\u201cI shouldn\u2019t be sitting on my couch seeing signs removed off the city of Fort Worth without my knowledge,\u201d Nettles said. \u201cI\u2019m very disappointed in the way this played out, and I think we\u2019re setting a (precedent) on this dais that one person on this dais can make things change in the city of Fort Worth when it requires 11 votes.\u201d\u00a0<\/p>\n<p>Council member Carlos Flores, who initiated the street toppers\u2019 removal as they were in his Northside district, explained from the dais that he felt it was important to take swift action after the allegations about Ch\u00e1vez became public March 18.\u00a0<\/p>\n<p>Flores contacted City Manager Jay Chapa, Assistant City Manager William Johnson and Mayor Mattie Parker, who he said all agreed to instruct city staff to remove the sign toppers. The next day, Flores held a press conference <a href=\"https:\/\/fortworthreport.org\/2026\/03\/19\/cesar-chavezs-name-removed-across-fort-worth-following-sex-abuse-allegations\/\" rel=\"nofollow noopener\" target=\"_blank\">announcing the signs\u2019 removal<\/a>.\u00a0<\/p>\n<p>\nhttps:\/\/www.instagram.com\/p\/DWFI0_QCUSD\/\n<\/p>\n<p>\u201cWhen new information calls into question whether an honoree reflects the city of Fort Worth&#8217;s values, this council has a duty to act,\u201d Flores said Tuesday. He later added, \u201cHonorary street names are not merely symbolic gestures \u2014 they are public endorsements of character, conduct and legacy.\u201d\u00a0<\/p>\n<p>The street toppers are in city storage, Chapa told council members, adding that staff \u201ckept them, in case the City Council wanted them to put back up.\u201d\u00a0<\/p>\n<p>\u201cIt did not remove the designation of the street \u2014 it just removed the street toppers themselves,\u201d Chapa said of the decision.\u00a0<\/p>\n<p>The city manager emphasized that concerns about the process used to remove the toppers is \u201cduly noted\u201d but maintained that he and Johnson used their professional judgment to make the decision.<\/p>\n<p>\u201cWas it your professional judgment that put the topper on the street?\u201d Nettles asked.\u00a0<\/p>\n<p>Chapa replied, \u201cNo, sir. I wasn\u2019t here.\u201d\u00a0<\/p>\n<p>City Council members voted unanimously in 2020 to honor Ch\u00e1vez and Huerta with the street sign toppers in Flores\u2019 district. The sign topper honoring Huerta on Ephriham Avenue remains in place.\u00a0<\/p>\n<p>Council members should have had a \u201crobust discussion\u201d with opportunities for community members to weigh in about the controversy before staff acted to remove the signs, Beck said.<\/p>\n<p>\u201cAnything that requires a council vote to do should require a council vote to undo, regardless of professional opinion or not,\u201d she said.\u00a0<\/p>\n<p>Not all council-approved actions require council approval to undo, City Attorney Leann Guzman told the Fort Worth Report. She did not directly answer whether the council was required to vote before removing the street sign toppers, writing via email that \u201ca case-by-case\u201d analysis is required.\u00a0<\/p>\n<p>\u201cThe City Manager\u2019s Office was correct in this instance to save the signs and not consider the removal permanent until council acted,\u201d Guzman wrote.\u00a0<\/p>\n<p>Fort Worth honors community leaders, historical figures and civil rights icons with street sign toppers across the city.\u00a0<\/p>\n<p>Last year, council members approved one in east Fort Worth <a href=\"https:\/\/fortworthreport.org\/2025\/10\/02\/dunbar-highs-first-black-woman-principals-legacy-enshrined-in-fort-worth\/\" rel=\"nofollow noopener\" target=\"_blank\">honoring Shirley Knox Benton<\/a>, the first Black woman principal at Paul Laurence Dunbar High School, and one in the Near Southside <a href=\"https:\/\/fortworthreport.org\/2025\/10\/07\/leon-bridges-musical-legacy-enshrined-on-the-south-side-in-panther-city\/\" rel=\"nofollow noopener\" target=\"_blank\">honoring Grammy-winning artist Leon Bridges<\/a>.\u00a0<\/p>\n<p>Beck described it as a \u201cvery slippery slope\u201d to remove Ch\u00e1vez\u2019s sign without council approval, although she agreed that it should be removed.\u00a0<\/p>\n<p>She warned that it sets a precedent for other council members to \u201cunilaterally\u201d call staff to remove honorary designations they don\u2019t like, questioning what would happen if a council member wanted to remove the street sign topper honoring Atatiana Jefferson, a Black woman <a href=\"https:\/\/www.texastribune.org\/2022\/12\/15\/fort-worth-police-officer-atatiana-jefferson\/\" rel=\"nofollow noopener\" target=\"_blank\">shot and killed in her mother\u2019s home<\/a> by a Fort Worth police officer in 2019.\u00a0<\/p>\n<p>The decision to remove Ch\u00e1vez\u2019s sign topper comes as council members ask Fort Worth voters to amend the city charter to give the city manager <a href=\"https:\/\/fortworthreport.org\/2026\/02\/10\/fort-worth-voters-asked-to-give-city-manager-more-autonomy-increase-councils-pay-in-may-election\/\" rel=\"nofollow noopener\" target=\"_blank\">more autonomy on administrative changes<\/a> without council\u2019s approval \u2014 as long as those changes don\u2019t contradict the charter, which serves as the playbook for city government. Early voting for the May 2 election opens April 20.\u00a0<\/p>\n<p>Flores noted that Fort Worth operates as a <a href=\"https:\/\/www.fortworthtexas.gov\/departments\/city-manager\" rel=\"nofollow noopener\" target=\"_blank\">city manager-led form of government<\/a>, which gives the city manager broad administrative authority to manage the city\u2019s daily operations.\u00a0<\/p>\n<p>Several community members reached out to Flores personally, he said, and told him that keeping the street toppers up would be a \u201cbad reflection on the city\u201d and a disservice to women, especially Latinas.\u00a0<\/p>\n<p>He explained that he didn\u2019t have the opportunity to meet one-on-one with each of his colleagues, as many council members were out of town at a conference at the time.\u00a0<\/p>\n<p>However, Flores said he copied each council member in an email to city management about the issue.
