{"id":234242,"date":"2026-04-04T00:14:17","date_gmt":"2026-04-04T00:14:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/234242\/"},"modified":"2026-04-04T00:14:17","modified_gmt":"2026-04-04T00:14:17","slug":"houston-east-end-underpass-floods-again-drivers-stranded-and-businesses-impacted","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/234242\/","title":{"rendered":"Houston East End underpass floods again, drivers stranded and businesses impacted"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">HOUSTON \u2013 A flood-prone underpass in Houston\u2019s East End is once again causing problems for drivers and businesses, with neighbors saying even light rain can make the road impassable.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The underpass near Navigation Boulevard and Franklin Street remained closed Friday, with mud and debris left behind from recent storms.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">People who live and work nearby say the issue is not new, but many believe it has gotten worse in recent years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Scott Singleton, who has lived in the Second Ward for more than two decades, says flooding used to be rare.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe\u2019ve lived in the neighborhood for 22 years,\u201d Singleton said. \u201cNow\u2026 anything around a quarter inch of rain, this fills up.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Singleton believes nearby road construction may have impacted drainage in the area, though that has not been confirmed by the city or state.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">When the underpass floods, getting around becomes difficult.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cYou have to find alternate ways\u2026 or have to be stuck,\u201d said Honisti Bisor, who works at a nearby restaurant.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Drivers are often forced to detour, sometimes waiting on trains or taking longer routes through surrounding streets.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Singleton says those delays can create additional challenges.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt\u2019s really difficult to get around\u2026 because of the train,\u201d he said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The impact extends beyond traffic.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cPatients have trouble getting here on time,\u201d said Efrain Sanchez, an office manager at a nearby business.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Residents say the flooding has become a recurring problem.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt floods probably every couple of months,\u201d Singleton said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">There have also been multiple reports of vehicles getting stuck in the water, with emergency crews responding to rescues in some cases.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Neighbors have submitted 3-1-1 complaints and shared concerns on social media, calling the underpass a known flood risk.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Even with gates meant to keep drivers out, some say they are not always closed in time or may not be effective.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt doesn\u2019t look to me like it\u2019s going to be effective,\u201d Singleton said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Because Friday is Good Friday, city offices were closed, and officials were not immediately available to comment on potential solutions.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">With more rain expected this weekend, residents and business owners say they are concerned the underpass could flood again.<\/p>\n<p>Copyright 2026 by KPRC Click2Houston &#8211;
