Edwards will be sentenced later, she said.\u00a0<\/p>\n<p>All are first-degree felonies, which carry a maximum sentence of life in prison.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>The District Attorney&#8217;s office did not immediately respond to a request for comment Monday morning.<\/p>\n<p>&#8220;We are eager to see justice served in this case and look forward to the start of the official proceedings,&#8221; said <a href=\"https:\/\/www.houstonchronicle.com\/politics\/houston\/article\/midtown-development-board-replaced-corruption-case-21030948.php\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\">new Midtown board chair<\/a> Allen Douglas. &#8220;We also look forward to building on momentum for the Midtown Redevelopment Authority\u2019s affordable housing program, in <a href=\"https:\/\/www.houstonchronicle.com\/politics\/houston\/article\/midtown-ccpi-terminate-contract-22140617.php\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\">our new partnership<\/a> with the city of Houston\u2019s Housing and Community Development Department.&#8221;<\/p>\n<p class=\"MM_onlineOnly\" title=\"CCI Online Only\">Third Ward &#8211; Dreams Displaced: <a href=\"https:\/\/www.houstonchronicle.com\/projects\/2025\/midtown-third-ward-displacement-gentrification\/\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\">Read the Houston Chronicle&#8217;s full investigative series on the Midtown Redevelopment Authority<\/a>\u00a0<\/p>\n<p>Midtown, a city of Houston development agency, for decades has spent millions of tax dollars acquiring hundreds of lots in and around Third Ward, hoping to slow gentrification in the historic Black neighborhood and build affordable housing on the land.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>But the agency was <a href=\"https:\/\/www.houstonchronicle.com\/projects\/2025\/midtown-redevelopment-authority-displacement\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">slow to build housing<\/a>, and much of what it built was unaffordable for most Third Ward families. Midtown\u2019s largest housing expense remains a <a href=\"https:\/\/www.houstonchronicle.com\/news\/investigations\/article\/midtown-development-zone-office-building-19628432.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">$22 million office tower where no one lives<\/a>. To pay down debt on that project, the agency <a href=\"https:\/\/www.houstonchronicle.com\/projects\/2025\/midtown-redevelopment-authority-land-sales-third-ward\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">quietly sold 14% of its land to investors<\/a>.<\/p>\n<p>Meanwhile, most of the land Midtown bought sat vacant \u2013 and <a href=\"https:\/\/www.houstonchronicle.com\/politics\/houston\/article\/nuisance-ordinance-houston-bad-neighbors-17746618.php\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\">often overgrown<\/a>. Yet the agency, through Edwards, <a href=\"https:\/\/www.houstonchronicle.com\/projects\/2025\/midtown-affordable-housing-winners\/?sid=59a6f7ac24c17c0f2e5d071d&amp;ss=A&amp;st_rid=f44b6bc0-af13-46d0-84b6-22f298c3bc45&amp;utm_source=newsletter&amp;utm_medium=email&amp;utm_term=mornings&amp;utm_campaign=hcrn%20%7C%20the%20713\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">was paying companies millions of dollars to mow the lots<\/a>.<\/p>\n<p>Neighborhood residents eventually discovered <a href=\"https:\/\/www.houstonchronicle.com\/projects\/2025\/midtown-affordable-housing-winners\/?sid=59a6f7ac24c17c0f2e5d071d&amp;ss=A&amp;st_rid=f44b6bc0-af13-46d0-84b6-22f298c3bc45&amp;utm_source=newsletter&amp;utm_medium=email&amp;utm_term=mornings&amp;utm_campaign=hcrn%20%7C%20the%20713\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Midtown paid a company Edwards himself formed<\/a> \u2014\u00a0P.O.W.E.R. LLC \u2014 $2.1 million for mowing from 2011 to 2020, records show.<\/p>\n<p>&#8220;I hope he genuinely feels remorse for his actions and, after serving his sentence, seeks to make meaningful efforts to repair the harm he has caused to the community,&#8221; said Third Ward resident Brian Van Tubergen, who helped uncover the alleged scheme.\u00a0\u00a0<\/p>\n<p>Prosecutors say Edwards created the company&#8217;s invoices on his work laptop, then approved them for payment himself.\u00a0Prosecutors also allege POWER LLC billed Midtown\u00a0more than $300,000 to raze 32 structures that didn&#8217;t exist at the time the work allegedly occurred.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Two other former Midtown mowing vendors Edwards hired also face felony charges.<\/p>\n<p>Veronica Ugorji of Cortez Landscaping and Kenneth Jones of KCK Demolition and Landscaping are charged with money laundering and abuse of official capacity.<\/p>\n<p>Ugorji\u2019s attorney maintains her innocence. Jones\u2019 attorney has declined to comment. Court records show prosecutors\u00a0last year offered Jones a reduced sentence in exchange for his testimony in the case.<\/p>\n<p>Midtown <a href=\"https:\/\/www.houstonchronicle.com\/projects\/2025\/midtown-affordable-housing-winners\/?sid=59a6f7ac24c17c0f2e5d071d&amp;ss=A&amp;st_rid=f44b6bc0-af13-46d0-84b6-22f298c3bc45&amp;utm_source=newsletter&amp;utm_medium=email&amp;utm_term=mornings&amp;utm_campaign=hcrn%20%7C%20the%20713\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">paid Cortez $6.2 million<\/a>, while Jones\u2019\u00a0<a href=\"https:\/\/www.houstonchronicle.com\/projects\/2025\/midtown-affordable-housing-winners\/?sid=59a6f7ac24c17c0f2e5d071d&amp;ss=A&amp;st_rid=f44b6bc0-af13-46d0-84b6-22f298c3bc45&amp;utm_source=newsletter&amp;utm_medium=email&amp;utm_term=mornings&amp;utm_campaign=hcrn%20%7C%20the%20713\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">KCK\u00a0received $768,500<\/a>. KCK and Edwards\u2019 POWER LLC also worked as mowing subcontractors for Cortez.<\/p>\n<p>Prosecutors\u00a0allege Edwards and Ugorji were in a romantic relationship. Court documents include romantic messages, intimate images and emails about vacation plans between them. Prosecutors say Edwards helped\u00a0Ugorji form Cortez and helped her submit invoices that he later approved for payment.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Midtown fired Edwards in May 2023. The criminal charges were announced in June 2024.\u00a0<\/p>\n<p>Edwards and Jones have been designated indigent and provided attorneys.<\/p>\n<p>Ugorji has retained her own counsel.
