The Committee heard a consideration of a resolution directing the city manager to utilize contingency reserve funds to procure a consultant for GAF and Tamko shingle manufacturers to shut down during a meeting at Dallas City Hall, April 6, 2026.<\/p>\n<p>Tom Fox\/The Dallas Morning News<\/p>\n<p>The city of Dallas is taking a step forward to <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/article\/dallas-residents-want-gaf-tamko-neighborhoods-22185835.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">determine the cost of shutting down two shingle companies<\/a> that have operated in West and southern Dallas for decades.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn-channels-pixel.ex.co\/events\/0012000001fxZm9AAE?integrationType=DEFAULT&amp;template=design%2Farticle%2Fplatypus_two_column.tpl\" alt=\"\" class=\"x1px y1px vh abs\" aria-hidden=\"true\" width=\"1\" height=\"1\"\/><\/p>\n<p>After years of residents <a href=\"https:\/\/www.dallasnews.com\/news\/2024\/08\/23\/dallas-closer-to-preventing-residents-from-petitioning-to-shut-down-harmful-business\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">requesting the use of amortization<\/a> \u2014 a tool that allows cities to close businesses that negatively impact the community \u2014 to shutter two shingle factories: GAF in West Dallas and TAMKO in Joppa, the discussion will head to the Dallas City Council on April 22.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>The <a href=\"https:\/\/cityofdallas.legistar.com\/View.ashx?M=F&amp;ID=15350695&amp;GUID=93E4C44B-E6AD-4C4D-A0B2-487B3D6CDA18\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">City Council\u2019s Economic Development Committee<\/a> was briefed Monday on the amortization process and the next steps. The committee heard a consideration of a resolution directing the city manager to utilize contingency reserve funds to procure a consultant for GAF and Tamko shingle manufacturers to shut down during a meeting at Dallas City Hall, April 6, 2026.<\/p>\n<p>Tom Fox\/The Dallas Morning News<\/p>\n<p>Jesse Moreno, a council member who chairs the committee, said this was a big decision for the city of Dallas and \u201cenvironmental impact issues are very concerning to our constituents.\u201d\u00a0<\/p>\n<p>Council member Bill Roth, whose district includes North Dallas, said he wasn\u2019t sure whether the city could afford an amortization process given its budget constraints. \u00a0<\/p>\n<p>\u201cCertainly, environmental issue is a tremendous issue that we need to be protective of and prevent and protect our citizens and our areas,\u201d said Roth. \u201cWe have to also balance that against the economic impact for the city to be able to figure out if there&#8217;s a significant cost benefit for us to be pursuing this amortization process.\u201d\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Council member Adam Bazaldua, whose district includes TAMKO&#8217;s location, said this was only the first step in gathering the necessary information before making any decision. He said he has been asked repeatedly by his constituents to look into this.\u00a0<\/p>\n<p>Residents and representatives of TAMKO were at the meeting.\u00a0<\/p>\n<p>Janie Cisneros, leader of Singleton United\/Unidos in West Dallas, said she was glad this conversation was moving forward, but she was disappointed that it was focusing on the price the city would have to pay.\u00a0<\/p>\n<p>\u201cBut what about the residents? What about the price we have to pay for our health? The cost burden of living next to these facilities is way more,\u201d Cisneros said.\u00a0<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>TAMKO representatives declined to comment on the discussion. To pay for the consultant, the city would have to allocate about $200,000 from the contingency fund.
