{"id":241020,"date":"2026-04-08T22:26:09","date_gmt":"2026-04-08T22:26:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/241020\/"},"modified":"2026-04-08T22:26:09","modified_gmt":"2026-04-08T22:26:09","slug":"texas-summer-camps-sue-to-block-new-internet-rule-saying-it-threatens-their-ability-to-operate","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/241020\/","title":{"rendered":"Texas summer camps sue to block new internet rule, saying it threatens their ability to operate"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Nineteen camps in Texas have filed a lawsuit seeking to invalidate a new state requirement for them to install \u201cend-to-end fiber optic facilities\u201d in order to operate this summer. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The requirement that the camps install fiber optic internet does not make their properties safer, violates the state constitution and state law and could prevent them from opening, the lawsuit said. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The group of camps, which includes Camp Champions, Camp Longhorn and Tejas Ministries, said in the suit that companies advised them that the service either could not be supplied, could not be confirmed as \u201cend-to-end\u201d \u2014 a term the lawsuit said isn\u2019t defined \u2014 or would cost an amount \u201cthat greatly exceeded their resources.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The suit, filed in a Travis County state district court, offered examples: Camp Liberty, in one extreme, received a quote of $1 million in upfront costs plus a $3,500 monthly service fee over five years. Camp Longhorn received a quote of more than $1.2 million<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">State legislators passed the new requirement, in addition to mandating a second kind of broadband connection, after the July 4 flood last year in the Texas Hill Country. That flood killed 25 campers and two counselors at Camp Mystic \u2014 information that emergency responders <a href=\"https:\/\/www.texastribune.org\/2026\/01\/14\/texas-july-4-flood-camp-mystic-kerr-county-text-messages\/\" rel=\"nofollow noopener\" target=\"_blank\">struggled to confirm as one official that afternoon noted<\/a> phone lines were down and there was no cell service at the camp. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Cell service is known to be spotty in the area even on normal days.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The requirement makes no exception for rural camps where fiber optic internet might not be available or \u201cis so costly as to make it economically infeasible or unreasonably burdensome,\u201d the lawsuit states. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The lawsuit was filed Tuesday against the Department of State Health Services and its commissioner, the state Health and Human Services Commission and its executive commissioner, and Attorney General Ken Paxton. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The Texas Department of State Health Services and the Texas Health and Human Services Commission said they do not comment on pending litigation.
