CORPUS CHRISTI, Texas \u2014 A legal letter submitted on behalf of Corpus Christi Mayor Paulette Guajardo’s lawyer is urging the City Council to reconsider moving forward with removal hearing procedures under the city charter.<\/p>\n
The letter, dated April 8, was sent by John T. Flood,<\/a> to members of the city council and references Article II, Section 11<\/a> of the city charter, which outlines the process for removal or suspension actions.<\/p>\n According to the attorney representing the mayor, prior investigations conducted with outside legal counsel and investigators found insufficient evidence of wrongdoing related to earlier allegations raised in a Petition for Removal filed in August 2025.<\/p>\n The letter also addresses additional claims filed in March 2026, described as “Articles of Impeachment,” stating that those allegations are based on speculation and can be rebutted by existing facts, according to the mayor’s legal team.<\/p>\n The attorney argues that proceeding with a formal hearing could expose the city to unnecessary litigation and that the process may not meet legal requirements under state law and U.S. constitutional standards.<\/p>\n It also states that continuing with the proceedings could divert attention from other city priorities, including ongoing local issues such as water planning and municipal operations.<\/p>\n The letter further states that any action taken without a sufficient legal basis could be challenged as arbitrary under Texas Supreme Court standards.<\/p>\n The attorney concludes by encouraging the City Council to consider other legal options available under the charter and notes the availability to address questions at the upcoming April 14 meeting.<\/p>\n
