{"id":242720,"date":"2026-04-09T23:05:10","date_gmt":"2026-04-09T23:05:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/242720\/"},"modified":"2026-04-09T23:05:10","modified_gmt":"2026-04-09T23:05:10","slug":"harris-county-houston-officials-green-light-56-9m-flood-project-in-kingwood","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/242720\/","title":{"rendered":"Harris County, Houston officials green light $56.9M flood project in Kingwood"},"content":{"rendered":"<p>\t\t\t\t\t\t\tA $56.9 million <a href=\"https:\/\/www.hcfcd.org\/F-14Taylor\" rel=\"nofollow noopener\" target=\"_blank\">flood mitigation project<\/a> in Kingwood is moving forward following actions taken by <a href=\"https:\/\/agenda.harriscountytx.gov\/\" rel=\"nofollow noopener\" target=\"_blank\">Harris County Commissioners Court<\/a> and <a href=\"https:\/\/www.houstontx.gov\/council\/\" rel=\"nofollow noopener\" target=\"_blank\">Houston City Council<\/a> in late March and early April, respectively.<\/p>\n<p>What happened? <\/p>\n<p>Harris County commissioners awarded a nearly $29.39 million flood mitigation project to <a href=\"https:\/\/calistabrice.com\/subsidiaries\/brice-construction-design\/\" rel=\"nofollow noopener\" target=\"_blank\">Brice Construction &amp; Design LLC<\/a> during a business court meeting March 31. Roughly one week later, Houston City Council approved a $10 million appropriation out of the Reimbursement of Equipment\/Project Fund and authorized an interlocal agreement with <a href=\"https:\/\/www.hcfcd.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Harris County Flood Control District<\/a> for the same project, during the April 7 council meeting.<\/p>\n<p>The Taylor Gully Channel Conveyance Improvements and Woodridge Stormwater Detention Basin project aims to reduce the risk of flooding in Kingwood through a combination of channel conveyance improvements and a stormwater detention basin, per the HCFCD website. The project was identified as part of the <a href=\"https:\/\/www.hcfcd.org\/Activity\/Projects\/San-Jacinto-River\/F-14-General-Drainage-Improvements-Near-Kingwood\" rel=\"nofollow noopener\" target=\"_blank\">Kingwood Drainage Analysis Study<\/a> and is being funded with $41.94 million from <a href=\"https:\/\/www.hudexchange.info\/programs\/cdbg-mit\/\" rel=\"nofollow noopener\" target=\"_blank\">Community Development Block Grant-Mitigation<\/a> funding and $19.2 million from other funding sources, per the HCFCD website.<\/p>\n<p>About the project<\/p>\n<p>A stormwater detention basin will be constructed on a 267-acre site located within the former Woodridge neighborhood development, which is located near Woodland Hills Driven and Northpark Drive in Montgomery County, per the HCFCD website. The land is jointly owned by the city of Houston and HCFCD.<\/p>\n<p>Upon completion, the two-compartment, wet-bottom detention basin will be able to provide a combined 1,127 acre-feet of stormwater storage.<\/p>\n<p>In addition to the stormwater detention basin, channel conveyance improvements are also planned for Taylor Gully, which runs primarily through the Elm Grove, Mills Branch, North Kingwood Forest and Woodstream Village subdivisions. Per the HCFCD website, the conveyance improvements will occur starting upstream at the Montgomery-Harris county line and end downstream near Maple Bend Drive.<\/p>\n<p>The project will be completed in two phases:<\/p>\n<p>Phase 1: Taylor Gully channel conveyance improvements and Compartment 1 of the Woodridge Stormwater Detention BasinPhase 2: Compartment 2 of the Woodridge Stormwater Detention Basin (dependent on funding)Quote of note<\/p>\n<p>&#8220;This is much needed flood mitigation in the Kingwood area,&#8221; Houston City council member <a href=\"https:\/\/www.houstontx.gov\/council\/e\/\" rel=\"nofollow noopener\" target=\"_blank\">Fred Flickinger<\/a>\u2014who represents Kingwood\u2014said during the April 7 meeting. &#8220;This area didn&#8217;t even flood during [Hurricane] Harvey; there was a new development that took place actually in Montgomery County that affected this area, and the county and the city got together and purchased that property before the land actually got developed\u2014although after it was cleared\u2014and this is going to go a long way and actually improve the situation of those people.&#8221;<\/p>\n<p>What&#8217;s next<\/p>\n<p>Construction on Phase 1 is expected to begin soon, Harris County Precinct 3 Commissioner <a href=\"https:\/\/www.pct3.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Tom Ramsey<\/a> said via Facebook on April 8.<\/p>\n<p>&#8220;I\u2019m very proud to see this project moving into construction, and bringing critical flood improvements to Kingwood,&#8221; Ramsey said in an emailed statement to Community Impact. &#8220;We\u2019re also working on the design of the Kingwood Diversion channel, which we\u2019ve secured construction funds for.
