Gina Ortiz Jones revives plan to fine landlords rejecting vets"},"content":{"rendered":"<p>Mayor Gina Ortiz Jones wants to ban landlords from turning down people who pay their rent through a veterans\u2019 housing voucher, but colleagues on the City Council are hesitant to green-light a policy they say could put unfair requirements on private property owners.<\/p>\n<p>Earlier this month, Jones <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/04\/Ordinance-to-end-housing-discrimination-against-veterans.pdf\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/04\/Ordinance-to-end-housing-discrimination-against-veterans.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">put a proposal<\/a> on the council\u2019s agenda that would implement a $500 fine for housing providers who are caught refusing to lease or rent to a military veteran because their legal source of income comes from a federal housing program.<\/p>\n<p><a href=\"https:\/\/fortworthreport.org\/2024\/03\/19\/fort-worth-council-approves-plan-to-increase-affordable-housing-access\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Fort Worth approved a similar <\/a>ordinance and a previous San Antonio City Council <a href=\"https:\/\/sanantonioreport.org\/san-antonio-potential-ban-source-of-income-discrimination-veterans-housing-vouchers\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/san-antonio-potential-ban-source-of-income-discrimination-veterans-housing-vouchers\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">considered doing the same<\/a> in 2024.<\/p>\n<p>But landlords and the San Antonio Apartment Association have complained that the voucher process is too expensive and time-consuming to require all landlords to accept them, and the idea was tabled to focus on a broader effort to increase the housing supply for all kinds of voucher recipients instead.\u00a0<\/p>\n<p>\u201cMaking sure that every single veteran in our community has a place to live is extremely important \u2026 [but] these voucher programs \u2026 there\u2019s been problems with them,\u201d said Councilman Marc Whyte (D10), who pointed to the inspection process and payment delays as examples. \u201cWhat is being proposed, really, is requiring private property owners to participate in a federal subsidy program, regardless of their experience with that program\u2019s administration.\u201d<\/p>\n<p>Last week, Jones brought it back up, suggesting that the council had let a good idea get sucked up in municipal bureaucracy.<\/p>\n<p>\u201cI think what\u2019s been absent from this discussion is understanding the importance of housing and its proximity to the health care that veterans require and need,\u201d she said.  \u201d \u2026 As a veteran serving on this body and understanding just how significant veteran homelessness is in our community \u2026 [we should be doing] as much as we can possibly do to help people quickly get through this process.\u201d<\/p>\n<p>Her council colleagues were largely unmoved. <\/p>\n<p>Councilwoman Teri Castillo (D5) is already working on a plan to incentivize more property owners to accept housing vouchers, they said.<\/p>\n<p>And according to data provided by the city, <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/04\/vash-housing.png\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/04\/vash-housing.png\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">only about 120 veterans<\/a> with vouchers are currently in search of places to accept it. <\/p>\n<p>Some of that could be tied to other factors this ordinance wouldn\u2019t fix, said Veronica Garcia, who oversees the city\u2019s Neighborhood and Housing Services Department. <\/p>\n<p>\u201cIf this ordinance was passed, it would only protect the voucher as the reason for being turned away,\u201d Garcia said. \u201cOther reasons a veteran may not be able to be housed could be, they don\u2019t meet the other leasing criteria for the property, maybe there\u2019s a background check, credit rating, a previous eviction.\u201d<\/p>\n<p>But Jones, who is currently the only veteran on the council, hauled up experts to testify from the American GI Forum who questioned the city\u2019s understanding of the issues, and say bigger changes are still needed to help veterans find housing.<\/p>\n<p>\u201cIt\u2019s kind of alarming what y\u2019all are saying because most of the people that are not going to report this to ya\u2019ll, it\u2019s because they\u2019re grunts,\u201d said Peter Bernal, commander of the American GI Forum of Bexar County. \u201cWe\u2019re not going to complain about it \u2026 we\u2019re just gonna hide from it and just say everything\u2019s okay.\u201d<\/p>\n<p>Members of the council chose to send the idea back to the Planning and Community Development Committee where they could study it more, and perhaps alleviate fears from landlords who don\u2019t understand what\u2019s being asked of them.<\/p>\n<p>\u201cThere are people that call and say, \u2018Does this mean that I, as a private renter who rents a second home out, now am going to have to take a voucher?&#8217;\u201d said Councilman Edward Mungia (D4). \u201cI think we need to make sure that people understand what the actual rules will be.\u201d<\/p>\n<p>Later that same evening, Jones vented her frustration to female veterans at the VFW\u00a0Post 76, where she hosted a gathering to help connect them with VA benefits advisors.<\/p>\n<p>\u201cIn Military City, USA, there is no friggin\u2019 excuse why we can\u2019t do what Fort Worth has done two doggone years ago,\u201d she told the gathering. \u201cMy bulls***
