The mayor has maintained the policy simply reinforces a longstanding stance: &#8220;Houston enforces state and local laws\u2014not federal law\u2014and we are not ICE.&#8221;<\/p>\n<p>State leaders clearly see it differently.<\/p>\n<p>According to a letter sent to Whitmire from the director of Abbott\u2019s Public Safety Office, Andrew Friedrichs, the ordinance &#8220;imperils all grant agreements&#8221; between the Office and the city for Fiscal Year 2026.<\/p>\n<p>&#8220;If PSO elects to terminate those grants, the City would be required to repay to PSO the entire amount on or before the30 th day after\u00a0PSO terminates,&#8221; the letter states specifically regarding the $110 million.\u00a0<\/p>\n<p>The financial hit could have sweeping consequences.<\/p>\n<p>The loss of $110 million\u2014funding that supports police, firefighters, and critical safety infrastructure\u2014goes far beyond a routine budget issue. City leaders warn it could directly impact emergency response and day-to-day public safety across Houston.<\/p>\n<p>&#8220;The potential loss of state funding poses real challenges for the Houston Police and Fire Departments and will impact public safety services across our city,&#8221; Whitmire cautioned.<\/p>\n<p>The ripple effects could extend even further, Whitmire noted. He said the budget slash will undermine two of Houston&#8217;s most massive security challenges: the 2026\u00a0FIFA World Cup preparations and operations for the Homeland Security Department. &#8220;This is a crisis situation,&#8221; the Mayor added.<\/p>\n<p>Whitmire also noted that the warning follows a letter from Texas Attorney General Ken\u00a0Paxton, who has also opened an investigation into whether Houston&#8217;s revised &#8220;Prop A&#8221; violates <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-releases-statement-sb-4-oral-argument\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\">Senate Bill 4 (SB4)<\/a>, the state&#8217;s controversial new anti-illegal immigration law that allows state authorities to arrest and deport individuals suspected of crossing the border illegally.
