Greg Abbott, pictured here during a press conference at the state Capitol this summer, officially announced Sunday that he is seeking a fourth term as governor.<\/p>\n<p>In a letter to Mayor John Whitmire on Monday, Texas Governor Greg Abbott&#8217;s office threatened to terminate $110 million in public safety grants to the city of Houston.<\/p>\n<p>The threat came after Whitmire supported an ordinance intended to cut back on coordination between the Houston Police Department and U.S. Immigration and Customs Enforcement (ICE). <\/p>\n<p>&#8220;This is a crisis situation,&#8221; Whitmire said in a statement. &#8220;The potential loss of state funding poses real challenges for the Houston Police and Fire Departments and will impact public safety services across our city, the 2026 FIFA World Cup preparations and the Homeland Security Department.&#8221;<\/p>\n<p>Sign up for the <a href=\"https:\/\/www.houstonpublicmedia.org\/hellohouston\/\" target=\"_blank\" rel=\"nofollow noopener\">Hello, Houston!<\/a> daily newsletter to get local reports like this delivered directly to your inbox.<\/p>\n<p>Spearheaded by council members Alejandra Salinas, Edward Pollard and Abbie Kamin, the new HPD policy prohibited officers from detaining people or lengthening traffic stops due to civil immigration warrants issued by ICE. Under the late Mayor Sylvester Turner, the state&#8217;s General Land Office attempted to withhold funds for the recovery from Hurricane Harvey, which led to protracted litigation. <\/p>\n<p>After five decades in the Republican-controlled Texas Legislature, Whitmire pitched himself as better suited to moderate tensions with the state government. During Whitmire&#8217;s first year as mayor, Lieutenant Governor Dan Patrick called him a &#8220;no-nonsense guy,&#8221; adding &#8220;the state and city have the best relationship we\u2019ve had in decades.&#8221;<\/p>\n<p>That relationship collapsed after the vote on Wednesday. <\/p>\n<p>&#8220;We have not seen during Mayor Whitmire\u2019s tenure the same level of conflict between the state government and the city government,&#8221; said political scientist Mark Jones with Rice University. &#8220;It still remains to be seen how this outcome plays out, but there\u2019s a reason why Mayor Whitmire, I think, initially opposed this legislation and only went along with it when it was clear that it was going to pass.&#8221;<\/p>\n<p>In addition to Abbott&#8217;s threat to pull funding, Paxton \u2014 who is in a runoff election for the U.S. Senate \u2014 sent Whitmire a letter on Friday notifying him of an investigation into whether the city violated state law. <\/p>\n<p>In his statement, Whitmire said city officials &#8220;have significant work ahead and I\u2019m considering all options.\u201d<\/p>\n<p>The potential loss of public safety dollars comes as the city faces a record-setting budget deficit \u2014 projected to hit $174 million as the fiscal year ends in June.<\/p>\n<p>RELATED: <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/city-of-houston\/2026\/04\/13\/548963\/city-of-houston-budget-deficit-mayor-john-whitmire\/\" rel=\"nofollow noopener\" target=\"_blank\">Houston again faces the largest budget deficit in city history. By contrast, the police departments in Austin and Dallas give supervisors and officers discretion over whether or not to contact ICE. Like in Houston, officers in Dallas are not allowed to wait for the agency to respond. <\/p>\n<p>When asked why only Houston is being targeted, a spokesperson for Abbott said in a statement, &#8220;Governor Abbott expects all local governments \u2014 cities or counties \u2014 to cooperate with ICE in enforcing federal immigration laws. Creative efforts by local governments to get around that obligation are unacceptable.&#8221;<\/p>\n<p>In a brief phone call, Kamin \u2014 who is running to become Harris County Attorney \u2014 told Houston Public Media that Abbott is &#8220;defunding the police.&#8221;<\/p>\n<p>The city of Houston, she continued, &#8220;has a responsibility to defend itself from state overreach and safeguard the constitutional rights afforded to all people who live in our great city.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"Patricia Lim | KUT News Texas Gov.
