He said he\u2019s bringing the motion to discuss policies related to traffic stops because those interactions \u201chave been a common entry point for ICE-related abuses.\u201d<\/p>\n<p>Sign up for the <a href=\"https:\/\/www.houstonpublicmedia.org\/hellohouston\/\" target=\"_blank\" rel=\"nofollow noopener\">Hello, Houston!<\/a> daily newsletter to get local reports like this delivered directly to your inbox.<\/p>\n<p>&#8220;Immigrant communities are inseparable from the story of Harris County,\u201d he said. \u201cThe job of any elected official \u2014 whether you&#8217;re in county, city, state, or federal office \u2014 is to ask what we can do, within the law, to keep the people we serve safe,\u201d Ellis said.<\/p>\n<p>RELATED: <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/harris-county\/2026\/04\/14\/549055\/harris-county-commissioners-will-discuss-county-immigration-guidelines-after-controversial-city-policy\/Houston%20faces \u2018crisis situation\" :=\"\" abbott=\"\" threatens=\"\" loss=\"\" of=\"\" million=\"\" after=\"\" hpd-ice=\"\" policy=\"\" change=\"\" rel=\"nofollow noopener\" target=\"_blank\">Houston faces \u2018crisis situation&#8217;: Abbott threatens loss of $110 million after HPD-ICE policy change<\/a><\/p>\n<p>The commissioner plans to direct the office of county administration and the county attorney\u2019s office to come back with policy proposals on county immigration enforcement practices in June, a spokesperson said. <\/p>\n<p>The Houston City Council\u2019s new directive halts a previous policy requiring Houston Police Department officers to give ICE agents 30 minutes to respond to traffic stops and serve out administrative immigration warrants. <\/p>\n<p>The Houston Police Department is required to report to the Houston City Council, which appoints police chiefs and sets operational guidelines for the law enforcement agency. <\/p>\n<p>The Harris County Sheriff\u2019s Office, however, operates under an elected sheriff and as an independent entity from commissioners court. The court only oversees the office\u2019s funding \u2014 and the budgets of the county\u2019s eight elected constables\u2019 offices.<\/p>\n<p>The sheriff\u2019s office coordinates with federal immigration officers through mandated detainers in the Harris County Jail. Last year, the state passed legislation giving jail staff authority to issue immigration detainers, known as 287(g) agreements. <\/p>\n<p>Harris County Commissioners passed a resolution in February <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/harris-county\/2026\/02\/26\/544522\/harris-county-commissioners-condemn-ice-operations-call-on-federal-government-to-enact-reforms\/\" rel=\"nofollow noopener\" target=\"_blank\">reaffirming their stance on ICE<\/a> operations by calling on the federal government to enact comprehensive immigration enforcement reforms. They cited figures this year that the county leads the country in immigration holds at the Harris County Jail.<\/p>\n<p>The resolution \u2014 which passed 3-1 with Commissioner Tom Ramsey dissenting and County Judge Lina Hidalgo absent \u2014 directed local law enforcement agencies to stick to clear and consistent processes while detaining and relocating individuals regardless of their immigration status. <\/p>\n<p>According to <a href=\"https:\/\/charts.hctx.net\/jailpop\" rel=\"nofollow noopener\" target=\"_blank\">county data<\/a>, 895 people were held on ICE detainers inside the Harris County Jail on Monday. A state immigration detainer report shows that immigration holds in the county jail recently came at a cost of $3.3 million. <\/p>\n<p>Ramsey, who couldn\u2019t be reached for comment Tuesday, said in a post to X that the upcoming conversation is necessary. Hidalgo did not return an email seeking comment.  <\/p>\n<p>In a statement to Houston Public Media, Commissioner Lesley Briones said she has not received a specific proposal from any court office on the discussion, but welcomes all ideas to keep the county safe. <\/p>\n<p>&#8220;Like most Americans, I am outraged by federal overreach that is sowing fear and chaos in communities across the country,\u201d Briones said. \u201cLet me be clear \u2014 constitutional protections are sacred. We can both be a nation of laws and a nation that respects the humanity and rights of every person.
