{"id":252134,"date":"2026-04-16T06:08:26","date_gmt":"2026-04-16T06:08:26","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/252134\/"},"modified":"2026-04-16T06:08:26","modified_gmt":"2026-04-16T06:08:26","slug":"preview-jersey-village-city-council-to-revisit-property-maintenance-code-review-annual-financial-report","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/252134\/","title":{"rendered":"PREVIEW: Jersey Village City Council to revisit property maintenance code, review annual financial report"},"content":{"rendered":"<p>\t\t\t\t\t\t\tDuring its upcoming April 20 meeting, Jersey Village City Council will revisit a decision to adopt an amended version of the International Property Maintenance Code as well as discuss a high volume of council-initiated requests to city staff.<\/p>\n<p>At a glance<\/p>\n<p>The proposed property code ordinance would allow the city to implement aspects of the <a href=\"https:\/\/codes.iccsafe.org\/content\/IPMC2024V3.1\" rel=\"nofollow noopener\" target=\"_blank\">2024 IPMC<\/a>, which sets minimum standards for property maintenance, including overgrown vegetation, trash accumulation and structural integrity, according to<a href=\"https:\/\/www.jerseyvillage.gov\/AgendaCenter\/ViewFile\/Agenda\/_04202026-383\" rel=\"nofollow noopener\" target=\"_blank\"> agenda documents<\/a>.<\/p>\n<p>City Council was set to adopt the amended IPMC on March 16, but <a href=\"https:\/\/communityimpact.com\/houston\/cy-fair-jersey-village\/government\/2026\/03\/17\/jersey-village-council-tables-property-maintenance-code-adoption-will-host-community-town-hall\/\" rel=\"nofollow noopener\" target=\"_blank\">delayed its decision<\/a> after several residents expressed concern about how the ordinance would change local code enforcement. Mayor James Singleton led a March 26 town hall meeting to address questions about how Jersey Village intends to localize the maintenance code.<\/p>\n<p>According to the proposed ordinance, the city&#8217;s code enforcement will not change with the adoption of the IPMC. The city is also not adopting the IPMC in its entirety, as the version up for a vote includes amendments to several sections of the Building and Development and Health and Sanitation chapters, agenda documents show.<\/p>\n<p>&#8220;Adoption would place these expectations into a single, more organized code, improving clarity for residents and consistency for staff,&#8221; city documents state. &#8220;It does not create a new enforceability philosophy, nor does it impose aesthetic standards.&#8221;<\/p>\n<p>Also on the agenda<\/p>\n<p>Council member Drew Wasson added an item to discuss best practices for council-to-staff communication and information requests, noting City Council should balance oversight with &#8220;staff&#8217;s obligation to be efficient in their jobs,&#8221; according to the agenda.<\/p>\n<p>City Council will also discuss a fiscal year 2025-26 budget amendment to account for a March 23 grant award from the <a href=\"https:\/\/tdem.texas.gov\/\" rel=\"nofollow noopener\" target=\"_blank\">Texas Division of Emergency Management<\/a> that will fund the installation of portable generators are two city lift stations.<\/p>\n<p>Jersey Village will contribute $64,129 on top of the $192,288 award from TDEM for a project total of $256,518, city documents show.<\/p>\n<p>Additionally, council members will review and discuss the city&#8217;s 2025 Annual Comprehensive Financial Report and Single Audit Report, both of which are included in the April 20 agenda.<\/p>\n<p>Stay tuned<\/p>\n<p>The Jersey Village City Council meeting begins at 7 p.m. April 20 in the Civic Center auditorium located at 16327 Lakeview Drive, Jersey Village.
