And now, as a nonprofit leader, I\u2019ve also seen how far the district has come. It has earned the support of our community for its\u00a0<a href=\"https:\/\/www.dallasnews.com\/news\/education\/article\/dallas-isd-bond-issue-22192045.php\" data-link=\"native\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" class=\"\">bond election this May<\/a>.<\/p>\n<p>In 2011, Dallas ISD was at a crossroads. We were on our\u00a0eighth\u00a0superintendent in 16\u00a0years. The district faced a $100 million budget deficit, and our campuses reflected billions of dollars of deferred maintenance. Academic outcomes were deeply concerning \u2014\u00a0roughly\u00a010%\u00a0of our\u00a08th\u00a0graders were earning a postsecondary credential by age 24. Confidence had eroded so badly that we canceled our school board elections due to lack of interest.<\/p>\n<p>There was no shortage of challenges. There was a shortage of belief and sustained commitment.<\/p>\n<p>Fifteen years later, that story\u00a0has changed\u00a0dramatically.<\/p>\n<p>Today, Dallas ISD educates 140,000 students \u2014 89% of whom are\u00a0economically disadvantaged\u00a0and half of whom are English\u00a0learners. Yet through intentional reforms, strong district and board leadership, and a relentless focus on improving talent at all levels while remaining laser-focused on student outcomes, Dallas ISD has fundamentally transformed itself.<\/p>\n<p>The district has reduced failing schools to just 2 out of 228 campuses,\u00a0and\u00a071%\u00a0of campuses are now rated A or B by the state. When adjusting for student demographics, Commit Partnership analysis shows Dallas ISD\u2019s academic performance\u00a0now\u00a0ranks in the 83rd percentile statewide \u2014 an extraordinary achievement given the district\u2019s scale and\u00a0complexity.<\/p>\n<p>This progress did not happen by accident.<\/p>\n<p>In 2012, Dallas ISD became the first large Texas district to implement a\u00a0strategic compensation\u00a0system, rewarding highly effective teachers \u2014 often with salaries exceeding $100,000 \u2014 for serving students in the highest-need schools. The model proved so successful that the state later embedded it into the\u00a0school\u00a0finance formula through the Teacher Incentive Allotment, now used in more than\u00a0two-thirds\u00a0of Texas public schools.<\/p>\n<p>The district also tied\u00a0compensation\u00a0for\u00a0principals,\u00a0school leaders\u00a0and high school counselors\u00a0to\u00a0targeted\u00a0outcomes and adopted high-quality instructional materials districtwide. It expanded early college P-TECH pathways to every comprehensive high school, and today 10% of graduates earn an associate degree alongside their diploma. Through the Accelerating Campus Excellence initiative, Dallas ISD concentrated on placing top leadership and teaching talent in historically\u00a0underperforming schools \u2014 a strategy that later shaped state turnaround funding.<\/p>\n<p>Dallas ISD is not simply improving. It is embracing its role as\u00a0a\u00a0chief economic mobility engine\u00a0within our community.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.dallasnews.com\/news\/education\/article\/dallas-isd-2020-bond-issue-22165428.php\" data-link=\"native\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" class=\"\">2020\u00a0Dallas ISD\u00a0bond accelerated this transformation<\/a>, funding four new career institutes aligned with regional workforce demand, modernizing dozens of campuses and creating resource centers that integrate academic, mental health and wraparound supports. Many campuses improved to \u201cA\u201d or \u201cB\u201d ratings following those investments.<\/p>\n<p>Now we face another pivotal moment.<\/p>\n<p>The upcoming\u00a0$6.2\u00a0billion\u00a0bond \u2014 the largest in Texas history and the\u00a0second\u00a0largest\u00a0ever nationwide \u2014\u00a0represents\u00a0the next phase of this progress.<\/p>\n<p>If approved, it will\u00a0effectively\u00a0eliminate\u00a0deferred maintenance across the 16th-largest urban district in the country. It will replace 26\u00a0aging campuses and ensure\u00a0nearly every\u00a0other campus has been rebuilt or renovated, including the removal of 700 outdoor portable\u00a0classrooms\u00a0so every student learns in a high-quality facility.<\/p>\n<p>With the district moving to free universal\u00a0pre-K, the bond expands\u00a0pre-K seats\u00a0to strengthen kindergarten readiness, modernizes science and career and technical education facilities aligned with workforce demand and transitions select feeder patterns into PK\u20138 campuses to reduce transition-related learning loss. It enhances safety and security while upgrading technology infrastructure to support modern learning environments.<\/p>\n<p>Importantly, the bond received a 9-0 vote of the school board \u2014 its first unanimous bond vote since 2008 \u2014 and requires just a one-cent tax increase.
