EL PASO, Texas (KFOX14\/CBS4) \u2014 The United States Immigration and Customs Enforcement released the death report of Victor Manuel Diaz, a 36-year-old migrant who died while detained at Camp East Montana in January.<\/p>\n
According to ICE, 36-year-old Victor Manuel Diaz had been arrested on January 6 by ICE\u2019s Enforcement and Removal Operations (ERO) in St. Paul, Minnesota, before being transferred the following day to El Paso, Texas. <\/p>\n
He was held at the El Paso Camp East Montana (CEM) detention facility.<\/p>\n
During his time there, medical staff conducted an intake screening and reported that Diaz denied having serious medical conditions, mental health concerns, or a history of self-harm.<\/p>\n
On the morning of January 14, Diaz reported being harassed by other detainees, according to the report. <\/p>\n
Facility staff moved him to a medical holding room while the complaint was reviewed. <\/p>\n
RELATED: Family questions handling of migrant’s death at Camp East Montana<\/a><\/p>\n During a subsequent evaluation, medical personnel observed that Diaz appeared disheveled and exhibited signs of depression, including a flat affect and low speech, though he denied suicidal or homicidal thoughts, officials said. <\/p>\n Later that day, Diaz complained of a severe headache and was treated with ibuprofen after reporting pain at an eight out of ten level. His vital signs at the time were recorded as normal, ICE officials said. <\/p>\n At approximately 3:25 p.m., custody staff discovered Diaz unresponsive in the holding room with a ligature around his neck, the report stated. <\/p>\n Medical staff immediately initiated emergency procedures, including CPR, use of an automated external defibrillator, and administration of epinephrine, officials said. <\/p>\n Emergency medical services arrived shortly thereafter and continued resuscitation efforts.<\/p>\n Diaz was pronounced dead at 4:09 p.m., according to the report.<\/p>\n
