Outside the fence, porta-potties are towed from a squat, metal storage building past a dirt recycling plant.<\/p>\n<p>This plot of southeast unincorporated Tarrant County used to be a slice of heaven for Eden Road South resident Neil Foreman. Lately, his neighborhood feels a lot less like Adam and Eve\u2019s garden.<\/p>\n<p>When Foreman moved to Texas six years ago, he bought the house sight-unseen. The house needed some fixing up, but the property was perfect for his family of four. He soon rescued Benji, a retired racehorse who has never made a gambler a dime, and adopted Percy, the naughty but endearing donkey.<\/p>\n<p>His kids started in the Mansfield school district and are excelling in the classroom. Foreman and his wife have eight years until they are empty-nesters, and he said they won\u2019t be sticking around Tarrant County long after that.<\/p>\n<p>Living in an unincorporated area means landowners can do whatever they want on their property with very few restrictions. Next door, Foreman\u2019s neighbors built a greenhouse with a swimming pool inside it. Rachel Royster                                                                            rroyster@star-telegram.com                                                                                        <\/p>\n<p>A couple of years after the family settled into their new home, the luscious green field across the street was chopped up and sold to companies who subsequently created a semi-truck parking lot, put up metal storage buildings and \u2014 the latest addition \u2014 a dirt recycling plant.<\/p>\n<p>The biggest issue Foreman has with the new neighbors is their lack of consideration.<\/p>\n<p>When one landowner stuck a fireworks stand on the property across the way and was letting consumers shoot them off on-site, Foreman fought it by founding <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.star-telegram.com\/news\/business\/growth\/article276192981.html\">the Church of Peace and Quiet<\/a>. Texas law says fireworks cannot be shot within 600 feet of a church, so his congregation put a stop to the noise.<\/p>\n<p>Now, another industrial company moved in about six months ago and set up a waste recycling plant for soil. Rachel Royster                                                                            rroyster@star-telegram.com                                                                                        <\/p>\n<p>Darren Eastwood, business development director for Hudson Aggregates\u2019s Northern Ireland-based parent company, did not answer questions from the Star-Telegram, but sent a written statement in response.<\/p>\n<p>Eastwood said the facility\u2019s activities are in compliance with all permits and approvals. The company is proud to provide a valuable recycling and renewable resource facility for Arlington, Mansfield and the Metroplex. Eastwood said they have \u201calways sought to proactively engage with the community and neighbors.\u201d<\/p>\n<p>Hudson Aggregates plans to host an open house where neighbors will be invited to see the operation and processes, Eastwood said.<\/p>\n<p>One of the few laws around unincorporated areas in Texas code says landowners <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/statutes.capitol.texas.gov\/?tab=1&amp;code=HS&amp;chapter=HS.343&amp;artSec=\">cannot create public nuisance<\/a>, but none of the given definitions apply to the aggregate facility.<\/p>\n<p>Foreman\u2019s county commissioner, Alisa Simmons, said there\u2019s not much she can do for residents in unincorporated areas. Simmons said Foreman \u201cknows exactly how the unincorporated works\u201d and refused to answer further questions.<\/p>\n<p>The only option left, Foreman said, is to spend an egregious amount of money on an attorney, which he does not want to do.<\/p>\n<p>Dejected, Foreman said he just hopes someone does something to help him and his neighbors.
