{"id":262261,"date":"2026-04-23T05:11:20","date_gmt":"2026-04-23T05:11:20","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/262261\/"},"modified":"2026-04-23T05:11:20","modified_gmt":"2026-04-23T05:11:20","slug":"dog-remains-found-dumped-at-txdot-site-near-bush-airport-investigation-underway","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/262261\/","title":{"rendered":"Dog remains found dumped at TxDOT site near Bush Airport, investigation underway"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">HOUSTON \u2013 What started as a search for a pregnant dog led to a disturbing discovery along the Eastex Freeway, dozens of dog remains scattered behind a state facility near Bush Airport.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The site, located at 16803 Eastex Freeway, is now the focus of an investigation involving Houston police and BARC\u2019s animal cruelty unit.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The woman, who wanted to remain anonymous, went to the property during a storm, hoping to find a stray dog she had seen days earlier.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Instead, she found something else.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI looked down at the ground outside of my driver\u2019s side door and there\u2019s like a literal dog \u2026 and then I walked a few more steps and see just like a graveyard of dogs,\u201d she said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">She said at first she thought the remains could belong to wildlife. That quickly changed.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">She said could clearly see paw pads, canine teeth and even features suggesting some of the dogs were young. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI just felt like something sketch was going on just with the sheer number of dogs,\u201d she said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">When KPRC 2 arrived at the property on Tuesday, a City of Houston vehicle was already there. Soon after, BARC investigators were seen heading toward the back of the facility where the remains were found.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Some of the animals appeared to be fully decomposed. Others were still partially intact, according to the video shared with KPRC 2. This video contains graphic imagery that\u2019s not suitable for public release. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The discovery raises questions about how the animals got there and whether any laws were broken.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In Houston, dumping dead animals on land or in water is illegal. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt shall be unlawful for any person to dump or place on any land or on any water or waterway within the city any dead animal&#8230;&#8221; reads Sec. 10-482 of Houston City Ordinances. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Texas regulations classify animal carcasses as municipal solid waste and explicitly prohibit disposing of that waste without authorization from the state.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The Texas Department of Transportation, which operates the facility, sent this response:<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cAnimal remains are removed from roadways and ultimately transported to solid waste facilities. On occasion when those facilities are inaccessible the remains may be temporarily kept on TxDOT managed properties until final disposition. The current matter remains under review by the department. \u00a0It is premature for a determination of disciplinary action.\u201d\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Smith said beyond the legality, the discovery is hard to process.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIf my dog had gotten out, hit by a car and left on the side of the road \u2026 and then I knew that it was just dumped in this graveyard, that would be devastating,\u201d she said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Investigators have not said who may be responsible.
