City documents state the \u201cconstantly changing plans\u201d did not focus on walkability and failed to emphasize the Majestic Gardens Drive frontage access.<\/p>\n<p>The latest plan places Trader Joe\u2019s at the corner of the site, with a senior living facility on the southern portion. While the current zoning allows the grocery store, the senior living component requires a zoning change.<\/p>\n<p>Breaking it down <\/p>\n<p>City staff outlined several reasons in their report for recommending denial of the zoning change, including:<\/p>\n<p>Fencing proposed within designated open space areasFailure to meet City Council\u2019s open space standards for mixed-use developmentsInsufficient landscaping along Majestic Gardens Drive and a lack of screening of the proposed Trader Joe\u2019sLack of facade landscaping along the front of Trader Joe\u2019sNot complying with the city\u2019s required multifamily parking ratioLimited walkability and pedestrian connectivityConflicts between site elements and quality controlFailure to comply with the city\u2019s comprehensive planAt a November public hearing for the development, commissioners raised concerns about <a href=\"https:\/\/agenda.friscotexas.gov\/OnBaseAgendaOnline\/Documents\/DownloadFileBytes\/%20-%2075157%20-%20%20-%20%20-%20Z25-0008%20TIA%20MAJESTIC%20GARDENS%20GROCERY%20STORE%20_%20MF.PDF.pdf?documentType=1&amp;meetingId=5569&amp;itemId=75157&amp;publishId=53552&amp;isSection=False&amp;isAttachment=True\" rel=\"nofollow noopener\" target=\"_blank\">traffic<\/a>, neighborhood impacts and walkability.<\/p>\n<p>Staff said in the <a href=\"https:\/\/agenda.friscotexas.gov\/OnBaseAgendaOnline\/Documents\/DownloadFileBytes\/%20-%2075157%20-%20%20-%20%20-%20Z25-0008%20PZ%20STAFF%20REPORT.PDF%20-%20Public%20Hearing%20-%20Zon.pdf?documentType=1&amp;meetingId=5569&amp;itemId=75157&amp;publishId=53541&amp;isSection=False&amp;isAttachment=True\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a> that there is \u201cno valid reason why this development cannot be aligned\u201d with the city\u2019s comprehensive plan standards.<\/p>\n<p>\u201cThe applicant has maintained using Trader Joe\u2019s as a bargaining chip to ride rough shed [roughshod] over the city\u2019s development standards for his personal financial gain,\u201d the staff report states.<\/p>\n<p>Zooming in<\/p>\n<p>Travis Thompson, a representative for landowner SNS Frisco West Main Station LLC, said in a <a href=\"https:\/\/www.einpresswire.com\/article\/905784660\/trader-joe-s-proposed-for-frisco-main-majestic-mixed-use-development-includes-senior-living-and-community-green-space\" rel=\"nofollow noopener\" target=\"_blank\">news release<\/a> that they aim to create a destination that improves everyday life for residents.<\/p>\n<p>\u201cWe have worked diligently for over a year with city staff and incorporated feedback from the community to provide a development that reflects the needs and values of local residents,\u201d Thompson said.<\/p>\n<p>The applicant has held several meetings with the nearby homeowners association over the last several months. City staff attended each meeting and said some residents were in support of a Trader Joe\u2019s and additional senior housing, but others had concerns about the development\u2019s potential impact on traffic and congestion.<\/p>\n<p><a href=\"https:\/\/agenda.friscotexas.gov\/OnBaseAgendaOnline\/Documents\/DownloadFileBytes\/%20-%2075157%20-%20%20-%20%20-%20Z25-0008%20PZ%20STAFF%20REPORT.PDF%20-%20Public%20Hearing%20-%20Zon.pdf?documentType=1&amp;meetingId=5569&amp;itemId=75157&amp;publishId=53541&amp;isSection=False&amp;isAttachment=True\" rel=\"nofollow noopener\" target=\"_blank\">City documents<\/a> state the site plan graphic presented at the latest HOA meeting in April differed from the plan submitted with the zoning request, particularly in landscaping and facade design.<\/p>\n<p>Next steps<\/p>\n<p>The <a href=\"https:\/\/agenda.friscotexas.gov\/OnBaseAgendaOnline\/Meetings\/ViewMeeting?id=5569&amp;doctype=1\" rel=\"nofollow noopener\" target=\"_blank\">proposal<\/a> will go before the Planning and Zoning Commission at 7:30 p.m. April 28.
