So that’s clear. And we also know that there are some schools that have lower enrollment,” he said.

Ysleta ISD is operating at about 62 percent capacity.

Dr. Xavier De La Torre, superintendent of Ysleta Independent School District, said the district’s enrollment has been falling for decades.

“School district’s been in a pattern of decline in enrollment for I think the last time that we saw growth was 1987,” he said.

Socorro ISD is operating at roughly 74 percent capacity, but Superintendent James Vasquez said the impact is uneven across the district.

“We have areas of high growth, like Pebble Hills and East lake. A lot of those schools are at or over capacity. But then we have other parts of the district, like Socorro, Montwood, America, El Dorado. Those are declining in enrollment,” Vasquez said.

He also described a mix of crowded and underused campuses, saying there are “some parts of the district that are over capacity some that are underutilized.”

Vasquez pointed to multiple factors driving the decline.

“We do lose students to charter schools and between that and the low birth rate, I think that contributes to the student enrollment decline,” he said.

De La Torre said Ysleta ISD has already reduced its footprint over time.

“We’ve gone from having over 60 campuses, 60 schools. Today we have 49 schools. And so we’ve really reduced that excess capacity. And I think we’re pretty close to about as small as we’re going to get as a school district,” he said.

RELATED: Texas districts question state funding plan after property tax cuts, lawmaker warns of fallout

The empty seats are visible at individual campuses across the county.

For example, in El Paso ISD, Austin High School has fewer than 900 students on a campus built for nearly 2,500.

In Socorro ISD, Benito Martinez Elementary has 417 students with a capacity of more than 1,100.

In Ysleta ISD, Riverside High has 914 students on a campus built for more than 2,600.

Asked why El Paso ISD is still operating at its current scale, Lusk said it is too early for him to draw conclusions after being with EPISD only 5 months.

“Well, obviously just coming in part of my job and I committed to the board really just looking, listening, understanding. So I, you know, to make early conjectures would be a little bit premature,” he said.

District leaders said they are continuing to study enrollment trends and are working on long-term plans to better use their facilities.

This story is one of several that KFOX14/CBS4 is breaking down in terms of enrollment versus capacity for the big three districts.

KFOX14/CBS4 will take a closer look at each district’s plan, including potential campus closures, boundary changes and strategies districts are considering moving forward.

Sign up to receive the top interesting stories from in and around our community once daily in your inbox.

EL PASO, TEXAS (KFOX14/CBS4) — Empty desks are becoming a defining challenge for El Paso’s largest school districts,…

[12
138,140,139
post-274012","post","type-post","status-publish","format-standard","has-post-thumbnail","category-el-paso","tag-el-paso","tag-el-paso-headlines","tag-el-paso-news
["GET
