Could a private, $1.3 billion seawater desalination plant solve Corpus Christi\u2019s looming water crisis<\/a>? The founders of AXE H2O, the Houston-based company they established less than two months ago, think so. And it\u2019s not just the Coastal Bend<\/a> they hope to save. The company\u2019s execs \u2014 a group of high-ranking military veterans and a chemical engineer \u2014 say they hope to provide a new source of water to San Antonio and the Texas Hill Country, as well.<\/p>\n What is AXE H2O?<\/p>\n AXE H2O<\/a> was founded by two retired U.S. Air Force generals \u2014\u00a0Maj. Gen. Matt Burger, who serves as CEO, and Maj. Gen. John M. Olsen, who serves as the company\u2019s chairman \u2014 as well as Thiago Campos, a chemical engineer and Corpus Christi resident. The trio founded the company specifically for the purpose of building a privately-funded, state-of-the-art desalination plant<\/a> in the Coastal Bend that would supply Corpus Christi and surrounding communities with a new source of freshwater. It would be the largest seawater desalination plant in the United States.<\/p>\n Article continues below this ad<\/p>\n How much water would the plant produce?<\/p>\n During a Corpus Christi City Council meeting on Tuesday, May 5, Olsen said the company hopes to construct a so-called seawater reverse osmosis, or\u00a0SWRO, desalination plant capable of producing between 50 million and 150 million gallons of freshwater per day. AXE H2O said it would give the city of Corpus Christi \u201cfirst right of approval refusal\u201d since the company\u2019s founders recognize that the Coastal Bend is on the precipice of a water crisis.<\/p>\n Would taxpayers pay for it?<\/p>\n The company further said that the billion-dollar water plant would have no up-front costs for Coastal Bend taxpayers<\/a>. Instead, the project will be privately funded through private debt and \u201cwater\u00a0offtake agreements\u201d \u2014 essentially, wholesale purchases from municipalities and industrial customers. Corpus Christi<\/a> would be able to purchase water from the company for $6.50 per 1,000 gallons.<\/p>\n Article continues below this ad<\/p>\n \u201cOur business approach is quite simple\u2026 We underpin our private financing so the city doesn\u2019t have to. It can treat it (purchasing water) solely as a capital operating expense, not a debt expense, not a bond issue,\u201d Olsen told the city council.<\/p>\n How desalination works<\/p>\n Campos, the engineer, said the plant would \u201csuck in\u201d as much as 338 million gallons of seawater per day in order to produce 150 million gallons of potable water. The desalination facility would also have its own electricity supply thanks to a 90-megawatt natural gas-powered power plant. The company also plans to extract precious metals during the desalination process, such as lithium, magnesium, strontium, bromide and salt, that can then be sold to help offset operational costs and thus drive down consumer costs.<\/p>\n Where would the AXE H2O desalination plant be located?<\/p>\n Right now, the desalination plant is still in the planning phases, with 30% of its design already complete, according to city officials. But thus far, there\u2019s no set location for its construction. Company officials proposed locating the desalination plant somewhere near the Barney\u00a0M. Davis power plant where the city is already exploring the possibility of building a desalination plant in conjunction with CPS Energy.\u00a0<\/p>\n Article continues below this ad<\/p>\n How soon could the AXE H2O desalination plant be operational?<\/p>\n Olsen said the plant could be up and running within 24 months of securing financing.<\/p>\n How do San Antonio and Austin factor into AXE H2O\u2019s desalination plans?<\/p>\n The company\u2019s plans extend beyond the Coastal Bend<\/a>. Recognizing that the entire state of Texas is facing critical water issues, AXE H2O is proposing building a second\u00a0SWRO desalination plant adjacent to the first that would produce an additional 150 million gallons per day.
