Corpus Christi<\/a> is preparing to ease key water-use restrictions even as the city continues operating under a declared drought response plan,<\/a> raising questions about how officials are balancing conservation demands with everyday water needs.<\/p>\n

City Manager Peter Zanoni announced Friday morning that the city is proposing significant changes to its Level 1 Water Emergency Plan, pending City Council approval on May 12.<\/p>\n

The move comes at a time when emergency conservation rules <\/a>are still technically in effect-but officials are now signaling a shift toward fewer restrictions.<\/p>\n

Under current rules, residents are limited to a 7,000 gallon monthly baseline, with usage cuts enforced once a 25 percent curtailment is triggered. At that point, households exceeding 5,250 gallons can face violations. The existing plan also includes a strict ban on washing any vehicles at home.<\/p>\n

The proposed revisions would loosen several of those core restrictions.<\/p>\n

Residents would be allowed to wash vehicles at home using a bucket, a notable rollback of one of the plan’s most visible prohibitions. Commercial car washes would also be permitted to operate under Level 1 conditions.<\/p>\n

The city is also proposing to raise the monthly baseline from 7,000 to 8,000 gallons, with the curtailment threshold increasing to 6,000 gallons during shortage periods.<\/p>\n

In a significant enforcement shift, officials say residential customers would no longer face fines for exceeding their water allocation, and the city would not shut off water service for overuse. Instead, Corpus Christi is exploring a new strategy focused on charging surcharges to high-volume users.<\/p>\n

Despite the loosening of household restrictions, some conservation measures remain in place. Landscaping irrigation violations would still be subject to fines, and outdoor watering rules are expected to remain tightly regulated.<\/p>\n

City officials say the adjustments are designed to better reflect actual household usage patterns while shifting enforcement toward heavier water consumers rather than average residents. A request for more information about the recommendation was not immediately returned.<\/p>\n

Still, the timing is likely to draw scrutiny as the city continues operating under emergency water management protocols.<\/p>\n

The City Council is expected to debate and vote on the proposed changes next week.<\/p>\n
