A Republican-backed spending package signed into law by Trump in July <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/world\/us\/how-republican-spending-bill-super-charges-immigration-enforcement-2025-07-02\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">devoted $170 billion<\/a> to immigration enforcement over a little more than four years, an unprecedented sum that could reshape operations.Nearly 2 million immigrants without legal status resided in Texas in 2023, according to <a data-testid=\"Link\" target=\"_blank\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.migrationpolicy.org\/sites\/default\/files\/publications\/mpi-unauthorized-immigrants-fact-sheet-2025_FINAL.pdf\" rel=\"noopener nofollow\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC link-module__with-icon__qlg76\">an estimate, opens new tab<\/a> published this month by the nonpartisan Migration Policy Institute. Only California had more, the report found.<\/p>\n<p>The 254 Texas counties all participate in an ICE partnership known as 287(g) that increases state and local law enforcement cooperation with federal immigration enforcement.<\/p>\n<p>ICE officers typically retrieve detainees from jails, but that work would be contracted out under the new plan. In September, <a data-testid=\"Link\" referrerpolicy=\"no-referrer-when-downgrade\" href=\"https:\/\/www.reuters.com\/world\/us\/second-detainee-dies-week-after-dallas-ice-shooting-2025-09-30\/\" class=\"text-module__text__0GDob text-module__inherit-color__PhuPF text-module__inherit-font__1P1hv text-module__inherit-size__EyiQW link-module__link__INqxZ link-module__underline_default__-okuC\" rel=\"nofollow noopener\" target=\"_blank\">two immigrant detainees<\/a> were killed and another injured when a sniper opened fire on an ICE facility in Dallas as the detainees were moved out of a vehicle, underscoring possible risks to the work.<\/p>\n<p>In a separate contracting notice, U.S. Customs and Border Protection on Wednesday sought input from companies for 30 to 40 construction projects.
