PASADENA, Texas \u2013 Pasadena ISD is considering school consolidations and possible campus closures as the district grapples with declining enrollment and mounting financial pressures, becoming the latest Houston-area district to weigh difficult cost-cutting measures amid changing student populations.<\/p>\n
In a statement to KPRC 2 News the district\u2019s chief of staff said school officials are reviewing staffing ratios and evaluating how facilities are being used in response to shrinking enrollment and rising operational expenses.<\/p>\n
\u201cPasadena ISD is committed to responsible stewardship of our resources and ensuring every student has access to a high-quality education,\u201d the statement said.<\/p>\n
District officials said any staffing reductions would be handled through attrition, meaning vacant positions may not be refilled rather than implementing layoffs.<\/p>\n
The district also acknowledged it is considering the consolidation or closure of some campuses, calling the process \u201cextremely difficult\u201d while emphasizing the need to maintain strong academic programs.<\/p>\n

Pasadena ISD joins a growing number of districts across the Houston region confronting similar financial realities. This year alone, HISD, Spring Branch ISD, and Fort Bend ISD have all discussed or implemented school consolidations and closures tied to enrollment declines and budget concerns.<\/p>\n
In Texas, state funding follows the student. Districts receive a base level of funding per student in average daily attendance, meaning when enrollment declines, revenue declines as well. When students transfer to charter schools, private schools or homeschooling, the associated state funding leaves the district with them.<\/p>\n
A recent analysis by the Baker Institute for Public Policy noted that maintaining under-utilized campuses can create significant financial strain, particularly as districts continue paying operational and maintenance costs for aging buildings that no longer serve as many students as they once did.<\/p>\n
Pasadena ISD officials said the district will continue updating the community as discussions move forward.<\/p>\n
