The water district has approved higher wastewater capital impact fees.<\/p>\n
During a Nueces County Water Control and Improvement District No. 4 Board of Directors meeting on Thursday, May 14, an amendment was unanimously passed to update the wastewater capital impact fees (CIF) that is levied on new construction.<\/p>\n
The new fees are set to take effect August 1.<\/p>\n
\u201cThe increase in capital impact fees allows the district to continue to allow development to fund itself instead of existing customers having to pay for infrastructure improvements required to support the growth,\u201d said Scott Mack, Nueces County WCID No. 4 manager.<\/p>\n
New developments in the area are charged the one-time CIF to help accommodate future growth in Port Aransas, which includes paying for sewer infrastructure expansion, treatment plans and other projects.<\/p>\n
Calculated from a gallons per day (GPD) rate of $9.57, the new fees will be based on meter size, broken down as follows:<\/p>\n
\u2022 $2,872 for \u00be-inch meters;<\/p>\n
\u2022 $4,796.24 for 1-inch meters;<\/p>\n
\u2022 $9,563.76 for 1.5-inch meters;<\/p>\n
\u2022 $15,307.76 for 2-inch meters;<\/p>\n
\u2022 $28,720 for 3-inch meters;<\/p>\n
\u2022 $47,876.24 for 4-inch meters;<\/p>\n
\u2022 $95,723.76 for 6-inch meters.<\/p>\n
As previously reported, the new rates will also be used to calculate capital impact fees imposed on commercial developments, including restaurants, hospitals, motel\/ hotels and more.<\/p>\n
New restaurants will see a one-time CIF charge of $315.81 per seat, based on the $9.57 GPD flow rate averaging 33 seats, whereas a motel or hotel will see a fee of $2,871 per unit (without kitchen), based on the $9.57 GPD flow rate averaging 300 units.<\/p>\n
The water district held a public hearing on the fee raise on Thursday, April 30, where only one business owner was present to address the board.<\/p>\n
This move represents the first time the water district has raised the wastewater CIF since 2017, which in turn was the first time the board had voted to do so since their inception in 1982, despite a clerical issue being discovered in 2022, leading to an increase at that time.<\/p>\n
When asked why now is the right time to again raise the CIF, Mack explained that the increase was prompted by the increase in construction prices.<\/p>\n
\u201cThe new wastewater treatment plant had an engineer\u2019s estimated cost of $9.6 million and an actual cost of $13.8 million,\u201d Mack said. \u201cLike everyone else, we are having to pay a higher cost too, for every improvement we make.\u201d<\/p>\n
The new facility will be located near the 5900 block of State Highway 361, near Port Aransas city limits. It will lie next to Corpus Christi Bay, about 1,000 feet west of the highway.<\/p>\n
