Many areas got even less than that, yet the city still turned into a complete mess.<\/p>\n<p data-start=\"237\" data-end=\"653\">I was out and about around 4:30 p.m., and the standing water was unbelievable. No, it wasn\u2019t exactly time to go fishing at the Office Depot parking lot, but honestly, it wasn\u2019t completely out of the question either. Looking out the window of my truck, the water appeared to be more than six inches deep in spots. Keep in mind, this wasn\u2019t even some violent downpour. It was mostly just a steady light-to-medium rain.<\/p>\n<p>We\u2019ve Seen This Before<\/p>\n<p data-start=\"682\" data-end=\"754\">The scary part is that we are woefully unprepared for a truly big storm.<\/p>\n<p data-start=\"756\" data-end=\"994\">We\u2019ve already seen what can happen. As recently as last year, cars were stranded and nearly underwater in parts of town. Go back to 2015 and Lubbock received 4.64 inches of rain, causing major flooding in neighborhoods near the mall area.<\/p>\n<p data-start=\"996\" data-end=\"1129\">These aren\u2019t surprise events anymore. We\u2019ve been given warning signs over and over again, yet nothing ever seems to happen afterward.<\/p>\n<p>What Exactly Is The Storm Water Fee Doing?<\/p>\n<p data-start=\"1178\" data-end=\"1336\">At the same time, residents are charged a \u201cstorm water fee,\u201d which honestly sounds a little questionable when you look around after even a moderate rainstorm.<\/p>\n<p data-start=\"1338\" data-end=\"1598\">The basic idea is that storm water is supposed to follow roads and drainage routes into the playa lakes. The problem is, storm water doesn\u2019t exactly listen to directions. Water pools where it wants to pool, and many streets around town simply cannot handle it.<\/p>\n<p data-start=\"1600\" data-end=\"1708\">So people end up paying for what feels less like a true drainage system and more like a \u201cconcept of a plan.\u201d<\/p>\n<p>Lubbock\u2019s Flooding Problem Isn\u2019t Going Away<\/p>\n<p data-start=\"1758\" data-end=\"1934\">It\u2019s easy to ignore these problems because heavy rain doesn\u2019t happen often here.
