Her appointment marks a historic moment for TXDOT as she&#8217;s the first woman in the position and the 12th engineer for the district overall.\u00a0<\/p>\n<p>Francis is a Plainview area native. She is a graduate of Floydada (per the<a href=\"https:\/\/www.floydcountyrecord.com\/2026\/06\/04\/floydada-graduate-kylan-francis-sanders-named-first-female-txdot-lubbock-district-engineer\/\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\"> Floyd County Record<\/a>) and began her career with TXDOT in its Plainview Area office in 2005, according to a news release shared by the company. Francis is a graduate of Texas Tech University with degrees in civil engineering and architecture. She earned her Professional Engineer license in May 2011.\u00a0<\/p>\n<p>Director of Transportation, Planning and Development and Deputy District Engineer, a role she was promoted to in 2025,\u00a0are just a couple of roles she&#8217;s held within the company through the years. She is also credited with spearheading the Loop 88 project in Lubbock County, according to the news release.\u00a0<\/p>\n<p>In her new role, Francis is in charge of roadway maintenance, construction developments and transportation initiatives throughout the South Plains.
