Pool\/The Dallas Morning News<\/p>\n<p>PLANO \u2014 Long before the <a href=\"https:\/\/www.dallasnews.com\/sports\/stars\/article\/dallas-stars-arena-plano-willow-bend-mall-22204289.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">Dallas Stars emerged as a potential tenant<\/a>, The Shops at Willow Bend was already searching for a new future.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/cdn-channels-pixel.ex.co\/events\/0012000001fxZm9AAE?integrationType=DEFAULT&amp;template=design%2Farticle%2Fplatypus_two_column.tpl\" alt=\"\" class=\"x1px y1px vh abs\" aria-hidden=\"true\" width=\"1\" height=\"1\"\/><\/p>\n<p><a href=\"https:\/\/www.dallasnews.com\/news\/2025\/10\/31\/what-to-know-about-planos-shops-at-willow-bend-dallas-stars-potential-new-arena-site\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">The 1.4-million-square-foot mall<\/a>, the last enclosed mall built in Texas, opened in 2001. But despite hundreds of millions of dollars spent by previous owners, the property struggled to attract enough shoppers and stores.<\/p>\n<p>The most recent redevelopment plans called for transforming the site into a mixed-use project with less retail space, but the mall&#8217;s challenges only intensified in recent years.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>The\u00a0Neiman Marcus department store at the property is scheduled to close by the beginning of 2027. Another anchor, Macy&#8217;s, backed out of the mall last year, and Dillard&#8217;s closed earlier this year.<\/p>\n<p>By the time Dallas-based Centennial Real Estate became involved in the property through its\u00a0<a href=\"https:\/\/www.dallasnews.com\/business\/retail\/2022\/05\/04\/planos-shops-at-willow-bend-has-new-owners-who-say-it-was-too-big-the-day-it-opened\/\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">2022 acquisition<\/a>, the question was no longer how to revive the mall, but what would replace it.<\/p>\n<p>Steven Levin, founder and outgoing CEO of Centennial, said he and business partner Bill\u00a0Cawley were discussing the site&#8217;s future when a meeting with Dallas Stars team president and CEO Brad Alberts changed their thinking.<\/p>\n<p>\u201cAfter this conversation, in my mind, I went back and thought there really isn&#8217;t anything more dynamic and better as an anchor than a sports anchor of the caliber of the Dallas Stars and the\u00a0NHL,\u201d Levin said.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cThat became really one of one to us.\u201d<\/p>\n<p>Levin said the idea offered an opportunity to do something unique in North Texas.<\/p>\n<p>\u201cWe weren&#8217;t going to do something that was just like other projects that were out there,\u201d he said. \u201cThere is no sports-anchored mixed-use development in Dallas-Fort Worth. This is an opportunity to do something that is absolutely unparalleled.\u201d<\/p>\n<p><img alt=\"A rendering for the proposed new development for the planned Dallas Stars arena and entertainment complex.\u00a0\" loading=\"lazy\"   style=\"aspect-ratio:16 \/ 9\" class=\"x100 y100 opc bgpc ofcv bgscv block bg-gray200 mnh0px fill\"\/><\/p>\n<p>A rendering for the proposed new development for the planned Dallas Stars arena and entertainment complex.\u00a0<\/p>\n<p>Courtesy of Centennial<\/p>\n<p>Under the proposal, which saw a $700 million public funding\u00a0plan <a href=\"https:\/\/www.dallasnews.com\/news\/article\/plano-council-votes-dallas-stars-funding-22293341.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">unanimously approved Monday night by\u00a0Plano city council<\/a>, a new Stars arena would anchor a roughly $3 billion mixed-use district on about 90 acres at the former mall site.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>The project would combine the arena with other surrounding development, creating what project leaders envision as a long-term destination rather than a standalone sports venue.<\/p>\n<p>The ownership structure also differs from a traditional arena project. Under the proposed agreements, the city would own the site and the arena, and enter into an initial 30-year lease agreement with the team. The terms are to be negotiated, according to city documents.<\/p>\n<p>As for the area&#8217;s surrounding development, Stars owner Tom Gaglardi will become a co-owner\u00a0alongside Levin and Cawley. Gaglardi&#8217;s real estate development company, Northland Properties, will participate.\u00a0<\/p>\n<p>Centennial will manage the real estate outside the arena, while Waterfall Asset Management is serving as a financial partner.<\/p>\n<p class=\"MM_onlineOnly\" title=\"CCI Online Only\">RELATED: <a href=\"https:\/\/www.dallasnews.com\/news\/article\/dallas-stars-new-arena-look-22294796.php\" data-link=\"native\" class=\"\" rel=\"nofollow noopener\" target=\"_blank\">First look at Stars&#8217; new $3 billion\u00a0Plano arena district<\/a><\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cIt\u2019s going to be very collaborative,\u201d Levin said. \u201cIt has to feel like it is one integrated, well-thought-out, well-designed project. That&#8217;s why it&#8217;s important for Northland to be a part of it and for us to work together.\u201d<\/p>\n<p>The physical transformation of Willow Bend would be extensive.<\/p>\n<p>According to city documents, the property owner has proposed demolishing the mall&#8217;s inline retail space, theater,\u00a0Dillard&#8217;s building and Crayola building as part of the redevelopment effort.<\/p>\n<p>The project is still in its early stages.
