HOUSTON – Texas Republicans on Saturday approved a package of policy priorities that includes stricter voting laws, proof of citizenship requirements, limits on mail ballots and an end to the state’s open primary system.

The document delegates adopted at the state GOP convention carries no force of law but lays out the party’s vision for state government, the Legislature and beyond. Here are key portions:

Require proof of U.S. citizenship to register to vote, English-only ballots and a Texas-issued photo ID for every voter. Limit mail voting to people with disabilities, military members and Texans who are out of state, ending eligibility for most voters 65 and older. Replace Texas’ open primary system with party registration, requiring voters to register with a party before participating in that party’s primary.

Declare Shariah law incompatible with the U.S. and Texas constitutions and impose criminal penalties for efforts to implement it. Shariah is a body of Islamic religious principles that guides many Muslims’ religious and personal lives.

Strengthen abortion restrictions, crack down on abortion pill trafficking and oppose practices such as IVF and commercial surrogacy. Hold officials accountable for failing to enforce anti-abortion laws.

Oppose efforts to validate transgender identity. Restrict gender-affirming care and extend limits on medical and mental health interventions for transgender Texans through age 26.

Oppose legalizing recreational marijuana while expanding opportunities for treatment before penalties for illegal possession or use.

Ban local governments from using public funds to hire lobbyists or outside firms to advocate on their behalf.
