{"id":359725,"date":"2026-07-03T08:43:25","date_gmt":"2026-07-03T08:43:25","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/359725\/"},"modified":"2026-07-03T08:43:25","modified_gmt":"2026-07-03T08:43:25","slug":"proposed-texas-ai-power-plants-could-emit-287-million-tons-of-greenhouse-gases-annually-report-says","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/359725\/","title":{"rendered":"Proposed Texas AI power plants could emit 287 million tons of greenhouse gases annually, report says"},"content":{"rendered":"<p>Texas is poised to become the nation&#8217;s leader in natural gas power plants built specifically to serve artificial intelligence data centers \u2014 a move that could lead to the release of hundreds of millions of tons of greenhouse gases, according to a new environmental report.<\/p>\n<p>The report, <a href=\"https:\/\/environmentalintegrity.org\/wp-content\/uploads\/2026\/06\/EIP_Report_ThePowerBehindAI_7.1.26.pdf\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">released Wednesday by the Environmental Integrity Project<\/a>, identified 32 proposed gas-fired power plants in Texas, the largest concentration in any state, as technology companies race to meet growing electricity demand from generative artificial intelligence.<\/p>\n<p>Researchers estimate the projects could collectively emit more than <a href=\"https:\/\/environmentalintegrity.org\/wp-content\/uploads\/2026\/06\/2026.05.14_BTM-Gas-Power-Plants.xlsx\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">287 million tons of greenhouse gases each year<\/a>, along with thousands of tons of particulate matter, nitrogen oxides and other pollutants linked to respiratory illness.<\/p>\n<p>\u201cIt makes no sense for a technology of the future to be powered by the dirty fossil fuels of the past,&#8221; said Jen Duggan, executive director of the Environmental Integrity Project.<\/p>\n<p>She added that communities should have &#8220;a right to transparency and public hearings&#8221; before projects move forward.<\/p>\n<p>The study examined 74 proposed gas plants nationwide that would operate behind the meter, meaning they would directly power data centers rather than send electricity onto the broader grid.<\/p>\n<p>Texas accounts for nearly half of those projects.<\/p>\n<p>Researchers compiled a list of proposed behind-the-meter natural gas power plants associated with Al data centers using public records, company announcements, permit applications and industry reports.<\/p>\n<p>They then estimated each facility&#8217;s annual emissions based on its proposed generating capacity, projected operating hours and U.S. Environmental Protection Agency emissions factors.<\/p>\n<p>The report points to several of the state&#8217;s largest planned facilities \u2014 including<a href=\"https:\/\/fermiamerica.com\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\"> Project Matador near Amarillo<\/a>, the <a href=\"https:\/\/www.pacificoenergy.com\/gw-ranch\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">GW Ranch Energy Center<\/a>, the <a href=\"https:\/\/investors.comstockresources.com\/news-releases\/news-release-details\/comstock-resources-inc-announces-selection-western-haynesville\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">Texas Power Generation Hub<\/a>, the <a href=\"https:\/\/fopermian.com\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">FO Permian Partners Data Center Complex<\/a> and the <a href=\"https:\/\/hubbarddatacenter.com\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">Nexus Data Center Hubbard Power Plant<\/a>.<\/p>\n<p>Several rank among the nation&#8217;s highest-projected emitters of greenhouse gases and other air pollutants.<\/p>\n<p>    <img decoding=\"async\" class=\"Image\" alt=\"\"  width=\"880\" height=\"520\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us-tx\/wp-content\/uploads\/2026\/07\/1783068205_335_.png\"\/><\/p>\n<p>Courtesy<\/p>\n<p>\/<\/p>\n<p>Environmental Integrity Project <\/p>\n<p>Researchers say Project Matador alone could release more than 40 million tons of greenhouse gases per year, placing it among the largest proposed emitters in the country.<\/p>\n<p>Many proposed facilities are planned in communities already facing health disparities, the report found.<\/p>\n<p><a href=\"https:\/\/environmentalintegrity.org\/wp-content\/uploads\/2026\/06\/2026.05.14_BTM-Gas-Power-Plants.xlsx\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">According to the Environmental Integrity Project,<\/a> nearly 90% of proposed gas plants nationwide are located in counties with life expectancies below the national average, while 40% of residents living within three miles of the projects are in low-income households.<\/p>\n<p>At least 188 schools are located within three miles of proposed plants.<\/p>\n<p>Texas organizer Kendra Seawright, with Panhandle 1st Coalition, said residents near the proposed Project Matador development worry about the project&#8217;s impact on air quality and public health.<\/p>\n<p>&#8220;What is the point of winning the Al race if it costs the lives of the people you&#8217;re supposed to protect?&#8221; Seawright said. &#8220;The air pollution from the 11 gigawatts of natural gas power planned for the Matador project is putting the health of Texans on a back burner to prioritize big tech&#8217;s Al scheme.&#8221;<\/p>\n<p>The report also raised concerns about water use.<\/p>\n<p><a href=\"https:\/\/www.npr.org\/2025\/05\/07\/1249592906\/energy-water-ai-climate-tech\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">Large Al data centers can consume millions of gallons of water each day<\/a>, and <a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=56820\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">natural gas plants often require additional water<\/a> for cooling and electricity generation. That could become increasingly problematic in drought-prone areas of West Texas.<\/p>\n<p>Griffin Bird, the report&#8217;s lead author, said communities deserve a greater role in decisions surrounding new projects.<\/p>\n<p>&#8220;Local communities should have a say in whether data centers and their power plants are built in their backyards,&#8221; Bird said during a call with reporters, arguing public review should not be rushed.<\/p>\n<p>Texas already ranks among the nation&#8217;s leaders in operating and planned data centers because of abundant land, existing natural gas infrastructure and state incentives aimed at attracting development. That&#8217;s in part due to programs like the <a href=\"https:\/\/www.law.cornell.edu\/regulations\/texas\/16-Tex-Admin-Code-SS-25-510\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">Texas Energy Fund<\/a>, which can provide financial support for qualifying gas-fired generation projects connected to the ERCOT grid.<\/p>\n<p>To support the growth of data centers, additional power generation is necessary to meet soaring electricity demand driven by Al, cloud computing and digital infrastructure.<\/p>\n<p>The Environmental Integrity Project said those facilities should instead rely more heavily on <a href=\"https:\/\/www.energy.gov\/oe\/clean-energy-resources-meet-data-center-electricity-demand\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">renewable energy<\/a>, battery storage and cleaner technologies while maintaining public oversight of permitting decisions. Renewables like solar and wind are also easier to expand than coal and natural gas plants, Bird said.<\/p>\n<p>&#8220;There is no limit on how much solar can scale up,&#8221; Bird said. &#8220;And it can scale a lot quicker than a lot of the gas-fired power plants that are being proposed.&#8221;<\/p>\n<p>Emmanuel Rivas Valenzuela is KERA&#8217;s breaking news reporter.
