But it wasn\u2019t hard work. Victims had already done much of the investigative work, compiling\u00a0<a href=\"https:\/\/www.dallasnews.com\/news\/watchdog\/article\/roofer-fraud-texas-22195784.php\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\">a detailed spreadsheet<\/a> listing dozens of homeowners, how they were deceived and exactly how much money they lost. Still, the A.G.\u2019s lawsuit sheds light on how roofer Gilad Rubinsky allegedly deceived so many victims.<\/p>\n<p>By last count on that infamous spreadsheet the victims compiled, there are<a href=\"https:\/\/www.dallasnews.com\/news\/watchdog\/article\/rubinsky-roofing-victims-use-whatsapp-22234547.php\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\"> 42 victims<\/a> who lost a collective total of half a million dollars.<\/p>\n<p>There\u2019s probably more, group leaders say.<\/p>\n<p>&#8216;Grumpy&#8217;<\/p>\n<p>Gilad Rubinsky carried the nickname of \u201cGrumpy\u201d\u00a0\u2014 based on his demeanor at professional poker tables he frequented. Chris Coles, a poker player, said the nickname fits his personality. \u00a0Coles says he watched Rubinsky lose a lot of money playing poker. \u00a0He surmises that\u2019s where a good portion of the victims\u2019 money went.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Still,\u00a0Coles made the mistake of hiring Rubinsky to do his roof job. He says he lost $38,651.<\/p>\n<p>Before I share the latest details on how this man plied his trade, I want to remind you how easy it is to get ripped off in the crooked roofing industry in the Lone Scam State.<\/p>\n<p>For more than 20 years, The Watchdog has dreamed the impossible dream that the state would provide oversight and protect Texans from this scourge.<\/p>\n<p>Yet\u00a0Gov. Greg Abbott and state <a href=\"https:\/\/www.dallasnews.com\/news\/watchdog\/2019\/06\/07\/why-the-texas-roofers-registration-bill-died-in-a-hailstorm-of-no-votes-from-both-parties\/\" data-link=\"native\" rel=\"noopener nofollow\" target=\"_blank\" class=\"\">lawmakers have refused<\/a> to create either a licensing or registration system for roofers to make it a lot harder to take the money and run.<\/p>\n<p>Aggressive tactics<\/p>\n<p>Rubinsky, according to court documents, was a master of this. According to the A.G.\u2019s lawsuit, Rubinsky\u2019s tool kit contained repeated phone calls and text messages to pressure homeowners into signing contracts.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>Sometimes he\u2019d pressure prospects into signing and they wouldn\u2019t. But then he\u2019d act like they did,\u00a0texted them \u201cat all hours\u201d and demanded money.<br \/>On one occasion, a \u201csalesperson refused repeated requests to leave, and the consumer threatened to call 911 before the salesperson finally departed.\u201d<\/p>\n<p>Delays and excuses<\/p>\n<p>He\u2019d delay and delay. For one customer who had already paid, he promised to do the job in August, then September, October, November and December. The work was never done.<\/p>\n<p>Excuses he used were bad weather, unavailable crews, injuries on other jobs and promises of a date to be set soon.<\/p>\n<p>Eventually, calls and texts would go unanswered.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>What\u2019s next?<\/p>\n<p>Victims report that the U.S. Attorney\u2018s Office has issued about 30 subpoenas. The feds appear ready to jump on the case. The FBI declined to comment.<\/p>\n<p>Victims told me they fear they won\u2019t recover any of their money. They say they are hoping that at least he\u2019ll get some jail time.<\/p>\n<p>I was unable to reach\u00a0Rubinsky.<\/p>\n<p>But I did hear his voice on a recording played for me by a customer.<\/p>\n<p class=\"uiTextSmall f aic jcc\">Article continues below this ad<\/p>\n<p>\u201cNo one in this country understands roofing and the process better than I do,\u201d he said. \u201cMy goal is always to build quickly because that\u2019s how I make money. That\u2019s how I make my customers happy.\u201d<\/p>\n<p>It now appears the legal system will decide his fate.
