{"id":366223,"date":"2026-07-09T02:14:08","date_gmt":"2026-07-09T02:14:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/366223\/"},"modified":"2026-07-09T02:14:08","modified_gmt":"2026-07-09T02:14:08","slug":"women-share-surrogacy-stories-as-texas-lawmakers-weigh-new-regulations","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/366223\/","title":{"rendered":"Women share surrogacy stories as Texas lawmakers weigh new regulations"},"content":{"rendered":"<p>AUSTIN, Texas \u2014 A Texas Senate committee hearing Wednesday centered on examining the potential exploitation of surrogacy in Texas and was met with mixed responses as women shared personal stories with lawmakers.<\/p>\n<p>The Senate Committee on Health and Human Services took up an<a href=\"https:\/\/senate.texas.gov\/cmte.php?c=610\" target=\"_blank\" rel=\"nofollow noopener\"> interim charge<\/a> from Lt. Gov. Dan Patrick, which asked state senators to, &#8220;examine the unethical and foreign interests exploiting the surrogacy and fertility industries in Texas.&#8221;<\/p>\n<p>Public testimony included women who have had children through surrogacy.<\/p>\n<p>&#8220;When I look at my son, I see the greatest blessing in my life. A deeply loved, little Texas boy whose life was made possible through ethical gestational surrogacy,&#8221; Miriam Shahab told lawmakers during a public comment period on Wednesday.<\/p>\n<p>Shahab explained she and her husband used surrogacy after learning she would be unable to carry a child herself. <\/p>\n<p>Women who served as surrogates themselves also shared stories about why they chose to do so, and urged lawmakers to consider the impacts of any future regulation.<\/p>\n<p>&#8220;I am here because I watched my sister struggle with infertility for years,&#8221; Whitney Scheibner, a gestational surrogate, told lawmakers. &#8220;I ask that any future legislation be narrowly tailored to address exploitation while preserving access to safe, ethical fertility treatment.&#8221;<\/p>\n<p>Another former surrogate, Christian Ross, shared a much different experience with the committee. She explained that after contracting with a surrogacy agency in California, she became pregnant with a donor embryo belonging to a foreign couple. She said she was misled about who the couple was, however, and the child ended up in the foster care system in England.<\/p>\n<p>&#8220;It ruined my life, and likely, that baby&#8217;s life as well,&#8221; Ross said.<\/p>\n<p>The<a href=\"https:\/\/convention.texasgop.org\/wp-content\/themes\/hub-child\/documents\/convention-2026\/2026-permanent-committee-report-full.pdf\" target=\"_blank\" rel=\"nofollow noopener\"> 2026 Texas GOP platform<\/a> includes language supporting a ban on people outside of the U.S. contracting with Texas surrogates. <\/p>\n<p>&#8220;We support a ban on contract surrogacy involving foreign nationals, which may involve a form of trafficking and may lead to claims of citizenship,&#8221; the platform reads.<\/p>\n<p>Data shared by the Department of State Health Services on Wednesday shows a total of 657 births via surrogacy in 2025 in Texas. Among those, a representative from the Texas Department of Family and Protective Services told committee members that there were two cases last year of reported abuse or neglect by foreign nationals related to children conceived through surrogacy.<\/p>\n<p>Lori Anderson, a surrogacy attorney based in Austin told lawmakers she had not seen any evidence of her international clients ever using surrogacy in Texas for the purpose of obtaining U.S. citizenship for their child.<\/p>\n<p>&#8220;Without exception, all of my international parent clients returned immediately to their home countries with their newborn, excited to share with their extended families,&#8221; she said.<\/p>\n<p>A <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2026\/905\/BillText\/er\/PDF\" target=\"_blank\" rel=\"nofollow noopener\">law passed by the Florida legislature<\/a> this year prohibits entering into surrogacy contracts in which any party is from a &#8220;foreign country of concern,&#8221; which includes countries like China, Iran and North Korea.<\/p>\n<p>Information and testimony collected during Wednesday&#8217;s hearing can be used to influence legislation when Texas lawmakers return in January 2027 for the next legislative session.<\/p>\n","protected":false},"excerpt":{"rendered":"AUSTIN, Texas \u2014 A Texas Senate committee hearing Wednesday centered on examining the potential exploitation of surrogacy in&hellip;\n","protected":false},"author":2,"featured_media":366224,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[6],"tags":[27,29,28],"class_list":["post-366223","post","type-post","status-publish","format-standard","has-post-thumbnail","category-texas","tag-texas","tag-texas-headlines","tag-texas-news"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/posts\/366223","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/comments?post=366223"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/posts\/366223\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/media\/366224"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/media?parent=366223"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/categories?post=366223"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-tx\/wp-json\/wp\/v2\/tags?post=366223"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
