A Garland man accused in a sweeping North Texas cellphone trafficking conspiracy arrived in Texas from Qatar on Friday after federal prosecutors said he fled the United States for Pakistan while on pretrial release.<\/p>\n
A federal grand jury charged Abdullah Anwar, 28, with conspiracy to transport stolen property in interstate and foreign commerce, conspiracy to commit mail fraud, conspiracy to commit wire fraud, and money laundering, according<\/a> to the U.S. Attorney\u2019s Office for the Eastern District of Texas.<\/p>\n Authorities arrested Anwar in Qatar. The Justice Department\u2019s Office of International Affairs secured his extradition, and he arrived in Texas on July 10. He remains in custody in Collin County.<\/p>\n Federal officials identified Anwar as a Rowlett resident when they announced the charges in 2021. Friday\u2019s release described him as a Garland man.<\/p>\n Case expanded to 112 defendants<\/p>\n A federal grand jury originally charged Anwar alongside 100 other people in an August 2021 superseding indictment<\/a> connected to an investigation called \u201cOperation Cash Out.\u201d The Justice Department\u2019s current case page lists 112 defendants<\/a>.<\/p>\n Prosecutors allege the multi-layered organization included runners, suppliers, device traffickers, and exporters. Members allegedly acquired cellphones, tablets, laptops, and smart watches through robberies, identity theft, and other fraud schemes before exporting the devices for resale.<\/p>\n The 2021 indictment alleged that members committed or attempted 23 armed takeover-style robberies at AT&T, T-Mobile, and Verizon stores in Dallas, Garland, Fort Worth, Arlington, and other cities. Friday\u2019s release does not charge Anwar with participating in those robberies.<\/p>\n Prosecutors alleged that the organization sold nearly $100 million in products to foreign importers, acquired approximately 20,000 devices through identity theft, and caused estimated losses exceeding $42 million.<\/p>\n An April 2025 Justice Department status chart<\/a> showed 81 defendants with guilty dispositions or sentences, 26 cases pending trial, and five defendants whose charges had been dismissed. The chart listed Anwar among the defendants awaiting trial.<\/p>\n FBI cites broader loss figure<\/p>\n FBI Director Kash Patel said Anwar \u201cis allegedly part of a money laundering network that has been linked to over $1 billion in losses over a 5-year span.\u201d<\/p>\n The $1 billion figure exceeds the loss totals contained in the Justice Department\u2019s 2021 Operation Cash Out release. Federal officials did not explain in Friday\u2019s announcement how the FBI calculated the broader figure or how much of the alleged loss prosecutors attribute directly to Anwar.<\/p>\n Federal prosecutors said the case is part of the Homeland Security Task Force initiative, which Executive Order 14159 established to coordinate investigations involving criminal cartels, foreign gangs, and transnational criminal organizations. A South Texas branch of the initiative previously targeted international criminal networks, as reported<\/a> by The Dallas Express.<\/p>\n An indictment does not establish guilt.
