The Twilight Zone
\u201cIn corpus Christi Texas wave been chasing folks. says Dolcefino.
\u201cI\u2019m lying?\u201d said George Holland.
\u201cYou\u2019re lying because you\u2019re getting paid.\u201d said Wayne.
\u201cThet\u2019s why I\u2019m lying.\u201d said Holland.
\u201cThat was the auditor,\u201d said Holland.

\u201cThe city attorney.\u201d said Dolcefino.
\u201cNow it\u2019s the city manager on the hot seat.\u201d said Dolcefino.
\u201cIt\u2019s gone poof its gone poof.\u201d said Dolcefino.
\u201cThey look like clowns. it\u2019s a clown show.\u201d said Dolcefino.
\u201cThis is the dimension of imagination\u201d said Dolcefino.
\u201cThe mayor calls it a modern-day twilight zone.\u201d said Wayne.
\u201cOpen you unlock this door with the key to imagination\u2026 another dimension\u201d
\u201cIt\u2019s unbelievable.\u201d said Wayne.
\u201cStandup the corpus Christi cathedral is where folks around here come for a sense of renewal. and it is what city planners are hoping the Homewood suites would do for this section of corpus,\u201d said Wayne.
\u201cThe hotel replaced buildings that used to be home to vagrants\u2026 new business for lucy\u2019s coffee shop and the beer drinkers at the executive surf club on north chaparral street.\u201d said Wayne.
\u201cWe\u2019re certain we are getting every bit of the traffic for everyone that stays here.\u201d said Wayne.
\u201cGood news\u2026 but not to this guy\u2026 Ajit David\u2026 Homewood\u2019s biggest competitor.\u201d said Wayne.
\u201cI sued the city after city staff investigated and told me and council and testified that this was a scheme to procure tax dollars the word scheme was not my words.\u201d said Wayne.
\u201cThe only problem with that narrative is that it is simply untrue\u201d said Dolcefino.
\u201cHe must feel that downtown corpus Christi is only big enough for one hotel\u201d said Dolcefino.
\u201cAnd it all involved one single document\u2026 the dates on a FEMA press release were covered up with text boxes.\u201d said Wayne.
\u201cThe FBI the Texas rangers said there was no crime\u2026 so did the cities outside lawyers.\u201d said Wayne.
\u201cIt\u2019s a formatting error there was no intention to deceive anybody,\u201d said Mr. Martinez.
\u201cBut council has refused to accept that it was an honest mistake\u2026 they voted the Homewood suites folks violated their contract.\u201d said Wayne.
\u201cThis was one of twilight zone\u2019s best episodes\u2026 nightmare at 20,000 feet\u2026\u201d said Wayne.
\u201cA young William Shatner seeing a monster on the wing..\u201d said Wayne.
\u201cWe\u2019ve been exposing the nightmare at corpus Christi city hall.\u201d said Wayne.
\u201cI thought I saw something out there\u201d
\u201cBut the city\u2019s economic board has now sent a very clear message.\u201d says Dolcefino.
\u201cApproving the two-million-dollar tax incentive again\u2026 with a resolution that told city council their narrative was false.\u201d said Dolcefino.
\u201cNo supporting facts\u2026 and warned council not to interfere again\u2026 warning council was creating \u201csubstantial barriers to business and economic development\u201d harming the city\u2019s reputation.\u201d said Wayne.
\u201cThere is a man out there what\u201d

\u201cWe checked in to the new hotel on our latest trip to corpus.\u201d said Wayne.
\u201cI am not imagining it,\u201d said Wayne.
\u201cAnd before your conspiracy freaks jump in\u2026 we paid full price\u2026 here\u2019s the bill.\u201d said Wayne.
\u201cI\u2019ve looked at this pretty hard.\u201d said Wayne
\u201cYeah.\u201d said Zanoni
\u201cI do not understand for the life of me on what basis would these guys hide something when they have emails, they were working with the city.\u201d said Wayne
\u201cWe didn\u2019t get these new records from the city of corpus Christi. they\u2019ve been illegally trying to keep so many records from you through ridiculous cost estimates.\u201d said Wayne.
\u201cThe city wants to charge us ten thousand dollars to look at some phone records.\u201d said Dolcefino.
\u201cSeems the city wants to get sued.\u201d said Dolcefino.
\u201cWe got these important documents from these guys\u2026 the frustrated developers of the new hotel.\u201d said Dolcefino.
\u201cWe\u2019re the ones that have to live with this bullshit every day,\u201d said Wayne.
\u201cAnd these documents prove hotels developers were working for months with city staff on the new flood rules\u2026,\u201d said Wayne.
\u201cLong before they first asked for the tax incentives in September of 2023.\u201d said Wayne.
\u201cEmails with city employees in development services\u2026,\u201d said Wayne.
\u201cThey report to the city manager\u2026 how could Zanoni have investigated and not know that?\u201d said Wayne.
\u201cWere you aware of all the communications with city staff\u2026,\u201d said Wayne
\u201cNot so much no,\u201d said Wayne.
\u201cInternal company records we were given show developers were first told by the city of possible flood prevention issues in early February of 2o23. that is what Homewood architect Phillip Ramirez swore under oath.\u201d says Wayne.
\u201cI go back to the first time we were made aware that preliminary or not was that the property fell in flood zone was that February meeting with the city\u201d says Wayne.
\u201cThe records confirm elevate engaged an engineer to find out whether the hotel would be in the new flood plain.\u201d said Wayne.
\u201cInternally they thought it was likely.\u201d says Wayne.
\u201cI\u2019ll entertain a motion to approve item number 21,\u201d said the judge.
\u201cCity council had voted on the new feme rules in October of 2022 in a single reading\u2026 trying to avoid losing federal flood insurance.\u201d says Wayne.
\u201cMaybe the developers didn\u2019t read the paper the next day\u2026 is that a crime too?\u201d said Wayne.
\u201cHe is out there don\u2019t look\u201d
\u201cAfter the meeting with the city three months later the engineer figured out a potential fix\u2026 floodwalls\u2026 but elevate was asking for clarification from the city to make sure they could get their permit with that design\u2026 emails from April of 2023 prove that.\u201d said Wayne.
\u201cEven the city\u2019s floodplain manager at the time\u2026 Kathleen Chapa\u2026 wasn\u2019t sure what the new rules meant.\u201d says Wayne.
\u201cLook at this email from May of 2023 she sent to feme.\u201d said Wayne.
\u201cIt is my first flood proofing project and want to make sure i get it right\u201d said Wayne.
\u201cIt explains why the hotel developers couldn\u2019t figure out how much extra it was all going to cost\u2026 in the end it didn\u2019t matter to the type b board.\u201d said Wayne.
\u201cIt was no secret\u2026 they didn\u2019t want to set a precedent\u2026 pay for their flood proofing costs and everyone else would want the same deal\u2026 makes sense.\u201d says Wayne.
\u201cThe reason the board agreed that this was a worthwhile project is not because of all the feme flood plain requirements but because we saw this as a capstone project in the downtown area to spur other development,\u201d said Olivari.
\u201cThe city manager was sitting right there\u2026 he knows that.\u201d says Wayne.
\u201cThe other big allegation was that the developers of the Homewood suites knew long before they said they did about the flood plain change\u2026 that\u2019s why they covered up the date on the slide\u2026 got it\u201d says Wayne.
\u201cAt our request developers showed us internal minutes from their team meetings\u2026 not a mention of a floodplain issue once.\u201d said Wayne.
\u201cWhy would there be\u2026 it was the first new construction downtown in a long time.\u201d says Wayne.
\u201cAnd it doesn\u2019t matter because it was long before they asked for the tax incentives.\u201d said Wayne.
\u201cWhich brings us back to the city manager\u2026 he\u2019s compromised.\u201d said Wayne.
\u201cWe already knew from a p-card audit Zanoni had been wined and dined by Ajit.\u201d said Wayne.
\u201cThat he flew on Raju bhagat\u2019s plane\u2026 Ajit\u2019s partner\u2026 to help them fix a permit problem in another hotel development in Austin.\u201d said Wayne.
\u201cThat\u2019s why the timeline is so important here\u2026 why it raises so many ethics questions\u2026 why we\u2019ve said so many public officials\u2019 relationships with Ajit David and his lawyer Doug Allison is what really needs to be investigated.\u201d said Wayne
\u201cAjit first complained to the city auditor in august of 2024\u2026 filed a lawsuit days later.\u201d said Wayne.
\u201cBut it was a full year later when the auditor issued this memo to city council.\u201d said Wayne
\u201cIt was august 21, 2025\u2026 a day earlier George holland had returned to work after being punished for mistreating employees.\u201d says Wayne.
\u201cHis lawyer was Doug Allison\u2026 Ajit\u2019s lawyer\u2026 city council has refused to investigate whether Allison provided the legal help for free\u2026 possibly in exchange for that memo.\u201d says Wayne.
\u201cSince Doug Allison likes to quote criminal statutes how about these bribery and corrupt influence\u2026 abuse of office.\u201d said Wayne.
\u201cWe want to see the supporting documents that gave holland the right to even suggest this was fraud. and not an honest mistake.\u201d said Wayne.
\u201cWe know one thing\u2026 the auditor\u2019s investigation was horribly one sided.\u201d said Wayne.
\u201cThe auditor never called before he Didi his report.\u201d said Ramirez.
\u201cno one seems to have a report detailing the investigation that led the auditor to spark so much drama\u2026 to this day the city manager has never bothered to even ask to see it.\u201d said Wayne.
\u201cno one\u2019s ever asked to see the actual work that they did to come up with that conclusion doesn\u2019t that seem odd.\u201d said Wayne.
\u201cThere is a man out there\u201d says William Shatner.
\u201cBut there\u2019s something else that should tell you Doug Allison and the auditor were clearly teaming up.\u201d said Wayne.
\u201cAugust 20th, 2025, was the day Homewood suites architect Philip Ramirez was put under oath in the lawsuit against the city.\u201d said Wayne.
\u201cThey spent a lot of time counting how many computers keystrokes it took to hide the dates on the now infamous FEMA press release.\u201d said Wayne.
\u201cThe next day\u2026 the auditor\u2019s memo was revealed at city hall\u2026,\u201d said Wayne.
\u201cOne of the only specific details included.\u201d says Wayne.
\u201cThe effort to conceal the hidden information would have required at least 8-10 intentional computer key or keypad strokes,\u201d said Wayne.
\u201cWonder where holland got that info.\u201d said Wayne.
\u201cWe think taxpayers deserve to see the auditor\u2019s full investigation immediately. and that\u2019s why we plan to file a criminal complaint with the Nueces County district attorney next week based in part by statements of a former auditor.\u201d said Wayne.
\u201cWe also know the city manager can order the release of phone records and emails\u2026 he hasn\u2019t,\u201d said Wayne.
\u201cCity councilman Gil Hernandez is leading the fight to cancel the tax incentive for Homewood suites.\u201d said Wayne.
\u201cHe claims campaign cash from Ajit\u2019s companies are unrelated to the hotel fight\u2026 but it\u2019s hard to ignore the timing.\u201d said Wayne.
\u201cThe day after Ajit\u2019s complaint to the auditor Hernandez got 1500 dollars from Ajit\u2019s company\u2026 a month later another 1000.\u201d said Wayne.
\u201cHernandez was chair of the audit committee at the time,\u201d said Wayne.
\u201chere\u2019s the bottom line\u2026 we think the real scandal in corpus is how man public officials there are carrying water for Ajit David and Doug Allison.\u201d said Wayne.
\u201cMaybe it\u2019s really about who will eventually get the billion-dollar contracts for desal plants.\u201d said Wayne.
\u201cWe in the meantime are investigating whether David cheated taxpayers on building permits\u2026 council has promised a review\u2026 where is it?\u201d said Wayne.
\u201cAnd he\u2019s charging the city an arm and a legal and two fingers.\u201d said Cantu.
\u201cInstead, council keeps fueling the monster cost of a developer\u2019s jealousy.\u201d said Wayne.
\u201cThey just voted to fire the lawyer they have already paid half a million dollars to defend the lawsuit filed by Ajit David\u2026 ignoring his advice to fight.\u201d said Wayne.
\u201cAnd the mayor\u2019s warning.\u201d said Wayne.
\u201cIt is not in the best interest of this city.\u201d said Guajardo.
\u201cThe vote marred by more of the kindergarten bickering that defines this city council.\u201d said Wayne.
\u201cDoug Allison reportedly wants nearly 400,000 in legal fees to settle the case\u2026 still trying to take the tax money away from the Homewood suites.\u201d said Wayne.
\u201cThat would set the stage for another lawsuit.\u201d said Wayne.
\u201cI think the vindication will come through obviously a squashing of the lawsuit.\u201d said Ramirez.
\u201cTo try and kill our incentive is a huge step for us,\u201d said Ramirez
\u201cYou are moving into a land of shadow and substance\u201d
\u201cCouncil members should explain to taxpayers why they clearly want to pay Doug Allison off and give Ajit David what he wants.\u201d said Wayne
\u201cStill pushing a scandal that has been debunked by new records.\u201d said Wayne.
\u201cIt seems like the whole city is compromised.\u201d said Guajardo
\u201cI know what you know and the perception of it is not good,\u201d said Wayne.
\u201cYou just crossed over into the twilight zone\u201d<\/p>\n
