White House border czar\u00a0Tom Homan\u00a0defended U.S. Immigration and Customs Enforcement\u2019s (ICE) use of unmarked vehicles Sunday on CBS\u2019 \u201cFace the Nation,\u201d<\/a> clashing with moderator Margaret Brennan over whether officers displayed emergency lights while pursuing a Houston man who was fatally shot.<\/p>\n

Homan argued that unmarked vehicles helped officers locate suspects and maintained that the recent deaths could have been avoided through compliance.<\/p>\n

\u201cBut bottom line is, we\u2019ll see when the investigation plays out, but they\u2019d be alive today if they simply complied with a vehicle stop by federal law enforcement officer. Just comply,\u201d Homan said.<\/p>\n

Brennan raised concerns about the unmarked vehicle used before an ICE officer fatally shot 52-year-old Lorenzo Salgado Araujo<\/a>.<\/p>\n

Salgado\u2019s family said he believed he was being pursued by robbers rather than federal agents.<\/p>\n

\u201cWell, the family of the man in Houston said that he thought he was being robbed because it was an unmarked vehicle,\u201d Brennan said. <\/p>\n

\u201cNot that it was law enforcement at all.\u201d<\/p>\n

Homan maintained that ICE vehicles contain equipment<\/a> allowing officers to identify themselves during stops.<\/p>\n

\u201cThey had emergency lights. They activate emergency lights. Blue lights,\u201d Homan said. <\/p>\n

\u201cYou know, in my vehicle I drive, where I\u2019m with my security detail, we have emergency lights.\u201d<\/p>\n

Brennan challenged Homan to substantiate that claim, noting that publicly available videos did not appear to show emergency lights and the officers involved were not wearing body cameras.<\/p>\n

\u201cThat there were lights, because the videos that we\u2019ve seen there aren\u2019t, and because there\u00a0weren\u2019t body cameras,\u201d Brennan said. <\/p>\n

\u201cIt is hard to substantiate some of what you are saying.\u201d<\/p>\n

Homan acknowledged that he had not reviewed the videos of the Houston incident.\u00a0<\/p>\n

\u201cOK, well, I have not seen the videos,\u201d Homan said.<\/p>\n

The border czar qualified his earlier claim, saying the vehicles should have contained lights and sirens but acknowledging that he could not confirm whether officers used them.<\/p>\n

\u201cNow, if they didn\u2019t activate the lights, again, I haven\u2019t seen that video,\u201d Homan said. <\/p>\n

\u201cIf they didn\u2019t activate the lights, then there\u2019s an issue there, right?\u201d<\/p>\n

\u201cA lot of police departments, I\u2019m in\u00a0New York City right now, a lot of NYPD officers are driving unmarked vehicles, and that helps them find people that don\u2019t want to be found, right?\u201d<\/p>\n

He backed the nationwide deployment of body cameras, arguing that the footage would allow the public to see encounters from an officer\u2019s perspective.<\/p>\n

\u201cI think body cameras are the way to go,\u201d Homan said. <\/p>\n

\u201cI think body cameras let the American people know what that officer sees when he takes that action.\u201d<\/p>\n

Homan said ICE had purchased cameras and was training personnel to\u00a0deploy nationwide. <\/p>\n

The agency will require officers to record vehicle stops with at least one body camera.<\/p>\n

Salgado was not the intended target of the Houston operation, federal officials acknowledged. <\/p>\n

ICE initially said he\u00a0rammed a federal vehicle\u00a0and attempted to run over an officer, prompting the officer to fire in self-defense. <\/p>\n

Witnesses in Salgado\u2019s van disputed the agency\u2019s account.<\/p>\n

Six days later, an ICE officer fatally shot a Colombian driver<\/a> in Biddeford, Maine, who also was not the operation\u2019s intended target. <\/p>\n

DHS said the officer opened fire while \u201cfearing for public safety\u201d as the driver attempted to flee.<\/p>\n

Investigations into both shootings remained underway.<\/p>\n
