{"id":38035,"date":"2025-11-06T12:51:27","date_gmt":"2025-11-06T12:51:27","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-tx\/38035\/"},"modified":"2025-11-06T12:51:27","modified_gmt":"2025-11-06T12:51:27","slug":"plano-to-hold-2026-vote-on-leaving-dart-amid-growing-suburban-revolt","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-tx\/38035\/","title":{"rendered":"Plano To Hold 2026 Vote On Leaving DART Amid Growing Suburban Revolt"},"content":{"rendered":"<p>\n                            Plano, TX \/ US &#8211; May 2019: Downtown Plano, TX train DART station | Image by Epiglottis\/Shutterstock                        <\/p>\n<p>The Plano City Council voted to hold a special election allowing residents to decide whether to leave Dallas Area Rapid Transit.<\/p>\n<p>The Plano council decided unanimously November 5 to hold a special election in 2026, where residents will vote on whether to stay with DART or to seek other options.\u00a0<\/p>\n<p>As The Dallas Express previously <a href=\"https:\/\/dallasexpress.com\/metroplex\/suburban-revolt-against-dart-cities-eye-exit-over-crime-surge-and-unequal-funding-burdens\/\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a>, Farmers Branch and Highland Park voted November 4 to hold May 2, 2026, elections on whether to withdraw from DART. The Irving City Council will also decide November 6 on a withdrawal election.<\/p>\n<p>If Plano residents decide to leave DART, services will cut off immediately after the election. During the meeting, Plano Director of Policy Andrew Fortune said the city has already secured $4 million for an alternative transit plan, so service could remain uninterrupted.<\/p>\n<p>\u201cTonight, what\u2019s before you is not transit or no transit. We\u2019re not taking away transportation from our residents,\u201d Fortune said. \u201cStaff has been in conversations with potential vendors.\u201d<\/p>\n<p>Member cities may opt out of DART once every six years, so the next <a href=\"https:\/\/www.yahoo.com\/news\/articles\/suburban-revolt-against-dart-cities-220050450.html\" rel=\"nofollow noopener\" target=\"_blank\">window<\/a> is 2026. Frustrations have been mounting among suburban member cities about the agency\u2019s spending, governance, and safety.<\/p>\n<p>Mayor John Muns said officials support public transit, but want to find the most effective option.\u00a0<\/p>\n<p>\u201cWe owe it to the residents of Plano to weigh in on this, whether they support continuing on as member cities with DART or to come up with a better solution,\u201d Muns said. \u201cWe want the growth that\u2019s happening in Frisco, Allen, McKinney, Prosper, on and on and on, to be a participant in this connectivity.\u201d<\/p>\n<p>Defending DART<\/p>\n<p>DART CEO Nadine Lee, Chair Randall Bryant, and former Chair Gary Slagel defended the agency during the meeting.<\/p>\n<p>Lee said DART had worked in \u201cgood faith\u201d to address Plano\u2019s concerns. She highlighted the General Mobility Program (to <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">return<\/a> 5% local sales tax \u2013 $28 million in one year), the expansion of curb-to-curb GoLink zones, a new Legacy circulator bus route, and $110 million in funding for safety, reliability, and cleanliness since 2021.\u00a0<\/p>\n<p>\u201cCrime on DART is down by double digits,\u201d Lee said.\u00a0<\/p>\n<p>As The Dallas Express previously <a href=\"https:\/\/dallasexpress.com\/crime\/off-the-rails-darts-crime-continues-to-spike-claims-another-victim\/\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a>, crime on DART lines has risen in 2025.\u00a0Group A Offenses \u2013 including arson, assault, robbery, and drugs \u2013 <a href=\"https:\/\/dartorgcmsblob.dart.org\/prod\/docs\/default-source\/about-dart\/%28item-25%29-dart-police-qtrly-update_cotw-presentation.pdf?sfvrsn=4cf9e6c_1\" rel=\"nofollow noopener\" target=\"_blank\">grew<\/a> almost 44% since last year. Excluding drug offenses, they would have fallen more than 6%.\u00a0<\/p>\n<p>\u201cThe progress we\u2019ve made comes from standing together and confronting our challenges as one region,\u201d Lee said. \u201cI invite you to work with us, with transparency, collaboration, and good faith to resolve these issues in place of withdrawal.\u201d<\/p>\n<p>Bryant, who took office October 28, said he learned within 12 hours of taking office that cities were going to advance withdrawal.\u00a0<\/p>\n<p>\u201cI hope that those conversations in earnest continue. But this vote tonight hurts that ability,\u201d he said. \u201cWe\u2019ve seen the history from this council and others \u2013 when you take an action on one side, and you force the other side to go in the other corner, the opposition do not meet in the middle.\u201d<\/p>\n<p>The Regional Transportation Council, of the North Central Texas Council of Governments, has been developing a regional transit plan to resolve member cities\u2019 concerns, according to Slagel. As The Dallas Express reported, the group recently offered to help <a href=\"https:\/\/dallasexpress.com\/metroplex\/suburban-revolt-against-dart-cities-eye-exit-over-crime-surge-and-unequal-funding-burdens\/\" rel=\"nofollow noopener\" target=\"_blank\">resolve<\/a> member cities\u2019 concerns.<\/p>\n<p>\u201cOver the past six months or so, we\u2019ve been having meetings on understanding what the future of transit might be,\u201d Slagel said. \u201cThat is starting to materialize.\u201d<\/p>\n<p>Numerous residents across the region \u2013 including activists with the Democratic Socialists of America and DART <a href=\"https:\/\/dallasareatransitalliance.org\/posts\/data-announces-formation\" rel=\"nofollow noopener\" target=\"_blank\">advocacy<\/a> group Dallas Area Transit Alliance \u2013 opposed Plano\u2019s withdrawal vote.<\/p>\n<p>Jane Harmon, a Carrollton woman in a wheelchair, said she relies on DART to reach medical appointments.<\/p>\n<p>\u201cI have, for many years, been seeing my medical providers and my therapists in Plano,\u201d she said. \u201cI\u2019m terrified at what\u2019s going to happen.\u201d\u00a0<\/p>\n<p>Democrat state Rep. Venton Jones, of Dallas, urged local solutions before a withdrawal vote.<\/p>\n<p>\u201cI\u2019ve heard as recent as December things were brought up to negotiate with the body, but I have not seen any earnest goodwill negotiations since,\u201d Jones said. \u201cI am asking you all to strongly consider, before using this method, to come to the table.\u201d<\/p>\n<p>Moving Forward<\/p>\n<p>Tu addressed Bryant\u2019s request to continue discussions.\u00a0<\/p>\n<p>\u201cYou know what? We\u2019ve been continuing talking for six and a half years \u2013 six and a half years of talking with no results,\u201d Tu said. \u201cCompromising requires that there\u2019s good faith on both sides.\u201d<\/p>\n<p>She emphasized the need for an efficient transit provider that puts Plano\u2019s needs first.<\/p>\n<p>\u201cInstead of kowtowing to Dallas Area Rapid Transit, why can\u2019t we do Collin County Area Rapid Transit?\u201d Tu said.<\/p>\n<p>If Plano voters withdraw from DART, they would have to continue paying off a portion of the agency\u2019s debt. DART is <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">billions<\/a> of dollars in debt, <a href=\"https:\/\/dallasexpress.com\/city\/exclusive-dart-spent-2-4-million-on-executive-bonuses-before-massive-service-cuts\/\" rel=\"nofollow noopener\" target=\"_blank\">divided<\/a> among member cities as an alleged exit barrier.<\/p>\n<p>This would require Plano to continue paying DART for seven to 10 years after it cuts off service, according to Muns. But the six-year withdrawal window would force the city to continue paying, postponing the debt payoff to \u201cfuture councils and future residents.\u201d<\/p>\n<p>Muns said Plano officials hope to keep DART rail access, but are currently working out the details. Either way, he said, the city would find a way to bring people to their destinations.<\/p>\n<p>\u201cWe\u2019ve worked for the last six years with DART, trying to come up with some solutions, and come up with a better model of what it can be to Plano \u2013 and actually all the member cities. We\u2019ve really struggled to be able to do that,\u201d Muns said. \u201cThis is an opportunity for our community to weigh in on whether or not they want to continue down this same path.\u201d<\/p>\n<p>Spending, Governance, and Crime<\/p>\n<p>Former Plano City Councilman Shelby Williams previously told The Dallas Express the city had <a href=\"https:\/\/dallasexpress.com\/metroplex\/plano-vs-dart-44-crime-spike-2-4m-bonuses-65m-deficit-sparks-citys-push-to-leave-dart\/\" rel=\"nofollow noopener\" target=\"_blank\">tried<\/a> \u201cdiligently\u201d to work with DART, but the agency never followed through.<\/p>\n<p>\u201cEspecially during the legislative sessions, DART says, \u2018Oh no, we\u2019ll work with Plano, we want a local solution to this,\u2019\u201d Williams said at the time. \u201cAs soon as the legislative session is over, they disappear, and we don\u2019t hear from them, and they don\u2019t actually work with us.\u201d<\/p>\n<p>After the council moved forward with the withdrawal election, Williams told The Dallas Express voters deserve to have a say.<\/p>\n<p>\u201cThe voters back in 1983 lived in a very different Plano, where DART probably once made sense,\u201d he said.\u00a0<\/p>\n<p>Plano is just one of numerous member cities with rising <a href=\"https:\/\/dallasexpress.com\/metroplex\/garland-joins-suburban-revolt-to-hold-dart-leadership-accountable\/\" rel=\"nofollow noopener\" target=\"_blank\">concerns<\/a> about imbalances in DART spending and governance.\u00a0<\/p>\n<p>Plano <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">gave<\/a> $109.6 million in sales taxes to DART, but received only $44.6 million in services in 2023, according to a study The Dallas Express exclusively reported. This is an annual deficit of $65 million.<\/p>\n<p>In the meeting, Mayor Pro Tem Maria Tu asked if the city\u2019s spending on DART had increased \u201cdramatically\u201d since then. Fortune said yes.<\/p>\n<p>Tu also asked if the 2023 DART cost estimates included the expenses of emergency responses from Plano Police Department and Plano Fire-Rescue.\u00a0<\/p>\n<p>\u201cHow about our Plano Police Department having to respond? \u2026 How about our fire department, who has to respond to emergencies on our DART rails or on buses?\u201d she asked.<\/p>\n<p>That estimate did not include the cost of emergency responses, according to Fortune.<\/p>\n<p>DART spent more than $2.4 million on executive <a href=\"https:\/\/dallasexpress.com\/city\/exclusive-dart-spent-2-4-million-on-executive-bonuses-before-massive-service-cuts\/\" rel=\"nofollow noopener\" target=\"_blank\">bonuses<\/a> from 2020 to 2024, and over $800,000 in total on executive bonuses last year alone, as The Dallas Express exclusively reported.\u00a0<\/p>\n<p>While Dallas maintains a vast majority on the DART board of directors, cities like Highland Park must <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">share<\/a> a single representative with other cities \u2013 which mayors said makes it difficult to represent their constituents.\u00a0<\/p>\n<p>The DART board of directors <a href=\"https:\/\/dallasexpress.com\/city\/dart-considers-largest-cuts-in-history-slashing-routes-prolonging-waits\/\" rel=\"nofollow noopener\" target=\"_blank\">approved<\/a> a \u201cGeneral Mobility Program\u201d in March, returning 5% of annual sales tax revenue to several member cities. Cities like Plano went to the Texas legislature, supporting bills to reform the DART board and allow cities to redirect some sales tax revenue.\u00a0<\/p>\n<p>In July, Slagel demanded member cities <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">drop<\/a> the reforms in exchange for GMP funding, as The Dallas Express exclusively reported. At the time, Carrollton Mayor Steve Babick said DART had <a href=\"https:\/\/dallasexpress.com\/metroplex\/exclusive-dart-chair-told-suburbs-to-drop-reform-in-exchange-for-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">made<\/a> the compromise into a \u201cpoison pill.\u201d<\/p>\n<p>City Councilman Rick Horne said Plano is looking at spending $131 million on DART in 2025.<\/p>\n<p>\u201cI don\u2019t see any improvements from DART to serve all the citizens of Plano. I still see empty buses.
