The project will cover approximately 8.5 miles of roadway.

The work will include removing portions of existing pavement, repairing damaged asphalt-stabilized bases and placing a new, thin asphalt overlay. City documents describe the project as covering 22 streets.

The listed segments are:

Ashley Street from Jirou Street to Magnolia Avenue

Audubon Place from Gladys Avenue to the south end

Caldwell Avenue from Martin Luther King Jr. Parkway to Texas Avenue

Caswell Road from Highway 105 to Eastex Freeway

Cole Road from Eastex Freeway to Old Dowlen Road

Collier Street from Crow Road to Treadway Road

Estelle Street from St. James Boulevard to the south end

Harrison Avenue from Gulf Street to Magnolia Avenue

Howell Street from Howell Courts to Gladys Avenue

Howell Street from Sue Lane to Gladys Avenue

Judy Lane from Concord Road to Eastex Freeway

Lou Street from May Street to the south end

Margo Lane from Beaumont Drive to Spencer Drive

Nora Street from Lou Street to Bob Street

Nora Street from the west end to the east end

Norvell Street from Josey Street to Doty Street

Prutzman Road from Arlington Drive to Phelan Boulevard

South Sixth Street from Washington Boulevard to Fannett Road

Sue Lane from Clinton Street to Wade Street

Tyler Street from Buffalo Avenue to Magnolia Avenue

Wade Street from Sue Lane to Circuit Drive

Waverly Street from Anita Street to the east end

Westmoreland Street from Abattoir Street to Fannett Road

Every segment is currently listed as pending.

Five contractors submitted bids for the project. MB Western Construction Co. of Houston submitted the lowest bid at approximately $3.4 million, about $104,000 less than Texas Materials Group.

City staff rejected MB Western’s bid as nonresponsive, saying the contractor did not demonstrate the required experience, equipment, resources or ability to perform enough of the work itself. Staff also said the references supplied by the company did not show experience with comparable pavement preservation projects.

“I think Texas Material is a good company, and I’m pleased to see them get this contract,” Councilman Cory Crenshaw said at Tuesday’s council meeting. He later added, “As we’ve learned in the past, unfortunately, the low bidder isn’t always the best, but I think in this case, the group getting it is in fact going to be the best bet.”

The city’s engineering estimate had placed the project’s cost at $4.2 million.

Once work begins, the contract gives Texas Materials Group 245 calendar days to reach “substantial completion.” That means the construction period could last roughly eight months, although final corrections could continue afterward.

The city has not announced a start date, projected end date or the order in which the roads will be completed. The city’s Wednesday update lists both the start and end dates as “TBD.”

The City of Beaumont released Wednesday the roads included in the third phase of its citywide street pavement…

[6
4519,135116,135117,3589,135118,27,29,25509,135115,28
post-382928","post","type-post","status-publish","format-standard","has-post-thumbnail","category-texas","tag-city-council","tag-city-of-beaumont","tag-gulf-street","tag-magnolia-avenue","tag-pavement-preservation","tag-texas","tag-texas-headlines","tag-texas-materials-group","tag-texas-materials-group-inc","tag-texas-news
["GET
